{"id":250980,"date":"2025-05-21T19:39:23","date_gmt":"2025-05-21T19:39:23","guid":{"rendered":"https:\/\/peraltafinancing.com\/alabama\/experts-sound-alarm-about-proposed-snap-cuts-moving-costs-to-states\/"},"modified":"2025-05-21T19:39:23","modified_gmt":"2025-05-21T19:39:23","slug":"experts-sound-alarm-about-proposed-snap-cuts-moving-costs-to-states","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=250980","title":{"rendered":"Experts sound alarm about proposed SNAP cuts, moving costs to states"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>In a press call Tuesday afternoon, Sharon Parrott, president of the Center on Budget and Policy Priorities, called the current House Republican budget proposal \u201c<span style=\"font-weight: 400\">a bill that features very large tax cuts skewed to the wealthy, c<\/span><span style=\"font-weight: 400\">oupled with deep and harmful cuts in SNAP, in Medicaid, in ACA marketplace coverage.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">If passed, Parrott said, it \u201cwill leave millions without the food assistance they need \u2026 and it will leave millions without health coverage.\u201d<\/span><\/p>\n<p>During the House Ways and Means committee\u2019s markup of the bill, Alabama Congresswoman Terri Sewell criticized it as \u201c$4 trillion worth of tax giveaways to the wealthy, the well-connected, and the well-off.\u201d<\/p>\n<p>\u201cHow are we going to pay for it? Not by reducing the billions of dollars we spend to subsidize the oil industry,\u201d Sewell stated. \u201cNo. Instead, my Republican colleagues would rather kick 14 million Americans off their health care, cut off food stamps and food assistance for hungry families, and bankrupt our small businesses because of this tariff war.\u201d<\/p>\n<p>While Congressional Republicans\u2019 current proposal would dramatically increase the budget deficit, according to reports from the Congressional Budget Office and the <a href=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-22-25r\/\">Joint Committee on Taxation<\/a>, it still includes drastic cuts to America\u2019s social safety net programs meant to offset some of the loss in revenue from major tax cuts.<\/p>\n<p>The Supplemental Nutrition Assistance Program, also called SNAP or food stamps, would face a cut of over $290 billion. And state governments like Alabama\u2019s would be heavily hit by new requirements to help pay for SNAP benefits and administrative costs.<\/p>\n<p>Over the weekend, APR <a href=\"https:\/\/www.alreporter.com\/2025\/05\/19\/republican-snap-cuts-threaten-alabamas-economy-and-food-security\/\">spoke with<\/a> Alabama Arise senior policy analyst Carol Gundlach about the potential effects of these proposed cuts. She said the proposal \u201cwould cost Alabama at least $115 million to $120 million in General Fund money if you wanted to maintain the SNAP program\u201d and worried that attempts by the state to keep costs down would \u201cleave people out there hungry.\u201d<\/p>\n<div class=\"code-block code-block-6\" style=\"margin: 8px auto; text-align: center; display: block; clear: both;\">\n<div class=\"zox-post-ad-wrap\"><span class=\"zox-ad-label\">Advertisement. Scroll to continue reading.<\/span><\/div>\n<\/div>\n<p>During the Tuesday press call, CBPP\u2019s vice president for food assistance, Ty Jones Cox, said House Republicans\u2019 plan would be \u201c<span style=\"font-weight: 400\">the biggest cut in the program\u2019s history, threatening SNAP\u2019s effectiveness, and could possibly dismantle the program entirely in some parts of the country.\u201d<\/span><\/p>\n<p>Cox also pointed out that the Republican proposal would apply \u201c<span style=\"font-weight: 400\">SNAP\u2019s already harsh, red tape-laden work requirements to more people, including parents of children as young as seven.\u201d<\/span><\/p>\n<p>Specifically, the bill would expand requirements currently placed on \u201cable-bodied adults without dependents,<span style=\"font-weight: 400\">\u201d<\/span> or ABAWDS, to adults between 55 and 64 and parents of children older than 6. Republican politicians, including <a href=\"https:\/\/www.alreporter.com\/2025\/05\/14\/tuberville-champions-medicaid-cuts-ending-benefits-for-noncitizens\/\">Alabama Senator Tommy Tuberville<\/a>, maintain that tightening work requirements for social safety net programs like SNAP and Medicaid will help encourage workforce participation.