He has been in the United States for eight years, and is a member of <a href=\"https:\/\/ulanewhaven.org\/\" target=\"_blank\" aria-label=\"Link opens in new window (Unidad Latina en Acci&#xF3;n)\">Unidad Latina en Acci\u00f3n<\/a> (ULA), a local immigrant rights organization that works to win back stolen wages, fight deportations, and educate immigrants about their rights. He\u2019s happy he found work and a supportive community in New Haven, where his three children were born. But in the aftermath of former President Donald Trump\u2019s re-election, he\u2019s worried.\u00a0<\/p>\n<p>\u201cI haven\u2019t committed any crime, but I\u2019m afraid because of what I\u2019ve heard about immigration raids,\u201d says Eric, who asked that his last name be withheld due to concerns for his safety. \u201cI think it\u2019s very bad because this country was built by immigrants from all over the world.\u201d\u00a0\u00a0<\/p>\n<p>New Haven currently has many protections in place to prevent the kind of immigration raids Eric fears. General orders <a href=\"https:\/\/www.nhregister.com\/news\/article\/New-Haven-to-strengthen-sanctuary-city-15428372.php\" target=\"_blank\" aria-label=\"Link opens in new window (prevent police)\">prevent police<\/a> or other <a href=\"https:\/\/www.newhavenct.gov\/home\/showpublisheddocument\/10\/637848335068330000\" target=\"_blank\" aria-label=\"Link opens in new window (city employees)\">city employees<\/a> from assisting Immigration and Customs Enforcement (ICE) in enforcing federal immigration law, except in relation to cases in which a crime was committed beyond simply crossing the border illegally. Longstanding federal policy <a href=\"https:\/\/www.ice.gov\/doclib\/ero-outreach\/pdf\/10029.2-policy.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (currently labels)\">currently labels<\/a> schools, clinics, hospitals, courts, houses of worship, and rallies as \u201csensitive locations\u201d where ICE agents cannot enter to make arrests for immigration violations. New Haven in particular has a long history of <a href=\"https:\/\/www.newhavenindependent.org\/article\/otero_sanctuary_to_undocumented\" target=\"_blank\" aria-label=\"Link opens in new window (hosting)\">hosting<\/a> undocumented residents <a href=\"https:\/\/www.newhavenindependent.org\/article\/2nd_immigrant\" target=\"_blank\" aria-label=\"Link opens in new window (in churches)\">in churches<\/a> while they fight deportation.\u00a0<\/p>\n<p>But Trump, who has repeatedly <a href=\"https:\/\/www.npr.org\/2024\/11\/12\/nx-s1-5181962\/trump-promises-a-mass-deportation-on-day-1-what-might-that-look-like\" target=\"_blank\" aria-label=\"Link opens in new window (promised)\">promised<\/a> to carry out the largest mass deportation in U.S. history, <a href=\"https:\/\/www.nbcnews.com\/investigations\/trump-scrap-restriction-ice-arrests-churches-schools-rcna183688\" target=\"_blank\" aria-label=\"Link opens in new window (plans to revoke)\">plans to revoke<\/a> the \u201csensitive location\u201d policy, leaving undocumented immigrants further at risk. Undocumented immigrants are not the sole targets of Trump\u2019s anti-immigration agenda: Those granted <a href=\"https:\/\/www.uscis.gov\/humanitarian\/temporary-protected-status\" target=\"_blank\" aria-label=\"Link opens in new window (Temporary Protected Status)\">Temporary Protected Status<\/a> after fleeing war, gang violence, or natural disasters in other countries, who are here legally, are <a href=\"https:\/\/thehill.com\/opinion\/immigration\/5005080-temporary-protected-status-impact-end\/\" target=\"_blank\" aria-label=\"Link opens in new window (also at risk)\">also at risk<\/a> of deportation should the incoming Trump Administration phase out those protections. Trump has even <a href=\"https:\/\/www.cnn.com\/2024\/12\/22\/politics\/birthright-citizenship-trumps-plan-end\/index.html\" target=\"_blank\" aria-label=\"Link opens in new window (talked about)\">talked about<\/a> revoking birthright citizenship, which would require a Constitutional amendment, as well as <a href=\"https:\/\/immpolicytracking.org\/media\/documents\/ACLU_Fact_Sheet_on_Denaturalization.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (denaturalizing)\">denaturalizing<\/a> immigrants who have become U.S. citizens.