Pros and Cons Considering Early Submissions in the Third Round of NDCs"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"946\" height=\"631\" src=\"https:\/\/cilj.co.uk\/wp-content\/uploads\/2025\/05\/image.png\" alt=\"\" class=\"wp-image-5674\" srcset=\"https:\/\/cilj.co.uk\/wp-content\/uploads\/2025\/05\/image.png 946w, https:\/\/cilj.co.uk\/wp-content\/uploads\/2025\/05\/image-300x200.png 300w, https:\/\/cilj.co.uk\/wp-content\/uploads\/2025\/05\/image-768x512.png 768w\" sizes=\"(max-width: 946px) 100vw, 946px\"\/><\/figure>\n<p>\u00a9 Image by <a href=\"https:\/\/unsplash.com\/de\/fotos\/rauchschwaden-aus-den-kuhlturmen-eines-kraftwerks-MG_0AXIrphs\">Billy Joachim<\/a> from UnSplash<\/p>\n<p><strong>Introduction <\/strong><\/p>\n<p><a href=\"https:\/\/www.un.org\/en\/climatechange\/all-about-ndcs\">\u201cThis round of NDCs [Nationally Determined Contributions] is a make or break for [\u2026] safeguarding the future for people and our planet.\u201d<\/a> As stated by the United Nations, this year marks a crucial point in global climate action as countries prepare to submit their <a href=\"https:\/\/unfccc.int\/ndc-3.0\">third NDCs<\/a> for ambitions until 2035. <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\">NDCs<\/a> are documents submitted by all parties to the <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">Paris Agreement<\/a>, which reflect countries\u2019 national efforts to reduce GHG emissions and adapt to climate impacts.<\/p>\n<p>The Paris Agreement sets the goal of keeping the global average temperature <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">\u201cwell below 2\u00b0C\u201d<\/a> while striving to limit it to 1.5\u00b0C <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">(Article 2)<\/a>. This is to be achieved through countries\u2019 NDCs, which must represent a <a href=\"https:\/\/www.ejiltalk.org\/progression-as-a-legal-obligation-what-to-take-from-the-climate-change-proceedings-before-the-international-court-of-justice\/\">progression<\/a> and reflect their \u201chighest possible ambition\u201d (<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">Article 4(3)<\/a>).<\/p>\n<p>To meet these targets, Carbon Dioxide Removal (CDR) may play a supporting role. As the Intergovernmental Panel on Climate Change (IPCC) <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/downloads\/outreach\/IPCC_AR6_WGIII_Factsheet_CDR.pdf\">explains<\/a>, CDRs are \u201ctechnologies, practices, and approaches that remove and durably store carbon dioxide (CO2) from the atmosphere.\u201d While CDR cannot replace ambitious emission reductions, it is part of <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">every scenario<\/a> of assessments of the IPCC for <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/downloads\/outreach\/IPCC_AR6_WGIII_Factsheet_CDR.pdf\">limiting temperature rise<\/a> to 2\u00b0C or lower by 2100. CDR can be employed on land (e.g., <a href=\"https:\/\/cdrterra.de\/en\/news\/large-scale-afforestation-and-reforestation-can-brake-climate-change\/\">afforestation<\/a>, <a href=\"https:\/\/www.nature.com\/articles\/s41586-020-2448-9\">enhanced rock weathering<\/a>) or in the ocean (e.g., <a href=\"https:\/\/oceanservice.noaa.gov\/facts\/bluecarbon.html\">Blue Carbon Management<\/a>, <a href=\"https:\/\/www.whoi.edu\/know-your-ocean\/ocean-topics\/climate-weather\/ocean-based-climate-solutions\/ocean-alkalinity\/\">ocean alkalinity enhancement<\/a>, <a href=\"https:\/\/www-sciencedirect-com.utrechtuniversity.idm.oclc.org\/topics\/earth-and-planetary-sciences\/ocean-fertilisation\">ocean fertilization<\/a>).<\/p>\n<p><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">Article 4(1)<\/a> of the Paris Agreement aims \u201cto achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases.\u201d There is <a href=\"https:\/\/doi.org\/10.3389\/fclim.2021.684209\">general agreement<\/a> among <a href=\"https:\/\/onlinelibrary-wiley-com.utrechtuniversity.idm.oclc.org\/doi\/full\/10.1111\/reel.12401\">scholars<\/a> that this definition \u2013 particularly when compared to other treaty translations \u2013 encompasses CDR. Yet, how exactly this inclusion is to be interpreted and implemented is <a href=\"https:\/\/www-science-org.utrechtuniversity.idm.oclc.org\/doi\/10.1126\/science.adi9332\">unclear<\/a>.