The reason for ending the water fluoridation program is currently unknown. Houstonians are still receiving low levels of naturally occurring fluoride from municipal water systems.<\/p>\n\n\n\n<p>Approximately 2.5 million people live in the city of Houston, Texas, making it the most populated city in the state and the fourth most populous in the United States. The Greater Houston metro area is made up of numerous smaller towns, cities, and incorporated areas with a population of more than 7.5 million people.<\/p>\n\n\n\n<p>The revelation that Houston has not added fluoride to the water supply for the last 5 years makes it the largest U.S. city to end the practice of water fluoridation. Houston\u2019s water supply does still contain low levels of naturally occurring fluoride.<\/p><div class=\"g g-1\"><div class=\"g-single a-8\"><a class=\"gofollow\" data-track=\"OCwxLDEsNjA=\" href=\"https:\/\/www.empshield.com\/?coupon=macro\" target=\"_blank\"><img loading=\"lazy\" width=\"400\" height=\"400\" decoding=\"async\" src=\"https:\/\/www.activistpost.com\/wp-content\/uploads\/2024\/12\/EMP-SHIELD-BANNER-400x400-1.jpg\"\/><\/a><\/div><\/div>\n\n\n\n<p>The new details were contained in a batch of emails released to\u00a0<em>The Last American Vagabond<\/em>\u00a0(TLAV) as part of an open records request.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img loading=\"lazy\" width=\"1032\" height=\"409\" decoding=\"async\" src=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/joni.jpg\" alt=\"\" class=\"wp-image-67396\"\/><\/figure>\n\n\n\n<p><br\/>In\u00a0<a href=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/Fluoride-Has-Not-Been-Added-in-5-Years.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">one email<\/a>, dated October 16, 2024, Joni Synatschk,\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/joni-synatschk-b051a475\" target=\"_blank\" rel=\"noreferrer noopener\">the Senior Division Manager of Houston\u2019s\u00a0Drinking Water Regulatory Compliance Programs<\/a>, states,<em>\u201cCity of Houston maintains the ability to feed fluoride at the surface and groundwater plants. However, due to the presence of naturally occurring levels within the service area, fluoride has not been actively fed into the system in the past five years.\u201d<a href=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/joni.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"\/><\/em><br\/>When reached by phone, Synatschk told TLAV,\u00a0<em>\u201cThe best I can tell you is, what I\u2019ve been told, is that the last loads of fluoride we received was probably around 2018. That means it may have been added 2018 to 2019, maybe.\u201d<\/em>\u00a0Synatschk said she was not her current position until 2021.<\/p>\n\n\n\n<p><em>\u201cI don\u2019t think it was a formal decision,\u201d<\/em>\u00a0she added.<\/p>\n\n\n\n<p>The City of Houston has never publicly acknowledged they are not adding fluoride chemicals to the municipal water supply. It is a possibility the water fluoridation program was cut due to budget concerns as Houston continues to grapple with a\u00a0<a href=\"https:\/\/abc13.com\/post\/city-houston-track-exceed-overtime-budget-72-million-2025-fiscal-year\/16119720\/\" target=\"_blank\" rel=\"noreferrer noopener\">$330 million dollar budget deficit<\/a>.<\/p>\n\n\n\n<p>An analysis of the City of Houston\u2019s procurement contracts reveals a $5 million contract for hydrofluorosilicic acid ending January 23, 2019. Another contract for the same fluoridation chemicals was signed in April 2022, with the Houston City Council approving a\u00a0<a href=\"https:\/\/www.houstontx.gov\/citysec\/agenda\/2022\/20220419.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$1,966,600.00 deal with Pencco<\/a>. During the\u00a0<a href=\"https:\/\/houstontx.new.swagit.com\/videos\/167645\" target=\"_blank\" rel=\"noreferrer noopener\">brief discussion on the Pencco contract<\/a>\u00a0former City Council member Michael Kubosh spoke against water fluoridation, noting that\u00a0<a href=\"https:\/\/www.facebook.com\/FluorideFreeHouston\/posts\/pfbid02UgpZ5i8du46C7sXzVKZ58Mr8uXUxfJgJNfAs1ABass85Jh7SGQFs8e1KGBnbbkK2l?__cft__[0]=AZWoCROqkyFXPh-zwVJme28a-nZvsHIoQ_Jy7NVYMn2-EkkUp_gTVNOCY_LpRmnkLoSGv-7P7lBtsDBBZ0GuwW75kkMzZj1hnerrhN1372EzjkJSk-YQMyNZV2-oIW7i1cGGUmwFszk-Xzr-n_1QIqe5Nvdr43QbDYxMfe2WBeBcOxX4awK24axN86KYlPV19O8&amp;__tn__=%2CO%2CP-R\" target=\"_blank\" rel=\"noreferrer noopener\">Houstonians had previously spoken against the practice<\/a>.<\/p>\n\n\n\n<p>\u201cI don\u2019t think it\u2019s really helping to reduce tooth decay. Nations that don\u2019t fluoridate their water have about the same results as the nations that do<strong>,<\/strong>\u201d Kubosh said at the time.