Eight committee meetings were held during the week. <\/span><span class=\"s1\">The Legislature will next convene for the 30th<\/span><span class=\"s2\"><sup>\u00a0<\/sup><\/span><span class=\"s1\">and final day on Wednesday, May 14 with the House and the Senate convening at 1 p.m.\u00a0<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">968 bills have been introduced.\u00a0<\/span><\/p>\n<h2 class=\"p5\"><span class=\"s1\">NOTABLE BILLS ENACTED\u00a0<\/span><\/h2>\n<p class=\"p6\"><span class=\"s1\">SB79, Sen. Weaver: To define man, woman, boy, girl, father, mother, male, female and sex for purposes of state law, to provide <\/span><span class=\"s1\">policy of the differences between sexes, to provide that\u00a0<\/span><span class=\"s1\">state and local public entities may establish separate\u00a0<\/span><span class=\"s1\">single-sex spaces or environments in certain\u00a0<\/span><span class=\"s1\">circumstances, and to require the state or political\u00a0<\/span><span class=\"s1\">subdivisions that collect vital statistics related to sex as\u00a0<\/span><span class=\"s1\">male or female for certain purposes to identify each\u00a0<\/span><span class=\"s1\">individual as either male or female at birth.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB70, Sen. Jones: To create the Alabama Veterans Resource Center, provide for a board of directors to manage the center <\/span><span class=\"s1\">as a comprehensive, coordinated system of support for\u00a0<\/span><span class=\"s1\">veterans and their families.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB36, Sen. Kitchens: To provide further for who is subject to state competitive bid laws, to provide further for electronic <\/span><span class=\"s1\">bid submissions, to provide further for the procedures\u00a0<\/span><span class=\"s1\">for protesting certain competitive bid contracts, and to\u00a0<\/span><span class=\"s1\">revise requirements for disclosure statement forms.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB67, Sen. Jones: To authorize the Governor to appoint the Commissioner of the Department of Veterans Affairs to <\/span><span class=\"s1\">serve at the pleasure of the Governor, and to revise\u00a0<\/span><span class=\"s1\">membership and powers of the board.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB4, Sen. Elliott: To authorize certain public entities to contract with a nonpublic K-12 school to provide school resource <\/span><span class=\"s1\">officers in certain circumstances, and to require public\u00a0<\/span><span class=\"s1\">entities to charge the nonpublic school for the full cost\u00a0<\/span><span class=\"s1\">of employing any school resource officer.\u00a0<\/span><\/p>\n<div class=\"code-block code-block-6\" style=\"margin: 8px auto; text-align: center; display: block; clear: both;\">\n<div class=\"zox-post-ad-wrap\"><span class=\"zox-ad-label\">Advertisement. Barfoot: To prohibit persons from possessing a part or combination of parts designed or intended to convert <\/span><span class=\"s1\">a pistol into a machine gun.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB115, Sen. Chambliss: To include additional activity that would constitute the crime of impersonating a peace officer.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB54, Sen. Roberts: To further provide for the term \u201ccritical infrastructure facility\u201d to include communications service infrastructure\u00a0<\/span><span class=\"s1\">and facilities, and further provide for the crimes of\u00a0<\/span><span class=\"s1\">unauthorized entry of a critical infrastructure facility and\u00a0<\/span><span class=\"s1\">criminal tampering in the first and second degrees.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB78, Sen. Weaver: To prohibit the possession, use, or sale of butyl nitrite or any mixtures containing butyl nitrite, commonly <\/span><span class=\"s1\">known as \u201cwhippets,\u201d except under certain\u00a0<\/span><span class=\"s1\">circumstances, and to prohibit the possession, use, or\u00a0<\/span><span class=\"s1\">sale of nitrous oxide, commonly known as \u201claughing\u00a0<\/span><span class=\"s1\">gas,\u201d and amyl nitrite, commonly known as \u201cpoppers\u201d <\/span><span class=\"s1\">or \u201csnappers,\u201d except under certain circumstances.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">HB93, Rep. Brown: To exempt all property used by the Alabama State Port Authority from the state personal property inventory and <\/span><span class=\"s1\">audit requirements.<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">HB159, Rep. Lovvorn: To rename the Alabama Space Science Exhibit Commission as the U. S. Space and Rocket Center <\/span><span class=\"s1\">Commission, to provide that the Governor serve as an\u00a0<\/span><span class=\"s1\">ex officio nonvoting member of the commission, to\u00a0<\/span><span class=\"s1\">authorize interested public and private partners to\u00a0<\/span><span class=\"s1\">provide facilities for U. S. Drummond: To provide that a Class 2 municipality (Mobile) may declare certain abandoned or discarded debris a <\/span><span class=\"s1\">nuisance and require its abatement or removal at the\u00a0<\/span><span class=\"s1\">expense of the owner of the property.