<\/p>\n<p>Here an issue arises: if mitigation encompasses CDR and if the Paris Agreement requires progressively ambitious NDCs, will countries now increasingly rely on CDR to demonstrate progress? Drawing on the first 2025 NDC submissions and other recent developments, this blog post explores answers to a key question:\u00a0<strong><em>Should<\/em> countries be allowed to include CDR in their NDCs under the Paris Agreement?<\/strong>\u00a0While some actors and scholars view CDR as essential for offsetting <a href=\"https:\/\/unfccc.int\/ttclear\/misc_\/StaticFiles\/gnwoerk_static\/TEC_documents\/bb257f9ab28c416cbf76e6a75ba82875\/e3dbe77ca6594d9c942eaac82320e693.pdf\">hard-to-abate emissions<\/a> and achieving <a href=\"https:\/\/netzeroclimate.org\/what-is-net-zero-2\/\">net-zero<\/a> targets, <a href=\"https:\/\/core-cms.cambridgecore.org\/core\/books\/abs\/debating-climate-law\/it-would-be-irresponsible-unethical-and-unlawful-to-rely-on-nets-at-large-scale-instead-of-mitigation\/FFB162AFD91A56DA09ACF4CD72BE27D1\">others warn<\/a> it could delay urgent emissions reductions. The state practice on this is thin, as explored in the following.<\/p>\n<p><strong>Status Quo: Third Round of NDCs<\/strong><\/p>\n<p><a href=\"https:\/\/www.frontiersin.org\/journals\/climate\/articles\/10.3389\/fclim.2021.684209\/full\">CDR was not explicitly mentioned<\/a> in the first two NDC rounds. However, this time around, it is starting to show up. So far (as at end of April 2025), <a href=\"https:\/\/unfccc.int\/ndc-3.0\">20 states<\/a> have submitted their 2025 NDCs, as per the list below (in order of submissions made, starting from the most recent). <\/p>\n<figure class=\"wp-block-table\">\n<table class=\"has-fixed-layout\">\n<tbody>\n<tr>\n<td><strong>Countries\u2019 Submissions for the Third Round of NDCs (2025-2035), with those referencing CDR in <em>italics<\/em><\/strong><strong\/><\/td>\n<\/tr>\n<tr>\n<td>1. Brazil<br \/>20. <em>United Arab Emirates (UAE)<\/em><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/figure>\n<p>Let\u2019s take a closer look. <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Canada's%202035%20Nationally%20Determined%20Contribution_ENc.pdf\">Canada<\/a> outlines that it wants to explore CDR options to reach their net-zero targets. However, it also acknowledges the risk of CDR to undermine other emission reductions and has, therefore, set in place a <a href=\"https:\/\/natural-resources.canada.ca\/energy-sources\/carbon-management\/canada-s-carbon-management-strategy\">Carbon Management Strategy<\/a>. <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Japans%202035-2040%20NDC.pdf\">Japan<\/a> plans to achieve GHG reduction partly through decarbonization technologies. <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Zimbabwe%20NDC3.0%20Country%20Statement_2025_35.pdf\">Zimbabwe<\/a> states that forest restoration will be key to their GHG removal. <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Republic%20of%20the%20Marshall%20Islands%20NDC%203.0.pdf\">The Marshall Islands<\/a> plan to \u201caccelerate zero- and low-emission technologies\u201d while particularly mentioning removal technologies like <a href=\"https:\/\/www.nationalgrid.com\/stories\/energy-explained\/what-is-ccs-how-does-it-work\">Carbon Capture and Storage (CCS).<\/a> The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-01\/UK%27s%202035%20NDC%20ICTU.pdf\">UK<\/a> declares to include \u201cengineered\u201d GHG removals in the future. The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2024-12\/United%20States%202035%20NDC.pdf\">US<\/a> announced it would \u201ctake advantage of carbon capture technologies.\u201d The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2024-11\/UAE-NDC3.0.pdf\">UAE<\/a> dedicates a large part of their NDCs to negative emissions, outlining plans to use both nature-based solutions, including mangrove afforestation or protecting and restoring seagrass meadows, as well as engineering-based methods for CO<sub>2<\/sub> removal. The latter includes plans for microalgae cultivation, CCS, geological storage, and <a href=\"https:\/\/climeworks.com\/direct-air-capture\">direct air capture<\/a> for <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2024-11\/UAE-NDC3.0.pdf\">CO\u2082 injection into saline aquifers<\/a> for permanent storage.