{"id":251183,"date":"2025-05-21T23:06:26","date_gmt":"2025-05-21T23:06:26","guid":{"rendered":"https:\/\/peraltafinancing.com\/activist\/as-federal-education-cuts-loom-future-teachers-are-caught-in-the-crosshairs\/"},"modified":"2025-05-21T23:06:26","modified_gmt":"2025-05-21T23:06:26","slug":"as-federal-education-cuts-loom-future-teachers-are-caught-in-the-crosshairs","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=251183","title":{"rendered":"As Federal Education Cuts Loom, Future Teachers are Caught in the Crosshairs"},"content":{"rendered":"<p> <br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/progressive.org\/downloads\/21775\/download\/VenturaTeacherTraining.jpg?cb=3a10f55b22a3ec0ceadf1db4558b0548\" \/><\/p>\n<div>\n<p class=\"lead\">When the Trump Administration announced its decision to terminate <a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-cuts-over-600-million-divisive-teacher-training-grants\" target=\"_blank\" aria-label=\"Link opens in new window ($600 million in federal education funding)\">$600 million in federal education funding<\/a> in February, it claimed that the funds were being used to train teachers on \u201cdivisive ideologies\u201d such as \u201cdiversity, equity, and inclusion (DEI)\u201d and \u201canti-racism.\u201d But educators say that the programs jeopardized by these funding cuts have for years served as the backbone of teacher preparation, professional development, and diversity recruitment in public schools.\u00a0\u00a0<\/p>\n<p>\u201cWe should be doing more\u2014not less\u2014to make education a welcoming, supportive, and feasible career,\u201d says Paul Lemle, president of the <a href=\"https:\/\/marylandeducators.org\" target=\"_blank\" aria-label=\"Link opens in new window (Maryland State Education Association (MSEA))\">Maryland State Education Association (MSEA)<\/a>, the state\u2019s teachers union. \u201cFederal actions are going in the wrong direction and will make the educator shortage worse.\u201d<\/p>\n<p>Research has <a href=\"https:\/\/www.brookings.edu\/articles\/for-better-student-outcomes-hire-more-black-teachers\/\" target=\"_blank\" aria-label=\"Link opens in new window (shown)\">shown<\/a> that having a more diverse teaching workforce, particularly more Black teachers, can lead to improved academic, social-emotional, and behavioral outcomes for all students. These factors have especially significant benefits for Black students, <a href=\"https:\/\/www.brookings.edu\/articles\/for-better-student-outcomes-hire-more-black-teachers\/\" target=\"_blank\" aria-label=\"Link opens in new window (including)\">including<\/a> higher graduation rates and increased college aspirations.<\/p>\n<p>In Massachusetts, the abrupt cancellation of federal grants has <a href=\"https:\/\/www.wbur.org\/news\/2025\/04\/01\/massachusetts-k12-funding-grants-early-termination\" target=\"_blank\" aria-label=\"Link opens in new window (disrupted)\">disrupted<\/a> multiple prominent teacher residency pipelines. The University of Massachusetts Amherst\u2019s \u201cPara to Teacher Program,\u201d which aimed to train paraprofessionals to become licensed early childhood educators in Springfield and Holyoke, <a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/TQP%20SEED%20Complaint%20-%20AS%20FILED.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (lost)\">lost<\/a> a $2.3 million grant, while the Boston Public Schools\u2019 partnership with the University of Massachusetts Boston to train bilingual educators <a href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/TQP%20SEED%20Complaint%20-%20AS%20FILED.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (lost)\">lost<\/a> a $5.9 million grant. Both programs were designed to address critical workforce shortages and diversify the educator pipeline.<\/p>\n<p>In California, school districts are scrambling to assess which culturally responsive training programs can survive following the Trump Administration\u2019s <a href=\"https:\/\/calmatters.org\/education\/k-12-education\/2025\/04\/dei\/?utm_\" target=\"_blank\" aria-label=\"Link opens in new window (directive)\">directive<\/a> to eliminate federal funding for DEI initiatives. In San Diego County alone, districts lost <a href=\"https:\/\/www.axios.com\/newsletters\/axios-san-diego-bddbd9a0-f3ca-11ef-920f-6b9559f88f44?utm_\" target=\"_blank\" aria-label=\"Link opens in new window (nearly $1 million)\">nearly $1 million<\/a> after the administration revoked a $10 million <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/teacher-prep\/teacher-quality-partnership-program\" target=\"_blank\" aria-label=\"Link opens in new window (Teacher Quality Partnership)\">Teacher Quality Partnership<\/a> (TQP) grant that had supported the recruitment and training of diverse educators in high-need schools.