{"id":240875,"date":"2025-05-14T05:44:24","date_gmt":"2025-05-14T05:44:24","guid":{"rendered":"https:\/\/peraltafinancing.com\/business\/finance\/us-warns-against-using-huawei-chips-anywhere-in-the-world\/"},"modified":"2025-05-14T05:44:24","modified_gmt":"2025-05-14T05:44:24","slug":"us-warns-against-using-huawei-chips-anywhere-in-the-world","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=240875","title":{"rendered":"US warns against using Huawei chips \u2018anywhere in the world\u2019"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>Unlock the Editor\u2019s Digest for free<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\"><span>Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.<\/span><\/p>\n<p><iframe class=\"article__content-sign-up-iframe close\" scrolling=\"no\" id=\"signUpIframe\" data-prev-url=\"\/register\/in-article-sign-up?ft-content-uuid=2033b5b3-974d-4d40-8498-1c46d3a8db79\"><\/iframe><\/div>\n<div id=\"article-body\">\n<p>President Donald Trump\u2019s administration has taken a tougher stance on Chinese technology advances, warning companies around the world that using artificial intelligence chips made by Huawei could trigger criminal penalties for violating US export controls.<\/p>\n<p>The commerce department issued guidance to clarify that Huawei\u2019s <a href=\"https:\/\/www.ft.com\/content\/f46b7f6d-62ed-4b64-8ad7-2417e5ab34f6\" data-trackable=\"link\">Ascend processors<\/a> were subject to export controls because they almost certainly contained, or were made with, US technology.<\/p>\n<p>Its Bureau of Industry and Security, which oversees export controls, said on Tuesday it was announcing strengthened rules for foreign AI chips, including \u201cissuing guidance that using Huawei Ascend chips anywhere in the world violates US export controls\u201d. \u00a0<\/p>\n<p>People familiar with the matter stressed that the bureau had not issued a new rule, but was making it clear to companies that Huawei chips are likely to have violated a measure that requires hard-to-get licences to export US technology to the Chinese company.<\/p>\n<p>\u201cThe guidance is not a new control, but rather a public confirmation of an interpretation that even the mere use anywhere by anyone of a Huawei-designed advanced computing [integrated circuit] would violate export control rules,\u201d said Kevin Wolf, a veteran export control lawyer at Akin Gump.\u00a0<\/p>\n<p>The bureau said three Huawei Ascend chips \u2014 the 910B, 910C and 910D \u2014 were subject to the regulations, noting that such chips are likely to have been \u201cdesigned with certain US software or technology or produced with semiconductor manufacturing equipment that is the direct produce of certain US-origin software or technology, or both\u201d.<\/p>\n<p>The guidance comes as the US has becoming increasingly concerned at the speed at which Huawei has developed advanced chips and other AI hardware. <\/p>\n<p>Huawei has begun delivering <a href=\"https:\/\/www.ft.com\/content\/cac568a2-5fd1-455c-b985-f3a8ce31c097\" data-trackable=\"link\">AI chip \u201cclusters\u201d<\/a> to clients in China that it claims outperform the leading US AI chipmaker Nvidia\u2019s comparable product, on key metrics such as total compute and memory. Huawei is boosting production capacity by building its own advanced semiconductor production lines, as Chinese companies cut off from Nvidia\u2019s products are increasing orders. <\/p>\n<p>There is growing US concern that China\u2019s national champion will soon be selling AI processors in both China and foreign markets that can <a href=\"https:\/\/www.ft.com\/content\/f18217d6-3796-4205-bbc5-309b8a526208\" data-trackable=\"link\">compete with Nvidia<\/a> and other US companies\u2019 products. <\/p>\n<p>Nvidia chief Jensen Huang said last month Huawei was \u201cone of the most formidable technology companies in the world\u201d and US policies should help his company compete on the global stage.<\/p>\n<p>Nvidia declined to comment on the bureau\u2019s new rules. Huawei did not immediately respond to a request for comment.<\/p>\n<p>The commerce department also <a href=\"https:\/\/www.ft.com\/content\/bb8846e0-4506-433f-86a3-4877ad63fc32\" data-trackable=\"link\">rescinded the AI Diffusion Rule<\/a> on Tuesday, a measure the previous Biden administration had planned would take effect on May 15. <\/p>\n<p>It was designed to limit exports of AI chips to other countries and make it harder for China to circumvent existing US export controls. But the department said the rule was too bureaucratic \u2014 a view former Biden officials reject \u2014 and it would issue a replacement in the future.<\/p>\n<p>The announcement came on the day Trump visited Saudi Arabia, where he unveiled<a href=\"https:\/\/www.ft.com\/content\/5302d5d2-d375-4327-905c-7b1ad5173105\" data-trackable=\"link\"> a raft of deals,<\/a> including a commitment by the kingdom\u2019s <a href=\"https:\/\/www.ft.com\/content\/2082b1e5-e571-42a5-96b6-e7d5c2977afa\" data-trackable=\"link\">new state-owned AI<\/a> company, Humain, to build AI infrastructure using hundreds of thousands of Nvidia chips.<\/p>\n<p>A source familiar with the situation said the scale of the proposed Gulf deals shocked many senior Trump administration officials.