<\/p>\n\n\n\n<p>Despite this $1.9 million dollar, 3-year contract with Pencco, water quality reports released by Houston Public Works between\u00a0<a href=\"https:\/\/www.houstonpublicworks.org\/sites\/g\/files\/nwywnm456\/files\/doc\/003-wq2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2019<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.houstonpublicworks.org\/sites\/g\/files\/nwywnm456\/files\/doc\/003-2023_water_quality_report_updated.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2023<\/a>\u00a0consistently measure levels of fluoride lower than the .7 mg\/L recommended by the Centers for Disease and Prevention (CDC). Measurements taken across east, north, and south Houston reveal fluoride between 0 and .4 mg\/L.<\/p>\n\n\n\n<p>This indicates that additional fluoride chemicals have not been added to the water supply since 2019. Fluoride is only present at low levels as a result of naturally occurring fluoride present in Texas water supplies.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img loading=\"lazy\" width=\"745\" height=\"286\" decoding=\"async\" src=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/SEWPP-April-2023.jpg\" alt=\"\" class=\"wp-image-67410\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/SEWPP-April-2023.jpg\" target=\"_blank\" rel=\"noreferrer noopener\"\/><br\/>This aligns with the naturally occurring fluoride levels mentioned by Synatschk. It is possible that Houston did indeed purchase fluoridation chemicals in 2022, decide not to add the hazardous waste to the water supply, but still \u201c<em>maintains the ability to feed fluoride at the surface and groundwater plants<\/em>\u201c, as stated by Synatschk.<\/p>\n\n\n\n<p>Additional emails discuss the removal of fluoride from tanks in Kingwood, a city northeast of Houston which was annexed in 1994 and receives its water from the city. One email includes a presentation with two images highlighting the removal of fluoride from Kingwood\u2019s tanks in January 2024. One of the images shows a city employee in a hazmat suit to protect their body from the hazardous effects of the fluoride chemicals.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img loading=\"lazy\" width=\"1280\" height=\"715\" decoding=\"async\" src=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/Kingwood-Fluoride-Removal.jpg\" alt=\"\" class=\"wp-image-67399\"\/><\/figure>\n\n\n\n\n\n\n\n<p><br\/>The emails TLAV obtained also show that Houstonians had emailed city officials inquiring about the results of the federal\u00a0<a href=\"https:\/\/www.thelastamericanvagabond.com\/category\/health\/fluoride-trial\/\" target=\"_blank\" rel=\"noreferrer noopener\">fluoride lawsuit<\/a>, and the conclusion of the National Toxicology Program which found fluoride is associated with lower IQ in children.<\/p>\n\n\n\n<p>An\u00a0<a href=\"https:\/\/www.thelastamericanvagabond.com\/wp-content\/uploads\/2025\/04\/Questions-About-Federal-Lawsuit-Ruling.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">email dated September 6, 2024<\/a>\u00a0has a city employee asking colleagues about the Judge\u2019s ruling in the federal lawsuit.<\/p>\n\n\n\n<p><em>\u201cWhat does this mean to us in the long run if EPA reduces the permissible levels or even bans the fluoridation of drinking water?,\u201d<\/em>\u00a0the employee asks.<\/p>\n\n\n\n<p>Another email shows a resident of Houston requesting to speak with someone from the city regarding new \u201chigh quality studies\u201d indicating fluoride\u2019s harms.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-houston-s-history-of-opposing-fluoridation\"><strong>Houston\u2019s History of Opposing Fluoridation<\/strong><\/h4>\n\n\n\n<p>In the summer of 1980 the Houston City Council passed Ordinance No. 80-2530, mandating water fluoridation at 1 ppm. The ordinance came after a hard fought battle where proponents of water fluoridation, including Houston\u2019s\u00a0<a href=\"https:\/\/www.uh.edu\/class\/ctr-public-history\/tobearfruit\/resources_bios_watson.html\" target=\"_blank\" rel=\"noreferrer noopener\">Public Health Director Dr. James Watson<\/a>, faced off with groups like the Safe Water Foundation of Texas.<\/p>\n\n\n\n<p>An article published in\u00a0<em><a href=\"https:\/\/www.newspapers.com\/paper\/the-selma-times-journal\/5799\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Selma Times-Journal<\/a><\/em>\u00a0on May 13, 1979, discusses Houston\u2019s controversial push to begin adding fluoride to the water supply. The article notes that an expert committee was formed by Houston officials to evaluate the issue and make a recommendation.<\/p>\n\n\n\n<p>The article reports the 3 panel committee included Professor E.O. Bennett, University of Houston; Ronald L. Sass of Rice University; and John J. Session of Texas Southern University.