Everyone knew that what was about to be said was important.<\/p>\n<p>But when homeless people talk? People cross the street. They scroll past. They tune out.<\/p>\n<p>Homelessness does not have the EF Hutton effect. But it should, because homelessness is on the rise nationwide. According to the U.S. Department of Housing and Urban Development\u2019s <a href=\"https:\/\/www.huduser.gov\/portal\/sites\/default\/files\/pdf\/2023-AHAR-Part-1.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (2023 report)\">2023 report<\/a>, homelessness surged to affect more than 653,000 individuals\u2014a record high. Cities like <a href=\"https:\/\/www.lahsa.org\/news?article=927-lahsa-releases-results-of-2023-greater-los-angeles-homeless-count\" target=\"_blank\" aria-label=\"Link opens in new window (Los Angeles)\">Los Angeles<\/a>, <a href=\"https:\/\/www.osc.ny.gov\/press\/releases\/2025\/01\/dinapoli-numbers-homeless-population-doubled-new-york\" target=\"_blank\" aria-label=\"Link opens in new window (New York)\">New York<\/a>, and <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/05\/homelessness-continues-to-rise-in-portland-area-even-as-increased-services-help-thousands.html\" target=\"_blank\" aria-label=\"Link opens in new window (Portland)\">Portland<\/a> are facing dramatic increases.\u00a0<\/p>\n<p>But this isn\u2019t just an urban issue\u2014the rise in homelessness is happening in\u00a0<a href=\"https:\/\/wisconsinwatch.org\/2024\/12\/wisconsin-rural-homeless-housing-shelter-funding\/#:~:text=In%20rural%20Wisconsin%2C%20homelessness%20is,rural%20providers%20with%20limited%20funding.\" target=\"_blank\" aria-label=\"Link opens in new window (rural communities)\">rural communities<\/a>, <a href=\"https:\/\/nlihc.org\/resource\/hud-2022-annual-homeless-assessment-report-finds-unsheltered-homelessness-rise\" target=\"_blank\" aria-label=\"Link opens in new window (suburban towns)\">suburban towns<\/a>, and even on <a href=\"https:\/\/compact.org\/sites\/default\/files\/2022-06\/STUDENT-HOUSING-FINAL-.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (college campuses)\">college campuses<\/a>. Yet policymakers continue to make decisions without consulting those who live or have lived this reality.<\/p>\n<p>Having been an unhoused single parent for nearly twenty years, I know firsthand how disconnected many \u201csolutions\u201d can be from what people actually need. While I made my share of bad decisions, I was also the victim of a broken system that fails to address the root causes of instability and poverty. My story is about the challenges that countless others face\u2014barriers that prevent us from achieving stability and success, no matter how hard we work.<\/p>\n<p>The need to keep a roof over my daughter\u2019s head while I was experiencing homelessness across the country was overwhelming. The solutions offered were often disconnected from the reality of what we were facing.<\/p>\n<p>There is an urgent need for listening to people who know. The voices of people who have experienced homelessness are among the most critical in understanding the complexities of the issue. The lived experience of homelessness is often excluded from the very policies that are supposed to address it.<\/p>\n<p>In 2023, the city of San Francisco released the results of a Community Voice Matters <a href=\"https:\/\/media.api.sf.gov\/documents\/Community_Voice_Matters_Conversations_with_People_Experiencing_Homelessness-1_AdzLlfN.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (study)\">study<\/a> on people experiencing homelessness. They spoke to the need for long-term housing options and supportive services, and a move away from punitive measures like criminalization. They\u2019re asking for better access to mental health services, substance abuse recovery programs, and financial stability. And they placed a very strong emphasis on hiring people with lived experiences of homelessness and incarceration.<\/p>\n<p>A report I authored last year, \u201c<a href=\"https:\/\/www.dcreport.org\/2024\/03\/26\/mandate-future-politicians-to-prioritize-homelessness\/\" target=\"_blank\" aria-label=\"Link opens in new window (Mandate Future Politicians to Prioritize Homelessness)\">Mandate Future Politicians to Prioritize Homelessness<\/a>,\u201d reached audiences across the United States, as well as in London and South Africa. Now we\u2019re pushing for deeper structural change. The focus isn\u2019t just on raising awareness, but on transforming systems so that the voices of the unhoused are integrated into real decision-making processes.<\/p>\n<p>We\u2019re calling on universities to include people with lived experience in homelessness research, for governments to create and fund panels of unhoused individuals, and for nonprofits to stop treating the unhoused as passive recipients of aid and recognize them as co-creators of solutions.<\/p>\n<p>The recent Supreme Court ruling in <em><a href=\"https:\/\/www.supremecourt.gov\/opinions\/23pdf\/23-175_19m2.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (Grants Pass v. Johnson)\">Grants Pass v. Johnson<\/a><\/em> <a href=\"https:\/\/www.themarshallproject.org\/2024\/04\/10\/supreme-court-homeless-grants-pass-originalism?gad_source=1&amp;gad_campaignid=20672762571&amp;gbraid=0AAAAADF7VuoCGhf6A8HtalcHQega7c7yW&amp;gclid=Cj0KCQjwoZbBBhDCARIsAOqMEZVHKiho3ffyjK2f79YHQMaQzXRc2PMPZVNGEAvNBYZtHpDIU5eyiqwaAkhzEALw_wcB\" target=\"_blank\" aria-label=\"Link opens in new window (gives)\">gives<\/a> cities and states the right to criminalize homelessness, complicating efforts to create effective solutions. That makes it even more important for the voices of the unhoused to be heard in policy debates.\u00a0<\/p>\n<p>If we truly want to address the crisis of homelessness, we need to challenge the notion that the problem can simply be swept away through criminalization. This only shifts the problem without addressing its root causes: the lack of affordable housing and mental health support, and dire economic instability.<\/p>\n<p>Thanks to the many organizations that already support the inclusion of homeless voices in decision-making, such as the National Coalition for the Homeless, Homeless Outreach Program, and others, your work is paving the way for a more inclusive, compassionate, and effective response to homelessness.<\/p>\n<p>The voices of those who have lived through homelessness are essential. We can no longer afford to ignore their experiences.