\u00a0<\/p>\n<p>In more rural states like <a href=\"https:\/\/www.clarionledger.com\/story\/news\/education\/2025\/04\/04\/ms-education-department-fights-covid-funds-cut\/82858087007\/?utm_\" target=\"_blank\" aria-label=\"Link opens in new window (Mississippi)\">Mississippi<\/a> and <a href=\"https:\/\/www.azfamily.com\/2025\/02\/11\/mesa-school-leaders-meet-about-2025-26-district-layoffs\/?utm_\" target=\"_blank\" aria-label=\"Link opens in new window (Arizona)\">Arizona<\/a>, school districts that relied on TQP funds are laying off staff and scaling back their educator preparation tracks.<\/p>\n<p>These developments are part of the Trump Administration\u2019s sweeping 600 million cut to federal support for teacher training and DEI-aligned initiatives\u2014most notably the elimination of TQP and <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/teacher-prep\/supporting-effective-educator-development-grant-program\" target=\"_blank\" aria-label=\"Link opens in new window (Supporting Effective Educator Development (SEED))\">Supporting Effective Educator Development (SEED)<\/a> grants. These programs have long supported partnerships between school districts and higher education institutions to train and place teachers in <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/1359866X.2024.2348261#d1e94\" target=\"_blank\" aria-label=\"Link opens in new window (hard-to-staff schools)\">hard-to-staff schools<\/a>.<\/p>\n<p>The Trump Administration\u2019s earlier memo, which barred federally funded programs from prioritizing DEI components, has since prompted <a href=\"https:\/\/aacte.org\/2025\/03\/aacte-nctr-file-lawsuit-to-protect-federal-funding-for-educator-preparation-programs\/\" target=\"_blank\" aria-label=\"Link opens in new window (lawsuits)\">lawsuits<\/a> from multiple organizations, including the American Association of Colleges for Teacher Education (AACTE) and the National Center for Teacher Residencies. Critics argue that the policy not only undermines long-standing civil rights protections but also directly threatens teacher preparation pipelines serving historically underserved communities.<\/p>\n<p>\u201cThese policies create exceptional challenges for our work, especially as we\u2019re trying to inspire new educators to join the field,\u201d says Lemle. \u201cWe want to build up the workforce and inspire new educators to join our ranks. These federal rollbacks make that harder.\u201d<\/p>\n<p>While the legal battles play out nationally, few states have become as central to this story as Maryland.<\/p>\n<p>Maryland\u2019s attorney general is one of nineteen that have <a href=\"https:\/\/thedailyrecord.com\/2025\/04\/28\/states-sue-trump-dei-school-funding\/\" target=\"_blank\" aria-label=\"Link opens in new window (filed suit)\">filed suit<\/a> against the United States Department of Education, and is home to an extensive infrastructure of teacher preparation programs, community school investments, and equity-centered reforms that now hang in the balance.<\/p>\n<p>Lemle tells <em>The Progressive<\/em> that although MSEA isn\u2019t directly involved in the lawsuits, the union is deeply concerned about the chilling effect the administration\u2019s guidance will have on professional development and school culture. \u201cIt would roll back decades of progress for civil rights and respect for marginalized people,\u201d he says.<\/p>\n<p>In <a href=\"https:\/\/www.pgcps.org\" target=\"_blank\" aria-label=\"Link opens in new window (Prince George&#x2019;s County Public Schools)\">Prince George\u2019s County Public Schools<\/a> (PGCPS), one of Maryland\u2019s largest and most diverse districts, Board of Education member Phelton Moss says the cuts have already begun to affect the district\u2019s budget and ability to plan for the future.<\/p>\n<p>\u201cWe\u2019re in the middle of our budget cycle and already had to file an appeal [of] over $20 million in jeopardized federal funds,\u201d Moss explains. \u201cThese were dollars we\u2019d already committed through contracts. Now we\u2019re looking at tapping into our fund balance just to cover invoices.\u201d<\/p>\n<p>Moss says PGCPS has formed a federal funding task force to keep up with changes in federal funding and the team is monitoring the cuts closely. But he emphasizes that the long-term impact may be felt more acutely in teacher pipelines than balance sheets.<\/p>\n<p>\u201cThese programs weren\u2019t just dollars; they were about capacity,\u201d he says. \u201cWe benefited from TQP funding to strengthen partnerships with local universities and train new teachers in shortage areas like math and science. Without that, our pipeline suffers.