{"id":229426,"date":"2025-05-07T20:43:01","date_gmt":"2025-05-07T20:43:01","guid":{"rendered":"https:\/\/peraltafinancing.com\/business\/finance\/france-and-germany-to-set-up-joint-security-council\/"},"modified":"2025-05-07T20:43:01","modified_gmt":"2025-05-07T20:43:01","slug":"france-and-germany-to-set-up-joint-security-council","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=229426","title":{"rendered":"France and Germany to set up joint security council"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>Unlock the Editor\u2019s Digest for free<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\"><span>Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.<\/span><\/p>\n<p><iframe class=\"article__content-sign-up-iframe close\" scrolling=\"no\" id=\"signUpIframe\" data-prev-url=\"\/register\/in-article-sign-up?ft-content-uuid=ff041474-2dd7-4556-ac2e-d01136fee8c2\"><\/iframe><\/div>\n<div id=\"article-body\">\n<p>France and Germany will set up a joint security council as part of Europe\u2019s increased focus on its own defence, President Emmanuel Macron said as he hosted Friedrich Merz on the new chancellor\u2019s first state visit abroad.<\/p>\n<p>Meeting at the \u00c9lys\u00e9e Palace on Wednesday, the two leaders vowed to reinforce co-operation in the face of increased threats from Russia and an unpredictable US administration under President Donald Trump. <\/p>\n<p>Merz, who took office on Tuesday, has made a point of heading to Paris first to revive co-operation between the EU\u2019s largest countries.<\/p>\n<p>\u201cBeyond tanks, combat aircraft and long-range missiles, we will establish a Franco-German defence and security council that will meet regularly to provide operational solutions to our common strategic challenges,\u201d Macron said, singling out \u201cthe systematic threat Russia poses to our European system\u201d. <\/p>\n<p>He also cited sovereignty and competitiveness as areas of focus between the two nations.<\/p>\n<p>Merz hailed the \u201cprofound attachment\u201d between France and Germany and said that his visit was an \u201cexpression of the personal ties that Emmanuel Macron and I have been able to forge over the past few years\u201d.<\/p>\n<p>The French president had already met Merz several times in recent months to discuss urgent issues including Trump\u2019s tariff war and his efforts to settle the fate of Ukraine with Russia. <\/p>\n<p>Merz called for all European member states \u201cto increase their defence spending to fill gaps in military capability and to continue to fully support Ukraine\u201d. <\/p>\n<p>The chancellor, who previously warned Europe it could <a href=\"http:\/\/ft.com\/content\/8be43051-bfcf-4664-9143-f9fe582c2f3a\" data-trackable=\"link\">no longer count on the US<\/a> to defend it, said the war in Ukraine \u201cwill not end without further political and military engagement from the United States of America. The Europeans cannot replace it\u201d. <\/p>\n<p>The two leaders also said any discussions of broadening France\u2019s nuclear umbrella to other European countries would only aim to complement the existing Nato framework of security guarantees from the US. <\/p>\n<p>\u201cWe consider that we, Europeans, must organise ourselves better, but that this is not about questioning of historical alliances,\u201d Macron said.<\/p>\n<p>Officials in Paris hope that Merz\u2019s arrival as chancellor will inject new energy into EU projects, including <a href=\"https:\/\/www.ft.com\/eu-defence\" data-trackable=\"link\">defence<\/a> initiatives, and boosting the Eurozone\u2019s competitiveness. <\/p>\n<p>The two leaders\u2019 personal styles as well as political views are more closely aligned than they were with former chancellor Olaf Scholz, with whom relations were \u201cnot fluid\u201d, one French official said.<\/p>\n<p>\u201cThis is a good opportunity both for France and Germany and for Europe more broadly to get more momentum behind key priorities,\u201d said Benjamin Haddad, France\u2019s Europe minister. <\/p>\n<p>\u201cThe new [German] government has strong ambitions for Europe to be more independent on defence and security, and we also have shared goals on competitiveness and immigration. Macron and Merz both want to go very quickly.\u201d<\/p>\n<p>Merz\u2019s allies share the view Scholz did not invest enough time and effort in Paris and beyond in Europe.<\/p>\n<p>\u201cThis was not just about France,\u201d said David McAllister, a senior CDU MEP. <\/p>\n<p>Scholz, a Social Democrat, got along well with political allies including Spanish Prime Minister Pedro S\u00e1nchez, but failed to establish close relationships with his more conservative Polish and Italian counterparts Donald Tusk and Giorgia Meloni, he remarked. <\/p>\n<p>\u201cMacron makes big speeches, because he has a vision for Europe\u2019s future. Olaf Scholz had neither. No big speeches, no ambitious vision \u2014 not even a convincing idea how the future of European integration might look,\u201d McAllister said. \u201cFor a successful Europe, we need French enthusiasm and committed German pragmatism.\u201d<\/p>\n<p>Difficult topics that had strained the Franco-German relationship in recent years include trade \u2014 Germany supports the Mercosur treaty with Latin America, while France has opposed it \u2014 and energy, where they have clashed over whether French nuclear energy should be considered low-carbon under EU green regulations.\u00a0<\/p>\n<p>\u201cThis won\u2019t all get sorted out during one visit, but the positive thing with Merz is that the habit of turning to Franco-German co-operation is back,\u201d said a French official. <\/p>\n<p>After visiting Macron, Merz travelled to Warsaw to meet Tusk, who spoke of \u201ca new beginning\u201d in the Polish-German relationship after years of tension.<\/p>\n<p>Tusk urged Merz to help secure tougher controls at the external borders of the EU with Russia and Belarus but warned Berlin against endangering free travel within Europe\u2019s Schengen area, amid a recent feud over German plans to push back undocumented migrants to Poland. The Polish prime minister said Warsaw \u201cwill not accept this\u201d.\u00a0<\/p>\n<p>Merz thanked Tusk for an \u201cexceptionally friendly\u201d welcome.
