Under Section 232, the president can restrict imports of products that are found to threaten to impair national security.<\/p>\n<p>On April 16, BIS published two federal register notices (<a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/04\/16\/2025-06587\/notice-of-request-for-public-comments-on-section-232-national-security-investigation-of-imports-of\">pharmaceuticals<\/a>, <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/04\/16\/2025-06591\/notice-of-request-for-public-comments-on-section-232-national-security-investigation-of-imports-of\">semiconductors<\/a>) seeking public comment. Comments are due <strong>May 7, 2025.<\/strong><\/p>\n<h4><strong>Pharmaceuticals and Pharmaceutical Ingredients<\/strong><\/h4>\n<p>The scope of the pharmaceutical investigation covers pharmaceuticals and pharmaceutical ingredients, including:<\/p>\n<ul>\n<li>Finished drug products<\/li>\n<li>Medical countermeasures<\/li>\n<li>Critical inputs such as active pharmaceutical ingredients<\/li>\n<li>Key starting materials, and derivative products of those items<\/li>\n<\/ul>\n<p>Among other information, BIS is particularly interested in comments that address:<\/p>\n<ul>\n<li>Demand for pharmaceuticals and pharmaceutical ingredients in the United States<\/li>\n<li>The extent to which domestic production of pharmaceuticals and pharmaceutical ingredients can meet domestic demand<\/li>\n<li>The role of foreign supply chains, particularly of major exporters, in meeting United States demand for pharmaceuticals and pharmaceutical ingredients<\/li>\n<li>The impact of foreign government subsidies and predatory trade practices on United States pharmaceuticals industry competitiveness<\/li>\n<li>Whether additional measures, including tariffs or quotas, are necessary to protect national security<\/li>\n<\/ul>\n<p>Interested parties may submit a comment in this proceeding on or before May 7, 2025 at <a href=\"http:\/\/regulations.gov\">Regulations.gov<\/a> using ID BIS-2025-0022.<\/p>\n<h4><strong>Semiconductors and Semiconductor Manufacturing Equipment<\/strong><\/h4>\n<p>The scope of the semiconductor investigation covers semiconductors, semiconductor manufacturing equipment, and their derivative products, including:<\/p>\n<ul>\n<li>Semiconductor substrates and bare wafers<\/li>\n<li>Legacy chips<\/li>\n<li>Leading-edge chips<\/li>\n<li>Microelectronics<\/li>\n<li>SME components<\/li>\n<\/ul>\n<p>Among other information, BIS is particularly interested in comments that address:<\/p>\n<ul>\n<li>Demand for semiconductors in the United States<\/li>\n<li>The extent to which domestic production of semiconductors can or is expected to be able to meet domestic demand<\/li>\n<li>The impact of foreign government subsidies and predatory trade practices on United States semiconductor and SME industry competitiveness<\/li>\n<li>Whether additional measures, including tariffs or quotas, are necessary to protect national security<\/li>\n<\/ul>\n<p>Interested parties may submit a comment in this proceeding on or before May 7, 2025 at <a href=\"http:\/\/regulations.gov\">Regulations.gov<\/a> using ID BIS-2025-0021.<\/p>\n<h4><strong>Make Your Voice Heard by Filing a Comment<\/strong><\/h4>\n<p>These investigations may yield new tariffs on some or all of the products under consideration.
