On the first day of the Trump Administration, the President issued the America First Trade Policy<\/a>. Among other priorities, the policy outlined the intention of the Administration to review trade agreements to ensure\u00a0reciprocal and mutually advantageous\u00a0free trade agreements with partner countries.<\/p>\n

On February 13, 2025, President Trump issued a memorandum titled \u201cReciprocal Trade and Tariffs<\/a>\u201d instructing several agencies to\u00a0investigate the harm to the United States from any non-reciprocal trade arrangements.<\/p>\n

On April 2, 2025, President Trump signed an Executive Order<\/a> and issued a Fact Sheet<\/a> declaring a national emergency arising from conditions reflected in large and persistent annual U.S. goods trade deficits. As a result, a universal 10% tariff<\/strong> will be imposed on all imports from ALL countries<\/strong>, effective 12:01 a.m. EDT on April 5, 2025<\/strong>.<\/p>\n

Additional country-specific tariffs will also apply.<\/strong> Goods from countries listed in Annex I<\/a><\/strong> of the Executive Order will face higher, country-specific ad valorem rates<\/strong>, as detailed in annex I. (See the table below for the full list.)<\/p>\n

The country-specific tariffs<\/strong> will take effect on April 9, 2025 at 12:01 a.m. EDT<\/strong> and will remain in effect until the President determines that the economic harms identified in the order have been addressed or mitigated.<\/p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
