But there are people on the ground who are really working hard for our families and our kids.\u201d<\/p>\n<p>When Fernholz, a school principal in La Crosse, Wisconsin, talks about \u201cpeople on the ground,\u201d she undoubtedly includes herself and her colleagues at<a href=\"https:\/\/www.lacrosseschools.org\/hamilton\/\" target=\"_blank\" aria-label=\"Link opens in new window ( Hamilton Elementary School)\"> Hamilton Elementary School<\/a>. The administration she referred to is, of course, the presidential administration of Donald Trump, which has accused K-12 public schools of \u201c<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\" target=\"_blank\" aria-label=\"Link opens in new window (radical indoctrination)\">radical indoctrination<\/a>\u201d and has proposed <a href=\"https:\/\/apnews.com\/article\/school-choice-trump-education-vouchers-c6ecc22879fe329da4acfac3aa7410e6\" target=\"_blank\" aria-label=\"Link opens in new window (redirecting)\">redirecting<\/a> government money for public schools to privately operated alternatives.<\/p>\n<p>Although surveys have<a href=\"https:\/\/www.ipsos.com\/en-us\/americans-trust-teachers-some-still-want-parents-be-primary-voices-whats-taught\" target=\"_blank\" aria-label=\"Link opens in new window ( found)\"> found<\/a> that a vast majority of parents throughout the country trust public school teachers, <a href=\"https:\/\/news.gallup.com\/poll\/388649\/military-brass-judges-among-professions-new-image-lows.aspx\" target=\"_blank\" aria-label=\"Link opens in new window (evidence)\">evidence<\/a> suggests that the public\u2019s trust in the nation\u2019s public education system is being eroded by years of<a href=\"https:\/\/jacobin.com\/2024\/07\/culture-wars-secular-public-education\" target=\"_blank\" aria-label=\"Link opens in new window ( culture-war attacks)\"> culture-war attacks<\/a> on schools and an<a href=\"https:\/\/dianeravitch.net\/2016\/06\/26\/jack-schneider-the-american-education-system-is-not-broken\/\" target=\"_blank\" aria-label=\"Link opens in new window ( oft-repeated narrative)\"> oft-repeated narrative<\/a> that public schools are <a href=\"https:\/\/fordhaminstitute.org\/national\/commentary\/duncan-says-82-percent-schools-are-failing\" target=\"_blank\" aria-label=\"Link opens in new window (failed institutions)\">failed institutions<\/a> filled with educators who are<a href=\"https:\/\/www.heraldnet.com\/news\/arne-duncan-public-schools-lying-to-students-and-parents\/\" target=\"_blank\" aria-label=\"Link opens in new window ( lying)\"> lying<\/a> to parents to cover up that failure.<\/p>\n<p>But for Fernholz, trust isn\u2019t just a sentiment\u2014it\u2019s essential for the success of the difficult work of school improvement. Her school is implementing an approach to improvement commonly referred to as<a href=\"https:\/\/www.youtube.com\/watch?v=5dTXujuJRc0\" target=\"_blank\" aria-label=\"Link opens in new window ( community schools)\"> community schools<\/a>.<\/p>\n<p>The <a href=\"https:\/\/progressive.org\/op-eds\/community-schools-do-more-for-students-than-parents-rights-mohler-20240917\/\">community schools approach<\/a> looks different depending on location, but the basic idea is that schools should <a href=\"https:\/\/progressive.org\/public-schools-advocate\/seventy-years-after-brown-school-segregation-persists-dvir-20240516\/\">serve as<\/a> local hubs not only for education services, but also <a href=\"https:\/\/progressive.org\/public-schools-advocate\/why-educators-at-this-failing-high-school-believe-it-can-be-turned-around-bryant-20240410\/\">meet the broader needs<\/a> of students and families such as physical and mental health, housing, transportation, after-school care, and neighborhood improvement. To provide these services, <a href=\"https:\/\/progressive.org\/public-schools-advocate\/how-a-struggling-boston-school-found-success-in-the-roots-of-its-haitian-american-community-bryant-20241016\/\">schools partner with<\/a> local organizations, including nonprofits and businesses. And students, parents, community members, and school staff help to determine school policies and activities, such as curriculum offerings and sports programs.