<\/p>\n<p>By contrast, <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/001_eng_NDC_Montenegro.pdf\">Montenegro<\/a>, <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-03\/Provisional%20NDC%20Submission_Zambia_Revised%20and%20Updated_NDC_100325.pdf\">Zambia<\/a>, and <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Maldives%E2%80%99%20Third%20Nationally%20Determined%20Contribution.pdf\">the Maldives<\/a> do not spend a single word on CDR-related methods. They simply state that emissions and removals will be estimated using the <a href=\"https:\/\/www.ipcc.ch\/report\/2006-ipcc-guidelines-for-national-greenhouse-gas-inventories\/\">2006 IPCC Guidelines<\/a> without specifying the types of removals included.\u00a0Only <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Saint%20Lucias%20Third%20Nationally%20Determined%20Contribution.pdf\">St Lucia<\/a> refers to carbon removals from forests and the US from <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2024-12\/United%20States%202035%20NDC.pdf\">soil carbon<\/a>, without mentioning actual CDR measures.<\/p>\n<p>Among the third-round NDCs that have been analyzed, <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-02\/Canada's%202035%20Nationally%20Determined%20Contribution_ENc.pdf\">Canada<\/a> and the <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2024-11\/UAE-NDC3.0.pdf\">UAE<\/a> \u2013 both <a href=\"https:\/\/edgar.jrc.ec.europa.eu\/report_2023\">high-emitting countries<\/a> \u2013 devote by far the most attention to CDR. Notably, Canada is the only country to explicitly use the term \u201cCDR\u201d and acknowledge its risks, while others rely on vague wording. As these are the first 2025 submissions, other countries may follow their lead on (not) addressing CDR in future NDCs.<\/p>\n<p>To conclude, the Paris Agreement\u2019s implicit reference to CDR offers no guidance on how, or which, CDR technologies should be deployed, instead it raises unresolved question about legal and practical implications. However, evolving state practice may prove decisive in shaping how CDR is incorporated into future NDCs under the Paris Agreement.<\/p>\n<p><strong>Arguments in Favor of Allowing Negative Emissions in NDCs<\/strong><\/p>\n<p>In light of states already including CDR in their NDCs, there are several policy arguments in favor of it.<\/p>\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.diva-portal.org\/smash\/get\/diva2:1825937\/FULLTEXT01.pdf\">Allowing CDR in NDCs can assist in reaching compliance<\/a> with the <a href=\"https:\/\/doi.org\/10.1016\/j.spc.2024.01.004\">Paris Agreement\u2019s temperature goal<\/a>.<\/li>\n<li>It can help countries to compensate for hard-to-abate sectors (like <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">industries, shipping, aviation, or agriculture<\/a>) and reach net-zero targets <a href=\"https:\/\/zerotracker.net\/\">many countries have set<\/a> in a more flexible manner. An inclusion also aligns with the <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">2023 IPCC Synthesis report<\/a>, which states that deployment of CDR is <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">\u201cunavoidable\u201d<\/a> to counterbalance <a href=\"https:\/\/www.weforum.org\/stories\/2023\/11\/carbon-dioxide-removals-tackling-hard-to-abate-emissions\/\">hard-to-abate emissions<\/a> in order to reach net-zero emissions.<\/li>\n<li>It can drive investments and innovation in CDR technologies, which can <a href=\"https:\/\/www.weforum.org\/stories\/2024\/07\/why-carbon-dioxide-removal-needs-more-government-support\/\">help to scale up technologies<\/a> that need financial support. In the long-term, this can make CDR technologies accessible to all countries.<\/li>\n<li>Low-cost CDR measures like <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">reforestation, soil carbon projects, or coastal blue carbon management<\/a> can benefit developing countries economically.\u00a0 They offer a way to meet NDC commitments while supporting economic growth, enhancing <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/syr\/downloads\/report\/IPCC_AR6_SYR_LongerReport.pdf\">biodiversity and ecosystem functions, and improving local livelihoods.