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB40, Sen. Kelley: To provide for the recognition of firearm hold agreements between a federal firearm licensee or a <\/span><span class=\"s1\">municipal or county law enforcement officer and in\u00a0<\/span><span class=\"s1\">individual firearm owner where the licensee or law\u00a0<\/span><span class=\"s1\">enforcement officer agrees to hold a lawfully possessed\u00a0<\/span><span class=\"s1\">firearm for a specified period of time.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB60, Sen. Beasley: To further provide for the regulation of pharmacy benefits managers by the Commissioner of Insurance, <\/span><span class=\"s1\">to provide a civil action to person injured by pharmacy\u00a0<\/span><span class=\"s1\">benefit managers, to provide a minimum\u00a0<\/span><span class=\"s1\">reimbursement amount for independent pharmacies,\u00a0<\/span><span class=\"s1\">and to regulate rebates from drug manufacturers to\u00a0<\/span><span class=\"s1\">pharmacy benefits managers.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB91, Sen. Kelley: To require a person seeking to construct a tall structure within a minimum distance of a military installation to <\/span><span class=\"s1\">receive approval from the local government before\u00a0<\/span><span class=\"s1\">construction may begin, and authorize a local\u00a0<\/span><span class=\"s1\">government to seek enjoinment of the construction of\u00a0<\/span><span class=\"s1\">a tall structure if prior approval was not granted.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB83, Sen. Orr: To require public entities to install and maintain powered, height-adjustable, adult-size changing tables <\/span><span class=\"s1\">accessible to both males and females in newly\u00a0<\/span><span class=\"s1\">constructed or renovated public buildings, to provide\u00a0<\/span><span class=\"s1\">for grant award payments to public entities with\u00a0<\/span><span class=\"s1\">preexisting public restrooms subject to appropriation,\u00a0<\/span><span class=\"s1\">and to encourage the installation and maintenance of\u00a0<\/span><span class=\"s1\">adult-size changing tables in private sector facilities\u00a0<\/span><span class=\"s1\">across the state.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB224, Sen. Jones: To rename \u201cdrug courts\u201d to \u201caccountability courts\u201d and to expand the scope of whom accountability courts <\/span><span class=\"s1\">would serve to include offenders with mental illness and\u00a0<\/span><span class=\"s1\">offenders who are veterans.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB221, Sen. Williams: To further provide for the compensation of the Mobile County Judge of Probate.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB46, Sen. Sessions: To authorize the governing body of a Class 2 municipality (Mobile) to establish a delegation <\/span><span class=\"s1\">agreement with the Alabama Department of\u00a0<\/span><span class=\"s1\">Environmental Management to enforce the Alabama\u00a0<\/span><span class=\"s1\">Scrap Tire Environmental Quality Act.\u00a0<\/span><\/p>\n<div class=\"code-block code-block-6\" style=\"margin: 8px auto; text-align: center; display: block; clear: both;\">\n<div class=\"zox-post-ad-wrap\"><span class=\"zox-ad-label\">Advertisement. Colvin: To exempt the gross receipts from the sale of certain aircraft and aircraft parts from state sales and use tax, <\/span><span class=\"s1\">to provide conditions regarding the application of\u00a0<\/span><span class=\"s1\">rental or lease taxes to the rental or lease transactions\u00a0<\/span><span class=\"s1\">of commercial aircraft, to authorize county or municipal\u00a0<\/span><span class=\"s1\">governing bodies to adopt a local sales and use tax\u00a0<\/span><span class=\"s1\">exemption by resolution or ordinance, and to provide\u00a0<\/span><span class=\"s1\">for effective dates from September 1, 2025 to August\u00a0<\/span><span class=\"s1\">31, 2030.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB305, Sen. Williams: To add certain trucks to those that are excepted from certain weight limits, to further provide for an operator <\/span><span class=\"s1\">of a vehicle to verify the accuracy of portable scales,\u00a0<\/span><span class=\"s1\">and to remove the authority of certain individuals to\u00a0<\/span><span class=\"s1\">require vehicle operators to drive to stationary weigh\u00a0<\/span><span class=\"s1\">scales to enforce those weight limits.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s1\">SB119, Sen.