<\/p>\n<p>Fernholz knew Hamilton was a community school when she became principal in 2022, but she wasn\u2019t certain about what that designation entailed. \u201cI kind of felt like all schools were community schools, because they\u2019re in a neighborhood,\u201d she recalled. \u201cBut I didn\u2019t fully realize how the model works and how impactful the approach is.\u201d<\/p>\n<p>\u201cIn my previous school, we did things like food drives and handed out free clothing, like we do at Hamilton. But the community schools approach requires us to dive in deeper, to look for what is at the root of the academic and social-emotional problems our kids are having, and what we need to do to help address those problems,\u201d Fernholz said.\u00a0<\/p>\n<p>Fernholz knew, for instance, that Hamilton <a href=\"https:\/\/apps2.dpi.wi.gov\/reportcards\/home\" target=\"_blank\" aria-label=\"Link opens in new window (serves)\">serves<\/a> generally low-income families\u2014nearly 85 percent are considered economically disadvantaged\u2014and has an unusually high percentage of students, nearly one in three, with disabilities. But she was surprised to learn how many of her students and their family members struggle with mental health, and how challenging it can be for some Hamilton students just to get to school.<\/p>\n<p>\u201cWe want students to learn to read and do math,\u201d Fernholz said. \u201cBut there is a whole other side we have to tackle first in order for them to be ready to learn.\u201d<\/p>\n<p>Fernholz and her colleagues wouldn\u2019t have learned any of this about their school\u2019s community if Hamilton students and families didn\u2019t trust them enough to speak up.<\/p>\n<p>\u201cWe\u2019re working with families who, generationally, going back to the grandparents, may not have had good relationships with schools or other government agencies,\u201d says Jon Zinniel, the community schools coordinator at Hamilton. \u201cThey\u2019re coming in with an inherited distrust of institutions, so in our first year [of implementing the community schools approach], our focus was on building positive relationships.\u201d<\/p>\n<p>To build these relationships, the school began offering family nights that included an evening meal and program such as a talk or children\u2019s concert. The school also conducted a series of outreach efforts\u2014what community school practitioners call a needs and assets assessment\u2014to ask students and families what they need and want to see from their schools.<\/p>\n<p>Those outreaches weren\u2019t always successful, according to Zinniel. \u201cThere are some families we still struggle with,\u201d he says. \u201cThey might not take our calls. So we\u2019re also knocking on doors.\u201d<\/p>\n<p>Drawing from the responses to the needs and assets assessments, the school has undertaken an array of<a href=\"https:\/\/drive.google.com\/file\/d\/18JDchEyZDNyP_PDD2ba3bwEw6Mk-kvAf\/view\" target=\"_blank\" aria-label=\"Link opens in new window ( initiatives)\"> initiatives<\/a>, including providing more sports activities, student clubs, and field trips. \u201c For the families that show up, their gratitude is off the charts,\u201d Zinniel says. \u201cThat\u2019s helped build positive relationships.\u201d<\/p>\n<p>As the school put into place programs and activities that students and parents asked for, community engagement has increased. In 2024, Hamilton increased attendance at its monthly family nights by an average of 56 family members from the year before, while the rate of student involvement\u00a0 in at least one after-school activity or program<a href=\"https:\/\/drive.google.com\/file\/d\/18JDchEyZDNyP_PDD2ba3bwEw6Mk-kvAf\/view\" target=\"_blank\" aria-label=\"Link opens in new window ( jumped)\"> jumped<\/a> to 89 percent.<\/p>\n<p>Fernholz says that improving relationships with families and students has also had a transformative impact on Hamilton\u2019s climate and culture. \u201cWhen I got here, I was always chasing students and keeping them in classrooms and dealing with aggressive behaviors,\u201d she said. \u201cOur hallways are quieter now. Our classrooms are much more organized. When you walk through the hallways you see a lot more learning going on.