<\/a><\/li>\n<\/ul>\n<p><strong>Arguments Against Allowing Negative Emissions in NDCs<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li>A <a href=\"https:\/\/journals-sagepub-com.utrechtuniversity.idm.oclc.org\/doi\/full\/10.1177\/14614529211069839?casa_token=-eIAdenpfCkAAAAA%3AhrYAyaqg9xsUqEKhP_5iUDd0YSeWKJd7ygVFelhLiiDMxiTbJfQIm4byCJcI88IJJX6TeBCEZWTb\">moral hazard<\/a> exists. Countries might\u00a0over-rely on future CDR promises instead of cutting emissions now, undermining their <a href=\"https:\/\/onlinelibrary-wiley-com.utrechtuniversity.idm.oclc.org\/doi\/full\/10.1111\/reel.12401\">highest possible ambition<\/a>. Since most countries have other mitigation options, prioritizing CDR too soon fails to reflect genuine effort.<\/li>\n<li>Uncertainties arise about how to <a href=\"https:\/\/pure.iiasa.ac.at\/id\/eprint\/19787\/1\/The-State-of-Carbon-Dioxide-Removal-2Edition.pdf\">monitor, report, and verify<\/a> long-term CO\u2082 storage, such as in forests or soils. It is hard to\u00a0quantify, and there is <a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/248171468332068587\/pdf\/765630WP00Addr00Box374386B00PUBLIC0.pdf\">a risk of reversal<\/a>, such as <a href=\"https:\/\/www-nature-com.utrechtuniversity.idm.oclc.org\/articles\/s41586-024-07878-z\">carbon release from wildfires<\/a> in <a href=\"https:\/\/www.carbonbrief.org\/mapped-where-afforestation-is-taking-place-around-the-world\/\">afforestation projects<\/a>.<\/li>\n<li>It could undermine the principle of <a href=\"https:\/\/climatenexus.org\/climate-change-news\/common-but-differentiated-responsibilities-and-respective-capabilities-cbdr-rc\/#:~:text=Common%20but%20Differentiated%20Responsibilities%20and%20Respective%20Capabilities%20(CBDR\u2013RC),countries%20in%20addressing%20climate%20change.\">Common but Differentiated Responsibilities (CBDR)<\/a>, which <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/english_paris_agreement.pdf\">requires industrialized nations to lead in mitigation (Article 2(2))<\/a>. High-cost CDR technologies may favor wealthier countries, leaving developing nations with stricter emissions cuts. However, under the CBDR principle, developed countries must support developing nations through <a href=\"https:\/\/onlinelibrary-wiley-com.utrechtuniversity.idm.oclc.org\/doi\/full\/10.1111\/reel.12401\">technology transfer, capacity building, and climate financing<\/a>. CDR could be a way for wealthier states to take responsibility for their <a href=\"https:\/\/ourworldindata.org\/contributed-most-global-co2\">historical emissions<\/a>.<\/li>\n<li>Legal and regulatory gaps still exist. Clear international standards on how CDR should be accounted for in NDCs are missing. There also is a risk of\u00a0<a href=\"https:\/\/www.umweltbundesamt.de\/sites\/default\/files\/medien\/11740\/publikationen\/6.funding_climate-friendly_soil_management_factsheet_double_counting.pdf\">double counting\u00a0in carbon markets<\/a>, which can occur if one country claims removal while another claims credit for funding it.<\/li>\n<\/ul>\n<p><strong>Recent Developments<\/strong><\/p>\n<p>Recent legal developments like the <a href=\"https:\/\/www.itlos.org\/fileadmin\/itlos\/documents\/cases\/31\/Advisory_Opinion\/C31_Adv_Op_21.05.2024_orig.pdf\">advisory opinion<\/a> at the <a href=\"https:\/\/www.itlos.org\/en\/\">International Tribunal for the Law of the Sea (ITLOS)<\/a> and a <a href=\"https:\/\/www.icj-cij.org\/case\/187\">pending opinion<\/a> at the <a href=\"https:\/\/www.icj-cij.org\/home\">International Court of Justice<\/a> (ICJ) grapple with making states\u2019 open-textured climate change obligations concrete. In its <a href=\"https:\/\/www.itlos.org\/fileadmin\/itlos\/documents\/cases\/31\/Advisory_Opinion\/C31_Adv_Op_21.05.2024_orig.pdf\">advisory opinion<\/a>, ITLOS acknowledged the dual potential of ocean-based CDR as both a protective and polluting force <a href=\"https:\/\/www.itlos.org\/fileadmin\/itlos\/documents\/cases\/31\/Advisory_Opinion\/C31_Adv_Op_21.05.2024_orig.pdf\">(para. 231)<\/a> but <a href=\"https:\/\/blogs.law.columbia.edu\/climatechange\/2024\/05\/24\/the-itlos-advisory-opinion-and-marine-geoengineering-more-questions-few-answers\/\">did not clarify its legal status<\/a>. However, <a href=\"https:\/\/www.icj-cij.org\/case\/187\">the ICJ<\/a> may address whether relying on CDR aligns with international law, especially if such reliance delays mitigation. <a href=\"https:\/\/www.icj-cij.org\/case\/187\/oral-proceedings\">Several states<\/a> have raised concerns