<\/p>\n\n\n\n<p><em>\u201cThe committee reported that it found several possible adverse effects of fluoridated water\u201d<\/em>, the\u00a0<em>Selma Times-Journal<\/em>\u00a0states.\u00a0<strong>These adverse effects included skeletal fluorosis, fluoride allergies, difficulties for individuals suffering from kidney disease, and a reference to an increase in the growth of cancer cells in animals.<\/strong><\/p>\n\n\n\n<p><em>\u201cThe committee also reported that the level of fluoridation in the environment has been steadily increasing and that the long-range effects of fluoride on humans has not been established.\u201d<\/em><\/p>\n\n\n\n<p>The committee ultimately did not rule whether the city should or should not begin fluoridating, but did recommend alternative actions, including adding fluoride to the drinking water in public schools.<\/p>\n\n\n\n<p>Shortly after the ordinance passed in 1980, the Safe Water Foundation of Texas filed a lawsuit against Houston seeking a permanent injunction against the water fluoridation program. By January 1982 the petition was denied in the 151st District Court in Harris County. A year later the Texas Court of Appeals also denied the case. The Texas Supreme Court declined to hear the case in early 1984.<\/p>\n\n\n\n<p>Houston did not see another major effort to resist water fluoridation until the creation of the advocacy group\u00a0<a href=\"https:\/\/web.archive.org\/web\/20130925134934\/http:\/\/www.freepresshouston.com\/featured-event\/the-duplicity-of-fluoride-reaveled\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fluoride Free Houston in 2012<\/a>. (Full Disclosure: I was a co-founder of FFH) From 2012 to 2016, FFH gathered support from multiple city council members, including former council member Michael Kubosh.<\/p>\n\n\n\n<p>In the end, activism was not the catalyst for halting water fluoridation. While the reasons for the lack of fluoride in Houston\u2019s water supply are currently unknown, the end result is that Houstonians are being exposed to fluoride at a lower rate than they were between 1980 and 2019.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-water-fluoridation-now-a-national-debate\"><strong>Water Fluoridation Now a National Debate<\/strong><\/h4>\n\n\n\n<p>The revelation that Houston, Texas is now the largest city not to add fluoride to the water in the United States comes as the topic of water fluoridation has become a national debate.<\/p>\n\n\n\n<p>On Monday, U.S. Health and Human Services (HHS) Secretary Robert F. Kennedy Jr., U.S. Environmental Protection Agency (EPA) Administrator Lee Zeldin announced the EPA will \u201cexpeditiously review new scientific information on potential health risks of fluoride in drinking water\u201d. Kennedy also said he will\u00a0<a href=\"https:\/\/www.pbs.org\/newshour\/health\/rfk-jr-will-tell-cdc-to-stop-recommending-fluoride-in-drinking-water\" target=\"_blank\" rel=\"noreferrer noopener\">tell the CDC to stop recommending<\/a>\u00a0community water fluoridation.<\/p>\n\n\n\n<p>Kennedy made the statements while in Utah celebrating the recently passed bill to ban water fluoridation in the \u201cThe Beehive State\u201d.<\/p>\n\n\n\n<p>Florida also seems poised to ban water fluoridation with an\u00a0<a href=\"https:\/\/www.nbcmiami.com\/news\/local\/bill-that-would-ban-fluoride-in-water-ready-for-full-florida-senate-vote\/3587116\/?os=io.&amp;ref=app\" target=\"_blank\" rel=\"noreferrer noopener\">upcoming vote in the state Senate<\/a>. The state has seen numerous cities and counties ending their fluoridation programs over the last year.<\/p>\n\n\n\n<p>In Miami-Dade County commissioners\u00a0<a href=\"https:\/\/www.nbcmiami.com\/news\/local\/fluoride-in-water-debate-intensifies-as-miami-dade-commissioners-to-decide-whether-to-remove-it\/3580235\/?os=io.&amp;ref=app\" target=\"_blank\" rel=\"noreferrer noopener\">voted on April 1<\/a>\u00a0to stop adding fluoride to their water. However, Mayor Daniella Levine-Cava has said fluoride is safe for human consumption. The Mayor has until Friday to decide if\u00a0<a href=\"https:\/\/x.com\/MayorDaniella\/status\/1909671288257626596\" target=\"_blank\" rel=\"noreferrer noopener\">she will veto the measure<\/a>.<\/p>\n\n\n\n<p>If the anti-fluoride resolution holds, it will make Miami the second largest metro area to end water fluoridation, right behind Houston, Texas.<\/p>\n\n            \n        <\/div>\r\n<br>\r\n","protected":false},"excerpt":{"rendered":"<p>As the state of Utah and numerous cities end water fluoridation programs, the City of Houston, Texas has quietly become the largest city in the United States to halt the addition of fluoride to the water supply.