\u201d<\/p>\n<p>It\u2019s not altogether clear whether the community schools approach is having a positive impact on Hamilton\u2019s <a href=\"https:\/\/apps2.dpi.wi.gov\/reportcards\/home\" target=\"_blank\" aria-label=\"Link opens in new window (academic performance)\">academic performance<\/a> as measure by standardized testing (the state has changed the scoring criteria for its annual performance reporting system), but it has made a \u201cbig difference\u201d on school-community relationships, according to Alicia Place, the community services coordinator for the School District of La Crosse.<\/p>\n<p>Place says more parents are coming to school meetings and getting involved with activities in the two La Crosse schools that have adopted the community schools approach, Hamilton and<a href=\"https:\/\/www.lacrosseschools.org\/northside\/\" target=\"_blank\" aria-label=\"Link opens in new window ( Northside Elementary)\"> Northside Elementary<\/a>. \u201cCertainly, all schools are trying to be collaborative, but it just helps a lot when you have [a community schools coordinator] on staff dedicated to this,\u201d she says.<\/p>\n<p>Place also sees a clear benefit to using the needs and assets assessment process as part of the community schools strategy: Seventy-five to 100 percent of families at Hamilton and Northside are responding to the surveys. \u201cIt\u2019s the difference between knowing what communities want and just guessing,\u201d Place says.<\/p>\n<p>Place cautions that data reported from Hamilton and Northside, where parent engagement and school climate have also<a href=\"https:\/\/drive.google.com\/file\/d\/1sHg3jJyFgMb629t3qVIW9h7Qtgo8vVuC\/view\" target=\"_blank\" aria-label=\"Link opens in new window ( improved)\"> improved<\/a>, are in no way conclusive proof of the community schools approach\u2019s success.\u00a0<\/p>\n<p>\u201cImproving schools through the community schools approach is legacy work,\u201d Place says. \u201cTransformation takes time.\u201d\u00a0<\/p>\n<p>But there are signs that parents are noticing a difference: While La Crosse, like many school districts, is experiencing an overall enrollment decline, Hamitlon and Northside are seeing increasing numbers of families requesting enrollment.\u00a0<\/p>\n<p>None of this is to say that schools can easily earn back parents\u2019 trust through better engagement and outreach alone, especially given the political and ideological nature of some issues that can divide communities. One such schism, Fernholz and Zinniel say, is in their own building.<\/p>\n<p>Hamilton shares its campus with the<a href=\"https:\/\/www.lacrosseschools.org\/sota-i\/\" target=\"_blank\" aria-label=\"Link opens in new window ( School of Technology and Arts I)\"> School of Technology and Arts I<\/a> (SOTA), a charter school operated by the district. SOTA <a href=\"https:\/\/www.lacrosseschools.org\/sota-ii\/about\/\" target=\"_blank\" aria-label=\"Link opens in new window (opened)\">opened<\/a> in 1997, four years after Wisconsin began its statewide<a href=\"https:\/\/docs.legis.wisconsin.gov\/misc\/lfb\/informational_papers\/january_2019\/0027_charter_schools_informational_paper_27.pdf\" target=\"_blank\" aria-label=\"Link opens in new window ( rollout)\"> rollout<\/a> of district-operated \u201cinstrumentality\u201d charters. That year, the state<a href=\"https:\/\/www.salon.com\/2019\/04\/29\/progressives-take-a-bold-stance-at-an-epicenter-of-the-charter-school-movement-for-public-education_partner\/\" target=\"_blank\" aria-label=\"Link opens in new window ( opened)\"> opened<\/a> the charter school sector to include independent operators, and since then, the rush to<a href=\"https:\/\/wisconsinexaminer.com\/2023\/09\/21\/we-must-stand-up-to-school-privatizers-for-the-sake-of-wisconsin-kids\/\" target=\"_blank\" aria-label=\"Link opens in new window ( privatize)\"> privatize<\/a> Wisconsin public schools has continued apace, including the<a href=\"https:\/\/upnorthnewswi.com\/2024\/05\/31\/a-brief-history-of-wisconsins-voucher-school-system-less-effective-and-more-expensive-than-promised\/\" target=\"_blank\" aria-label=\"Link opens in new window ( adoption)\"> adoption<\/a> of a statewide school voucher program.