\u201d<\/p>\n<p>Teacher diversity efforts\u2014many of which were supported by now-defunded TQP grants\u2014are among the most vulnerable. As of early 2025, over two-thirds of federally funded teacher residency programs with a stated focus on diversity have either frozen recruitment or reported scaling back operations, <a href=\"https:\/\/aacte.org\/2025\/03\/aacte-nctr-file-lawsuit-to-protect-federal-funding-for-educator-preparation-programs\/\" target=\"_blank\" aria-label=\"Link opens in new window (according)\">according<\/a> to AACTE. Both Moss and Lemle say that without immediate intervention, gains in teacher diversity may be reversed in many districts.<\/p>\n<p>\u201cThe Trump Administration made it clear that one reason for cutting TQP was its focus on diversifying the educator workforce,\u201d Moss says. \u201cThat directly affects our ability to grow our Black teacher population, especially Black male teachers, who are already underrepresented.\u201d<\/p>\n<p>PGCPS has invested in such efforts for years, including partnerships with historically Black colleges and universities and residency programs focused on culturally responsive training. Many of these initiatives are now at risk.<\/p>\n<p>\u201cThe administration\u2019s policies attempt to erode support for aspiring educators and cut off inclusive, safe, and welcoming environments for our students,\u201d Lemle says. \u201cThose impacts will be felt in all schools, no matter the zip code.\u201d<\/p>\n<p>Despite these setbacks, Maryland\u2019s leaders say one reason the state is better positioned than others to resist the administration\u2019s cuts is the <a href=\"https:\/\/blueprint.marylandpublicschools.org\/mreass\/\" target=\"_blank\" aria-label=\"Link opens in new window (Blueprint for Maryland&#x2019;s Future)\">Blueprint for Maryland\u2019s Future<\/a>, a sweeping education reform law <a href=\"https:\/\/marylandmatters.org\/2021\/04\/02\/hogan-allows-kirwan-2-0-to-become-law-without-his-signature\/\" target=\"_blank\" aria-label=\"Link opens in new window (passed)\">passed<\/a> by the state legislature in 2021. The legislation increases educator pay, funds universal pre-K, and includes weighted funding formulas for students living in poverty, English language learners, and students with disabilities.<\/p>\n<p>\u201cThis is the perfect time for states to double down on investments [in education],\u201d Moss says. \u201cMaryland\u2019s funding formula isn\u2019t perfect, but it\u2019s a national model\u2014one that doesn\u2019t rely on property taxes to dictate student opportunity.\u201d<\/p>\n<p>Lemle expresses a similar sentiment. \u201cWe\u2019ve raised starting salaries to a statewide floor of $60,000, created <a href=\"https:\/\/www.newamerica.org\/prek-12-education\/grow-your-own-educators\/\" target=\"_blank\" aria-label=\"Link opens in new window (Grow Your Own)\">Grow Your Own<\/a> programs for support staff to become teachers, and expanded professional support,\u201d he says. \u201cThat work must continue, no matter what comes out of D.C.\u201d<\/p>\n<p>But both leaders caution that the Blueprint alone can\u2019t replace the scale of lost federal investment.<\/p>\n<p>\u201cAbout <a href=\"https:\/\/usafacts.org\/answers\/what-percentage-of-public-school-funding-comes-from-the-federal-government\/state\/maryland\/\" target=\"_blank\" aria-label=\"Link opens in new window (10 percent of district budgets)\">10 percent of district budgets<\/a> come from the federal government,\u201d Moss explains. \u201cWe need federal, state, and local leaders rowing in the same direction.\u201d<\/p>\n<p>As the national lawsuits advance and schools prepare for the 2025-26 academic year with greater uncertainty, education advocates are urging communities not to stay on the sidelines. Some are calling on state lawmakers to expand protections for equity-focused programs through local legislation, while others are encouraging parents, educators, and school board members to speak out publicly about how the federal cuts are affecting their schools. Both Lemle and Moss emphasized the importance of sustained pressure, not only in courtrooms, but also in budget meetings, boardrooms, and ballot boxes.<\/p>\n<p>\u201cOur most vulnerable students\u2014Title I students, English learners, students with disabilities\u2014are the ones who will suffer if these cuts go through,\u201d Moss says. \u201cWe\u2019re not just talking about abstract programs. We\u2019re talking about their access to the American dream.\u201d<\/p>\n<p>As legal battles continue and educators prepare for difficult budget decisions, Moss says the moment calls for more than just stopgap fixes. It demands a fundamental rethinking of how public education is funded and who we are willing to show up for. Without federal support, he warns, the students most in need of resources will be the first to lose access to opportunity.<\/p>\n<p>\u201cWhat is at stake is our most vulnerable populations, including our students with disabilities and students who rest in Title I schools,\u201d Moss says. \u201cThey stand to not get the support they need to have the same fighting chance.
