The deterioration in the <a href=\"https:\/\/www.ft.com\/global-economy\" data-trackable=\"link\">global outlook<\/a> is a marked contrast to the relatively firm start to the year.\u00a0<\/p>\n<p>Eswar Prasad, a senior fellow at the Brookings Institution, said it would be \u201cpremature\u201d to forecast a worldwide recession but warned that the breakdown of global trade and higher policy uncertainty would markedly suppress growth.\u00a0<\/p>\n<p>\u201cWe have seen this huge shock,\u201d said Prasad. \u201cEvery open economy that relies on trade is going to get squeezed, and on top of that you will have [negative] confidence effects.\u201d\u00a0<\/p>\n<p>The findings come as economic policymakers and finance ministers from around the world gather in Washington for the first set of IMF\/World Bank spring meetings since Donald Trump\u2019s inauguration as US president. <\/p>\n<p>Kristalina Georgieva, the managing director of the <a href=\"https:\/\/www.ft.com\/stream\/d2e88012-fab0-45cb-a90b-c50a5e854829\" data-trackable=\"link\">IMF<\/a>, on Thursday warned the fund was preparing to cut growth forecasts, as \u201cfinancial markets volatility is up\u201d and \u201ctrade policy uncertainty is literally off the charts\u201d. <\/p>\n<p>In January the fund predicted global growth of 3.3 per cent this year and next, with the US set for an expansion of 2.7 per cent this year and 2.1 per cent in 2026. <\/p>\n<p>Trump\u2019s decision to announce sweeping tariffs on most of America\u2019s trade partners on April 2 set in train sharp declines in financial markets and a swath of downgrades to growth predictions. <\/p>\n<p>The European Central Bank on Thursday trimmed its key interest rate to 2.25 per cent as it prepared for the fallout from the trade wars, warning the outlook for growth had deteriorated because of \u201crising trade tensions\u201d.\u00a0<\/p>\n<p>The twice-yearly Brookings-FT <a href=\"https:\/\/www.brookings.edu\/articles\/april-2023-update-to-tiger-a-perilous-moment-rife-with-risks\/\" data-trackable=\"link\">Tiger Index<\/a> compares indicators of real activity, financial markets and confidence with their historical averages, both for advanced economies and emerging ones.\u00a0<\/p>\n<div class=\"n-content-layout\" data-component=\"flourish\" data-component-id=\"22710733\" data-component-type=\"flourish-in-article\">\n<figure class=\"n-content-picture n-content-layout__container\"><a href=\"#22710733\"><picture data-asset-type=\"flourish\" data-flourish-id=\"22710733\" data-flourish-type=\"visualisation\">\n<div id=\"22710733\" class=\"cp-message o-message o-message--inform o-message--notice\" data-o-component=\"o-message\">\n<div class=\"o-message__container\">\n<div class=\"o-message__content\">\n<p class=\"o-message__content-main\">Some content could not load. Confidence levels in China and Germany also hovered at depressed levels.\u00a0<\/p>\n<p>Indicators of real activity in the US remained relatively strong, according to the report, but these are based on data running up to January 2025 and thus predate the introduction of Trump\u2019s trade policies.\u00a0<\/p>\n<p>Some signs continue to point to firm activity in the US, with retail sales jumping 1.4 per cent in March, although this may have been driven partly by a surge in auto sales as consumers seek to get ahead of the tariffs.\u00a0<\/p>\n<p>The financial markets index in the Tiger report drew on more recent data, including equity prices up to mid-April. Business and consumer confidence numbers run to the end of March, with news reports used to extend the figures further into this month.<\/p>\n<p>\u201cThe uncertainty has severely dented consumer confidence and is likely to take a toll on business investment and employment growth,\u201d said Prasad.\u00a0<\/p>\n<p>\u201cThe Federal Reserve\u2019s ability to support the economy and forestall financial turmoil will be constrained by the pass-through of tariffs into domestic inflation.\u201d<\/p>\n<p>The IMF\u2019s updated growth forecasts are due on Tuesday. Bessent is expected to address the new administration\u2019s policies on the IMF and World Bank in a discussion on Wednesday.\u00a0<\/p>\n<p>Some Republican lawmakers are seeking a change of approach towards the institutions.