<\/p>\n<p>For decades, education reformers nationwide have <a href=\"https:\/\/reason.org\/commentary\/school-choice-is-disrupting-public-school-system-and-thats-the-point\/\" target=\"_blank\" aria-label=\"Link opens in new window (promoted)\">promoted<\/a> charter schools, voucher programs, and other forms of so-called school choice as necessary \u201c<a href=\"https:\/\/www.forbes.com\/sites\/petergreene\/2021\/03\/07\/vouchers-may-be-the-next-big-education-reform-have-charter-schools-been-left-behind\/\" target=\"_blank\" aria-label=\"Link opens in new window (disruptors)\">disruptors<\/a>\u201d to supposedly failed public school systems. But the impact of that disruption is unevenly experienced across communities.<\/p>\n<p>Although Hamilton and SOTA are housed together, the differences between the students in each school are stark. SOTA serves <a href=\"https:\/\/apps2.dpi.wi.gov\/reportcards\/home\" target=\"_blank\" aria-label=\"Link opens in new window (far fewer)\">far fewer<\/a> students who are economically disadvantaged\u2014a little more than 50 percent compared to Hamilton\u2019s 85 percent\u2014and has about half the percentage of students with disabilities that Hamilton has. While 35 percent of Hamilton students are white, SOTA\u2019s student body is 67 percent white.<\/p>\n<p>As principal of both schools, Fernholz is aware of what she calls the \u201cdifferent philosophies\u201d of the schools. For instance, while the community schools approach relies on a shared governance model that invites students, parents, and community members into the decision-making process, charter schools are usually governed by private, un-elected boards. While community schools create partnerships with local businesses and nonprofits, charter schools often outsource school programs and services to private management firms\u2014frequently, <a href=\"https:\/\/www.forbes.com\/sites\/petergreene\/2021\/03\/19\/report-how-a-non-profit-charter-school-can-be-run-for-profit\/\" target=\"_blank\" aria-label=\"Link opens in new window (for-profit firms)\">for-profit firms<\/a>\u2014that usually aren\u2019t located in the same city or even the same state. And charter schools are often <a href=\"https:\/\/nepc.colorado.edu\/blog\/why-charter-schools-not\" target=\"_blank\" aria-label=\"Link opens in new window (accused)\">accused<\/a> of not enrolling the same students that public schools do.\u00a0<\/p>\n<p>\u201cIt makes it tricky,\u201d she says. \u201cIt really brings the divide of, I don\u2019t want to say the haves and have nots, but we have this population of kids [at SOTA] that might have a different experience than we have [at Hamilton].\u201d<\/p>\n<p>Yet, Fernholz sees how the community schools approach can bridge that divide by building a sense of community that transcends differences in race, income, and ability.<\/p>\n<p>\u201cTechnically, [SOTA is] one of our partners. We want them to participate in [Hamilton programs and activities] because we are one building, and we want to bring our community together,\u201d she said.<\/p>\n<p>\u201cHamilton is officially the community school, but SOTA is part of our community,\u201d says Zinniel. \u201cWhatever we\u2019re offering to families at Hamilton, we\u2019re offering it to SOTA families too,\u201d he says, referencing the family nights, school events, sports and after-school programs, and the school\u2019s food bank and clothes closet.<\/p>\n<p>Zinniel says SOTA students were included in the needs and assets assessments, and that their responses were markedly similar to those of the public school students.<\/p>\n<p>\u201cEvery school has challenges, even schools like SOTA,\u201d Zinniel says. \u201cBut the biggest challenge both campuses face is how we can create more collaboration, so people become more comfortable with each other, understand each other more, and leverage different assets from each group for the benefit of the students and the school as a whole.\u201d<\/p>\n<p>The idea that Hamilton educators, using the community schools approach, could succeed in breaking down barriers that have been deliberately constructed strikes Zinniel as an ironic outcome: \u201cMaybe this is how community schools can be a positive disruptor.\u201d<\/p>\n<\/p><\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>\u201cIt\u2019s important for people to know they can trust schools,\u201d Jenna Fernholz told The Progressive during a call over Zoom in early March. \u201cThat\u2019s a hard thing in this time and in this administration.