<\/p>\n<p>However, one <a href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/104451\/the-impact-of-snap-able-bodied-adults-without-dependents-abawd-time-limit-reinstatement-in-nin_0.pdf\">study<\/a> conducted by the Urban Institute for the USDA in 2021 concluded that reinstating the time limit for ABAWDs after the Great Recession reduced participation in SNAP but had no positive effects on employment. When similar restrictions were floated in past Congressional sessions, CBPP <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/millions-at-risk-of-losing-food-assistance-under-proposed-expansion-of\">estimated<\/a> 137,000 Alabamians could possibly be at risk of losing some or all of their SNAP benefits.<\/p>\n<p>Medicaid would also be subject to work requirements under Republicans\u2019 current plans, with House Majority Leader Steve Scalise <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/us-politics\/medicaid-work-requirement-start-date-trump-b2754046.html\">telling the press<\/a> earlier this week that Republicans want them to go into effect in 2027.<\/p>\n<p>Tuberville<span style=\"font-weight: 400\">\u2019<\/span>s vivid description of \u201cpeople that [\u2026] are sitting around at home, watching \u2018The View\u2019 on television, getting SNAP cards, food stamps and on Social Security, Medicare, Medicaid<span style=\"font-weight: 400\">\u201d is a fair representation of Republican messaging around this issue. Matt Bruenig, the founder of the People\u2019s Policy Project, pointed out in an <a href=\"https:\/\/www.nytimes.com\/2025\/05\/16\/opinion\/medicaid-work-requirements-pointless.html\">opinion piece<\/a> for the New York Times, though, that \u201conly 6 percent of working-age enrollees are not engaged in work long term, which is just 3 percent of the entire Medicaid population.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ife Finch Floyd of the Georgia Budget &amp; Policy Institute also highlighted on Tuesday that Georgia paid \u201can average of about 13,000 dollars per enrollee\u201d for the state\u2019s Pathways to Coverage plan, a federally subsidized healthcare program which includes work requirements. An <a href=\"https:\/\/www.propublica.org\/article\/georgia-medicaid-work-requirement-pathways-to-coverage-hurdles\">investigation<\/a> by nonprofit newsroom ProPublica found the state \u201cnever hired enough people to help residents sign up or to verify that participants are actually working.\u201d<\/span><\/p>\n<div class=\"code-block code-block-6\" style=\"margin: 8px auto; text-align: center; display: block; clear: both;\">\n<div class=\"zox-post-ad-wrap\"><span class=\"zox-ad-label\">Advertisement. Scroll to continue reading.<\/span><\/div>\n<\/div>\n<p>Cuts and more strenuous work requirements for Medicaid and SNAP could also have significant second-order effects. One CBPP senior policy analyst stated that <span style=\"font-weight: 400\">\u201c<\/span>SNAP <span style=\"font-weight: 400\">and Medicaid both facilitate access to free meals and reduced price meals at school.\u201d In Alabama, children whose families are receiving SNAP or Medicaid Free benefits are <a href=\"https:\/\/www.alabamaachieves.org\/wp-content\/uploads\/2022\/05\/CNP_FAQ_2022517_SY22-23-Frequently-Asked-Questions-About-Free-and-Reduced-Price-School-Meals_V1.0.pdf\">automatically eligible<\/a> for free school meals. If families were removed from both programs as a result of the proposed changes, their children could also stop receiving free or discounted lunches at school.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cProponents of this agenda have tried every trick in the book to claim that the deep and harmful cuts to food assistance and health coverage are somehow not cuts that will hurt people,\u201d Parrott inveighed yesterday. \u201cThey\u2019ve done all they can to portray the people hurt as anything but who they are: People in our communities, throughout the entire country, who need help to afford the basics, most of whom work or are children, or seniors, or people with disabilities.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cBut the truth is clear,\u201d she claimed. \u201cThe agenda will hurt people. Kids will go hungry. People won\u2019t have health coverage, and they will forego life-saving treatment and the ongoing treatment they need to manage chronic conditions.