about geoengineering (which includes CDR): <a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/187\/187-20240321-wri-06-00-en.pdf\">Vanuatu<\/a> argues it violates international obligations, <a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/187\/187-20240815-wri-05-00-en.pdf\">Mauritius<\/a> highlights environmental risks and urges precaution, and <a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/187\/187-20241220-oth-33-00-en.pdf\">Kiribati<\/a> warns of potential human rights impacts, asking if delayed mitigation caused by negative emissions could undermine\u00a0rights to life, health, and a stable climate \u2013 a point the ICJ may yet address. Overall, the inclusion of CDR in NDCs remains very ambiguous, and the international advisory proceedings have not added much guidance to the issue thus far.<\/p>\n<p><strong>Possible Solutions<\/strong><\/p>\n<p>Legal and policy standards are essential to prevent the misuse of CDR in NDCs. One possible solution could be to set fixed <a href=\"https:\/\/carbongap.org\/how-to-avoid-mitigation-deterrence\/\">state-specific limits<\/a>, capping CDR use at a certain percentage of a country\u2019s NDC, while also taking into account <a href=\"https:\/\/www-nature-com.utrechtuniversity.idm.oclc.org\/articles\/s41558-020-0802-4\">historical emissions and capabilities<\/a>. Those limits could even be time-bound, i.e. attributing a smaller extent to CDR inclusion now and a higher extent in the future. Another option could be to discount CDR contributions\u2014counting them at half their value. For instance, if Canada uses CDRs for 10% of its emission reductions, only 5% would count toward its NDC. No matter what specific percentage would be chosen, <a href=\"https:\/\/newclimate.org\/sites\/default\/files\/2020\/07\/Options-for-supporting-Carbon-Dioxide-Removal_July_2020.pdf?utm.com\">separating CDR from other emission reductions<\/a> could prevent overreliance on CDR. Quantitative limits could also reduce <a href=\"https:\/\/www.un.org\/en\/climatechange\/science\/climate-issues\/greenwashing\">greenwashing risks<\/a> and <a href=\"https:\/\/carbongap.org\/how-to-avoid-mitigation-deterrence\/\">incentivize genuine mitigation<\/a>. They could promote fairness by supporting technology transfer to developing countries, in line with the CBDR principle, as investments in CDR innovation would be continued. If applied, <a href=\"https:\/\/www.ejiltalk.org\/governing-reliance-on-carbon-dioxide-removal-the-role-of-climate-litigation\/\">transparency remains key<\/a>, demanding rigorous reporting for continued accountability.<\/p>\n<p>Not only the extent of CDR inclusion matters for effective climate change mitigation, but also the type of CDR technologies. It is important to distinguish between different technologies since CDR methods vary in, e.g., <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg3\/downloads\/outreach\/IPCC_AR6_WGIII_Factsheet_CDR.pdf\">storage permanence, cost, co-benefits, and risks<\/a>. I argue that only those with clear co-benefits and minimal trade-offs should be eligible for NDC inclusion. Importantly, those CDRs should not only favor the <a href=\"https:\/\/sdgs.un.org\/goals\/goal13\">Sustainable Development Goal (SDG) 13 \u201cClimate Action\u201d<\/a> but also support \u2013 or at least not undermine \u2013 <a href=\"https:\/\/sdgs.un.org\/goals\">other SDGs<\/a>. A regularly updated portfolio of \u201cNDC-eligible\u201d CDR options based on each technology\u2019s maturity and readiness could be established to guide states about which CDRs they could use.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>As reflected in the <a href=\"https:\/\/www.ipcc.ch\/reports\/\">IPCC assessments<\/a> and <a href=\"https:\/\/unfccc.int\/ndc-3.0\">early submissions in the third NDC round<\/a>, CDR is coming\u2013there seems to be no way around it. But if we put the right rules in place, it can complement\u2013rather than compromise\u2013ambitious emission reductions in NDCs in the future.\u00a0 The key is to keep it fair, transparent, and aligned with the goals we have already agreed on.<\/p>\n<p><strong><em><a href=\"http:\/\/www.linkedin.com\/in\/josefa-beyer-b9116826a\">Josefa Beyer<\/a> is an LL.M. candidate in Public International Law at Utrecht University, specializing in Environmental Law and the Law of the Sea.
