Canada\u2019s<\/span> <\/span>territories<\/span><\/a> and First Nations <\/span>reserves<\/span><\/a> are <\/span>often excluded<\/span><\/a> from federal food security reports and definitions, hiding the physical and cultural struggles in the north that cannot be equally applied to southern provinces. Reports from<\/span> <\/span>York University in Toronto<\/span><\/a> suggest that Indigenous communities \u2013 who <\/span>dominate territories<\/span><\/a> populations \u2013 are twice as food insecure as the Canadian average, and the difference on reserves is even higher. The remoteness compounds these problems, as evidenced in <\/span>Nunavut<\/span><\/a>, which is approximately <\/span>20% more insecure<\/span><\/a> than other Inuit populations.<\/span><\/p>\n

Physical food availability and accessibility limitations challenge diverse, fresh, whole food<\/span><\/a>, and <\/span>nutrient-dense<\/span><\/a> diet are realities in the north. Fewer grocery stores, trips to those stores, and increased climate change impacts to traditional (i.e. hunting, fishing, harvesting) food availability create a <\/span>freezer-friendly, low perishability<\/span><\/a> north. Northern accessibility also <\/span>limits healthcare services<\/span><\/a> which, as discussed, can limit food security improvement if nutrition risks an individual\u2019s health. Remoteness can decrease the number of employment opportunities, reducing the average income in the north and creating a purchase-for-necessity culture. <\/span>25%, 39%, and 81% of total sales<\/span><\/a> in Yukon, Northwest Territories, and Nunavut, respectively, is food, notably higher than what the provinces on average are expected to spend (Table 1). <\/span><\/p>\n

Nutrition North Canada (NNC) <\/span>contains<\/span> a <\/span><\/span>food subsidy program<\/span><\/span><\/a><\/span> that incentivizes remote retailers to sell fresh, minimally processed food items, since <\/span><\/span>northern food prices are inflated<\/span><\/span><\/a><\/span> as a <\/span>reflect<\/span>ion of<\/span><\/span> high transport costs from distance and infrastructure challenges. Businesses are paid and charge less for a select list of goods (the Revised Northern Food Basket), provided shoppers know how much the government contributed on<\/span> <\/span><\/span>shelf labels and receipts<\/span><\/span><\/span><\/a>. While food price stress is partially alleviated, very low-income households can afford at most <\/span><\/span>13% of the Revised Northern Food Basket<\/span><\/span><\/a><\/span> and critiques of the NNC subsidy suggest tha<\/span>t<\/span> <\/span>order<\/span>ing<\/span><\/span> efficiency<\/span><\/span><\/span><\/a>, <\/span><\/span>confusion over reporting<\/span><\/span><\/a><\/span> requirements, <\/span><\/span>cultural foods exclusion<\/span><\/span><\/span><\/a>, and ignoring dietary preferences limit the cost savings potential of the program in the north.<\/span><\/span>\u00a0<\/span><\/span><\/p>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"
