{"id":246952,"date":"2025-05-19T08:21:33","date_gmt":"2025-05-19T08:21:33","guid":{"rendered":"https:\/\/peraltafinancing.com\/business\/finance\/trumps-drug-price-order-hits-pbms-hardest-cvs-cigna-unh-in-focus-as-experts-highlight-racket-pricing-distortion-cvs-health-nysecvs-cigna-group-nyseci\/"},"modified":"2025-05-19T08:21:33","modified_gmt":"2025-05-19T08:21:33","slug":"trumps-drug-price-order-hits-pbms-hardest-cvs-cigna-unh-in-focus-as-experts-highlight-racket-pricing-distortion-cvs-health-nysecvs-cigna-group-nyseci","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=246952","title":{"rendered":"Trump&#8217;s Drug Price Order Hits PBMs Hardest: CVS, Cigna, UNH In Focus As Experts Highlight &#8216;Racket,&#8217; Pricing Distortion &#8211; CVS Health (NYSE:CVS), Cigna Group (NYSE:CI)"},"content":{"rendered":"<p> <br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/cdn.benzinga.com\/files\/images\/story\/2025\/05\/19\/Donald-Trump-Shutterstock.jpeg?optimize=medium&amp;dpr=1&amp;auto=webp&amp;height=675&amp;width=1200&amp;fit=crop\" \/><\/p>\n<div><!--$--><\/p>\n<p class=\"block core-block\">After <strong>Donald Trump<\/strong> signed an <a href=\"https:\/\/www.benzinga.com\/general\/health-care\/25\/05\/45384935\/trump-again-promises-lower-drug-prices-by-cutting-out-middlemen-like-unitedhealth-cvs-will-it-work-this-time\" target=\"_blank\">executive order<\/a> slashing drug prices last week, experts have highlighted how pharmacy benefit managers (PBMs) could be hit the hardest despite pharmaceutical companies facing the potential of compressed margins amid poor pricing power.<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\"><strong>What Happened:<\/strong> According to <strong>Thomas Shipp,<\/strong> the head of equity research at LPL Financial, the pressure that the <a href=\"https:\/\/www.benzinga.com\/news\/25\/05\/45389750\/trump-claims-drug-price-crackdown-could-slash-your-prescription-costs-by-59-but-will-big-pharma-fight-it-again\" target=\"_blank\">pharmaceutical manufacturers<\/a> are facing to lower prices domestically, \u201chas the potential to compress margins by eroding pricing power and would provide a significant headwind to drug manufacturer share prices.\u201d<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">However, he explains that the \u201cmiddlemen\u201d or PBMs that facilitate drug distribution and negotiate with pharmaceutical drug manufacturers to lower prescription costs have come under scrutiny for opaque pricing practices, like retaining rebates from drug manufacturers and &#8220;spread pricing.&#8221;<\/p>\n<p><!--\/$--><!--$--><!--$--><!--\/$--><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">\u201cPBMs pay pharmacies less than what they charge health plan participants for drugs,\u201d he said.<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">Another April 15 <a href=\"https:\/\/www.benzinga.com\/markets\/25\/04\/44866755\/mark-cuban-says-this-trump-healthcare-order-could-save-hundreds-of-billions\" target=\"_blank\">executive order<\/a> signed by Trump called for increased transparency into PBM fees and requested that the role of these middlemen be reevaluated.<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">CVS Caremark, owned by <strong>CVS Health Corp.<\/strong> <span class=\"ticker\" data-ticker=\"CVS\" data-exchange=\"NYSE\" style=\"display:inline-block\">CVS<\/span>, Express Scripts, owned by <strong>Cigna Group<\/strong> <span class=\"ticker\" data-ticker=\"CI\" data-exchange=\"NYSE\" style=\"display:inline-block\">CI<\/span>, and OptumRx, owned by <strong>UnitedHealth Group Inc.<\/strong> <span class=\"ticker\" data-ticker=\"UNH\" data-exchange=\"NYSE\" style=\"display:inline-block\">UNH<\/span>, are the biggest PBM companies.<\/p>\n<p><!--\/$--><!--$--><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">Shipp also underscored that PBM savings are expected, but direct price controls pose a longer-term risk for U.S.-heavy drugmakers. Transparency will reveal if PBM margin erosion can prevent deeper manufacturer cuts, he highlights.<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">\u201cWhile many questions remain about how these executive orders will be implemented, after the initial news flow is digested, the net effect appears less detrimental to pharmaceutical drug manufacturers than to PBMs,\u201d said Shipp.<\/p>\n<p><!--\/$--><!--$--><\/p>\n<p class=\"block core-block\">\u201cThat said, reworking the way Americans buy their medicine is going to take a long time. Not prices. In fact, the big PBMs control more than 95pct of the rebate negotiations. Big brand Pharma companies can\u2019t negotiate with anyone else.
