Managing the river\u2019s water allocation is a complex legal task \u2014 per federal directives, operational guidelines must be finalized before 2026 ends. These rules will govern how the river is managed following 2026.<\/p>\n<p><a href=\"https:\/\/www.taftlaw.com\/people\/james-eklund\/\">James Eklund<\/a>, partner and head of the Water and Natural Resources practice area at Taft Law,\u00a0emphasizes the urgency for the Basin States to reach consensus well ahead of the 2026 deadline.<\/p>\n<p>\u201cDecisions made this year will\u00a0shape the future of\u00a0Western agriculture\u00a0for decades,\u201d Eklund said.\u00a0\u201cWhile 2026 may seem like a distant milestone, the window for critical action is quickly closing. States need time to negotiate, build consensus, and implement solutions. Without progress, the risk of legal conflict and federal intervention grows.\u201d<\/p>\n<p>Eklund and Taft Law Water Attorney <a href=\"https:\/\/www.taftlaw.com\/people\/hannah-mink\/\">Hannah Mink<\/a> will provide an update on the Colorado River at the third annual Western Water, Agricultural, and Environmental Law Conference, titled \u201cDeadlines Matter &amp; the Two-Year Clock is Ticking: The Fate of the Colorado River &amp; Future of Ag.\u201d The conference is June 19-20 in Reno, Nevada. Eklund, a returning speaker, led a popular session on the Colorado River at the <a href=\"https:\/\/nationalaglawcenter.org\/western2023\/\">inaugural Western<\/a> conference in 2023.<\/p>\n<p>This year\u2019s program is hosted by the <a href=\"https:\/\/nationalaglawcenter.org\/\">National Agricultural Law Center<\/a>, or NALC, and the <a href=\"https:\/\/www.nasda.org\/nasda-foundation\/\">National Association of State Departments of Agriculture Foundation<\/a>, or NASDA Foundation. The conference highlights pertinent agricultural issues which impact the western region of the country, with the Colorado River being a significant one.<\/p>\n<p>Mink says that agriculture is at a crossroads,\u00a0with water supply\u00a0pressures\u00a0demanding solutions. Without an agreement on the river, economic instability, legal conflicts, and environmental damage loom.<\/p>\n<p>\u201cIf an agreement isn\u2019t reached between the\u00a0seven Colorado River Basin States, there will be broad consequences\u00a0for\u00a0Western agriculture,\u201d Mink said. \u201cWater banking and\u00a0demand management\u00a0programs are growing but face regulatory hurdles, Upper and Lower Basin States\u00a0remain\u00a0divided on strategy, and with the new administration,\u00a0federal funding\u00a0is in flux.\u00a0In short,\u00a0it\u2019s a pivotal time.\u201d<\/p>\n<p>The Western conference will feature the opportunity for continuing education credits, including ethics credits, as well as continuing education from the <a href=\"https:\/\/www.asfmra.org\/home\">American Society of Farm Managers and Rural Appraisers<\/a>.
