A groundbreaking conservation effort, stretching across 25 years, is now yielding visible results \u2014 cleaner water, flourishing wildlife, and the revival of a critical, unique ecosystem known as the p\u00e1ramo.<\/p>\n<p>Launched in 2000, a collaborative initiative between Quito\u2019s municipal water utility and an international environmental nonprofit set out to reverse decades of ecological degradation.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Today, their work is restoring vast areas of land once lost to overgrazing and neglect. As the landscape heals, both local residents and environmental experts alike are witnessing the extraordinary resurgence of life.<\/p>\n<h3><b>A Landscape Once on the Brink<\/b><\/h3>\n<p>The p\u00e1ramo is an extraordinary alpine ecosystem found exclusively in the high altitudes of the northern Andes. Sitting above 10,000 feet, it is a biodiversity hotspot characterized by a dense carpet of mosses, lichen, high-altitude palms, and a host of endemic grasses.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>More than just a habitat for rare flora and fauna, the p\u00e1ramo plays a crucial role in regional hydrology. It acts like a natural sponge, absorbing moisture from the air and soil, and slowly releasing it as clean water into rivers and streams that sustain both people and wildlife downstream.<\/p>\n<p>Yet by the late 20th century, much of this delicate ecosystem was in peril. Years of overgrazing, deforestation, and expanding agriculture had left large tracts barren, threatening water supplies for cities like Quito and diminishing native wildlife populations.<\/p>\n<p><em><strong>\u201cBefore the water fund, the p\u00e1ramo in Antisana was very degraded. The only thing you would see was sheep,\u201d<\/strong><\/em> recalled Silvia Benitez, <a href=\"https:\/\/www.nature.org\/en-us\/\">The Nature Conservancy<\/a>\u2019s Director of Freshwater for Latin America, in a <a href=\"https:\/\/www.nature.org\/en-us\/what-we-do\/our-insights\/perspectives\/watershed-conservation-restoring-biodiversity\/\">statement<\/a>. <strong><em>\u201cThe change has been amazing. Vegetation is back. The wetlands are restored.\u201d<\/em><\/strong><\/p>\n<p>She added, <em><strong>\u201cNow people see groups of deer. They see puma. I saw a fox. I had never before seen a fox in this area.\u201d<\/strong><\/em><\/p>\n<h3><b>Building a Water Fund for the Future<\/b><\/h3>\n<p>Recognizing the urgent need to protect this natural water source, the Nature Conservancy joined forces with Quito\u2019s water utility, <a href=\"https:\/\/wateractionhub.org\/organizations\/587\/d\/epmaps-agua-de-quito\/\">EPMAPS<\/a>. Together, they launched a pioneering financial mechanism to fund conservation work \u2014 the <a href=\"https:\/\/sdgs.un.org\/partnerships\/fund-protection-water-fonag\">Fund for the Protection of Water<\/a>, better known as FONAG.<\/p>\n<p>With just $21,000 in seed money, the initiative began charging downstream water users to support protective measures in the p\u00e1ramo regions supplying their water. This innovative model has since grown exponentially.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Over the past 25 years, FONAG has amassed $2.5 million in annual contributions, ensuring a steady flow of resources for ongoing restoration and preservation projects.<\/p>\n<p>The results have been transformative. Large areas of former ranchland are now being reclaimed by native vegetation, and animals long absent from the region have returned. Whitetail deer, Andean bears, mountain tapirs, and majestic condors are once again part of the landscape.<\/p>\n<h3><b>More Than Just Water Conservation<\/b><\/h3>\n<p>While safeguarding water sources was the primary mission, the program\u2019s benefits have extended well beyond.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p><em><strong>\u201cSince FONAG\u2019s beginning, its priority has always been the protection of the water sources. But when you conserve water sources, it\u2019s almost automatic that you have other co-benefits\u2014biodiversity, carbon sequestration, and social benefits,\u201d<\/strong><\/em> explained Bert de Bievre, Technical Secretary of FONAG.<\/p>\n<p>The p\u00e1ramo\u2019s ability to capture carbon is particularly impressive. According to the Nature Conservancy, in Colombia \u2014 where p\u00e1ramos cover just 2% of the land \u2014 they provide 70% of municipal water and sequester carbon at rates <a href=\"https:\/\/www.frontiersin.org\/journals\/ecology-and-evolution\/articles\/10.3389\/fevo.2021.615006\/full\">six times higher<\/a> than tropical rainforests.<\/p>\n<figure id=\"attachment_236154\" aria-describedby=\"caption-attachment-236154\" style=\"width: 730px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-236154\" src=\"https:\/\/trueactivist.com\/wp-content\/uploads\/2025\/04\/wilderness.jpeg\" alt=\"\" width=\"730\" height=\"486\" srcset=\"https:\/\/trueactivist.com\/wp-content\/uploads\/2025\/04\/wilderness.jpeg 730w, https:\/\/trueactivist.com\/wp-content\/uploads\/2025\/04\/wilderness-400x266.jpeg 400w, https:\/\/trueactivist.com\/wp-content\/uploads\/2025\/04\/wilderness-640x426.jpeg 640w, https:\/\/trueactivist.com\/wp-content\/uploads\/2025\/04\/wilderness-255x170.jpeg 255w\" sizes=\"auto, (max-width: 730px) 100vw, 730px\"\/><figcaption id=\"caption-attachment-236154\" class=\"wp-caption-text\">Enrique Ortiz<\/figcaption><\/figure>\n<h3><b>A Community-Driven Conservation Model<\/b><\/h3>\n<p>Crucially, the project has actively involved local communities. Dozens of residents have become p\u00e1ramo rangers, helping to monitor and maintain the landscape. Ranchers have relocated their livestock to lower elevations, while farmers have partnered with EPMAPS to adopt less invasive agricultural practices that protect fragile watersheds. A nursery operated by the Nature Conservancy now cultivates native p\u00e1ramo plants for reforestation efforts.<\/p>\n<p>This collaboration between environmentalists, government agencies, and local residents is proving to be a model for the rest of the region. The Quito-FONAG approach is being replicated in northwestern South America, demonstrating the power of nature-based solutions in addressing environmental challenges.<\/p>\n<p><em><strong>\u201cEach year, the global water sector spends $700 billion on building and repairing pipes and reservoirs, using grey solutions to engineer themselves out of a problem created by deforestation, agriculture or other threats upstream,\u201d<\/strong> <\/em>said Brooke Atwell, Associate Director of the Nature Conservancy\u2019s Resilient Watersheds strategy.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<blockquote>\n<p>\u201cIf we were able to reallocate just 1% of that spending ($7 billion) toward protecting nature, it would eclipse all global philanthropic spending on conservation today.\u201d<\/p>\n<\/blockquote>\n<h3><b>Looking Ahead<\/b><\/h3>\n<p>FONAG\u2019s work is far from over. To date, the organization has protected 55,000 hectares of p\u00e1ramo, but its long-term vision is even more ambitious.