<\/p>\n<p>With Trump\u2019s Inauguration less than two weeks away, city officials, nonprofit organizations, and hundreds of the area\u2019s residents are preparing to help defend undocumented New Haven residents, even while acknowledging the power of the federal government in determining immigration policy. New Haven Mayor Justin Elicker, who <a href=\"http:\/\/v\" target=\"_blank\" aria-label=\"Link opens in new window (issued)\">issued<\/a> the general order preventing city officials from collaborating with ICE in 2020, says the city is now engaged in scenario planning, including locking in federal grant money in contracts so that it can\u2019t be clawed back. Elicker urges against labelling New Haven a \u201csanctuary city,\u201d however, as he believes that the distinction could paint a target on the city after the Trump Administration takes office\u2014he instead uses the term \u201cwelcoming city.\u201d<\/p>\n<p>Kica Matos, president of the Washington, D.C.-based <a href=\"https:\/\/www.nilc.org\/\" target=\"_blank\" aria-label=\"Link opens in new window (National Immigration Law Center)\">National Immigration Law Center<\/a> (NILC), says her organization has been engaged in scenario planning around a second Trump presidency for the past eleven months. \u201cWe\u2019re going to be using the law, particularly litigation and advocacy, to fight off the extreme anti-immigrant agenda of the Administration and challenge the Constitutionality of some of the [Trump] Administration\u2019s plans,\u201d says Matos, who helped formulate New Haven\u2019s 2007 general order banning police from collaborating with ICE while serving as a top city official, and still lives in the Fair Haven section of New Haven, which is home to a majority of the city\u2019s immigrants. \u201cWe have also begun to engage in collaboration with other organizations that focus either on mass mobilization or advocacy to make sure we are coordinating our efforts.\u201d<\/p>\n<p>Since Trump\u2019s election, the Fair Haven Immigrant Support Coalition has brought together a wide range of partners\u2014including immigrant groups such as ULA, <a href=\"https:\/\/www.ct4adream.org\/\" target=\"_blank\" aria-label=\"Link opens in new window (CT Students for a Dream)\">CT Students for a Dream<\/a>, and the Semilla Collective; nonprofit organizations such as Integrated Refugee and Immigrant Services; activist groups such as <a href=\"https:\/\/indivisible.org\/\" target=\"_blank\" aria-label=\"Link opens in new window (Indivisible)\">Indivisible<\/a>; New Haven\u2019s public schools, police department, and libraries; legal aid groups; and churches\u2014to make plans to counter Trump\u2019s threats. \u201cWe want to build leadership in our community,\u201d says Fatima Rojas, one of the coalition\u2019s volunteers. \u201cWe\u2019ve been talking a lot about defeating fear with our strength, with our experiences and knowledge, with our leadership.\u201d<\/p>\n<p>\u201cI know the mayor promised he would help our community, but I think the first line of defense for our community is <em>our community<\/em>,\u201d said John Lugo, a naturalized U.S. citizen from Colombia and co-founder of ULA, after a <a href=\"https:\/\/www.newhavenindependent.org\/article\/ula_protest_3\" target=\"_blank\" aria-label=\"Link opens in new window (recent rally)\">recent rally<\/a>\u00a0in front of City Hall. \u201cWe need to understand that if they decide to mobilize ICE agents, we\u2019re the ones who need to know who [ICE agents] are and how we\u2019re going to tell the other people where they are and how we\u2019re going to react when they come to our communities.\u201d<\/p>\n<p>Shoreline Indivisible, an Indivisible chapter based in the eastern suburbs of New Haven, recently hosted an information event with 100 attendees, and has raised several thousand dollars for ULA since the November election. One of Shoreline Indivisible\u2019s leaders, Charla Nich, said they are considering returning to strategies used to combat ICE actions during the first Trump Administration. \u201cWe would get a phone call or a text saying, \u2018Hey, word is that ICE is at, say, [a business] on Route 80 in East Haven.\u2019 And then whoever was available would just show up,\u201d says Nich. \u201cWe\u2019d just stand back, we would watch, we wouldn\u2019t interfere, we would record, and make that available. We might also call the media.\u201d\u00a0<\/p>\n<p>Matos says that unlike in 2016, when many people were shocked by the election outcome and unprepared for the first Trump Administration\u2019s agenda, \u201cThis time around, all over the country, there were really serious efforts to engage in scenario planning so people are more prepared than they ever were. There is also the benefit of having the experience of the first Trump Administration, so people are bringing that wisdom and that level of analysis to be able to guide and help us prepare for this go-round.
