federal budget: What\u2019s in it for SMEs?"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>Treasurer Jim Chalmers\u2019 fourth federal budget was just announced, with news of a budget deficit this time around.<\/p>\n<p>A deficit of $42.1 billion is forecast for 2025-2026.<\/p>\n<p>This year\u2019s budget has, like last year, a big focus on helping Australians with the cost of living.<\/p>\n<p>Its other main priorities are strengthening Medicare, building more homes, investing in education, and, per the federal government\u2019s words, \u201cmaking the Australian economy stronger, more productive, and more resilient\u201d.<\/p>\n<p>But if you\u2019re a small business owner, you\u2019re probably keen to know the biggest budget factors that will have a big impact on you and your business.<\/p>\n<p>It has been a challenging year of inflationary impacts for a lot of small and medium-sized enterprises (SMEs) in Australia, and many organisations have been calling for the budget to provide additional support for this group.<\/p>\n<p>In this country, our SMEs number over 2.6 million and employ over 5.4 million Australians.<\/p>\n<p>They make an outsized contribution to the economy, and, according to the Council of Small Business Organisations Australia (COSBOA), this sector is \u201c<a href=\"https:\/\/www.cosboa.org.au\/post\/small_business-the_engine_that_needs_fuel\" target=\"_blank\" rel=\"noreferrer noopener\">the engine that needs fuel<\/a>\u201d.<\/p>\n<p>COSBOA called for a budget that \u201cworks for small business, not against it\u201d, with a warning that \u201cfailure to act will put Australia\u2019s economic engine at risk of stalling.\u201d<\/p>\n<p>So, how did the Government do?<\/p>\n<p>In total, the budget really includes only $12 million in new direct funding support for small businesses.<\/p>\n<p>The key takeaways from the budget that we\u2019ll give you the lowdown on include:<\/p>\n<ul>\n<li>Tax cuts and incentives<\/li>\n<li>Easing cost of living pressures<\/li>\n<li>Energy bill relief<\/li>\n<li>Investment in skills and education<\/li>\n<li>Regulatory relief and loan support<\/li>\n<li>Making Aussie businesses more competitive<\/li>\n<\/ul>\n<p>Let\u2019s start with a look at the government\u2019s announced tax cuts.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_smallBusiness_1400x500-1024x366.png\" alt=\"Federal https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_smallBusiness_1400x500.png 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"\/><\/figure>\n<h2>Tax cuts and incentives<\/h2>\n<p>The main surprise in this year\u2019s budget was a cut in the tax rate on all incomes between $18,201 and $45,000.<\/p>\n<p>The 2025-2026 budget delivered $17 billion in tax cuts, with all taxpayers earning over $18,201 getting a tax cut both next year and the year after, taking the first tax rate down to its lowest level in more than 50 years.<\/p>\n<p>From 1 July 2026, the 16% tax rate will reduce to 15%, and from 1 July 2027, the 15% rate will reduce to 14%.<\/p>\n<p>The government is also increasing the Medicare levy low-income thresholds, at a cost of $648 million.<\/p>\n<h2>Easing cost of living pressures<\/h2>\n<p>The budget\u2019s cost-of-living initiatives were focused on general aid for all Australians, such as reducing the cost of PBS prescription medications (with the maximum price to be $25 or $7.70 for concession card holders) and $8.5 billion for Medicare to improve bulk billing rates, with the goal of 90% of all GP visits bulk billed by the end of the decade. <\/p>\n<p>This adds more money to the hip pockets of Australians, which may better support discretionary spending, further benefitting SMEs.<\/p>\n<p>There\u2019s also going to be more funding for urgent care clinics, women\u2019s health, and public hospitals.<\/p>\n<p>However, for certain businesses, some cost-of-living woes may be aided by support that includes:<\/p>\n<ul>\n<li>Prompt 20-day payment times for construction industry contractors\/subcontractors who complete work for Government Business Enterprises undertaking major construction activity (e.g., the NBN and Western Sydney Airport projects)<\/li>\n<li>A pause of indexation on draught beer excise and excise equivalent customs duty rates for alcohol producers and the hospitality sector<\/li>\n<li>An increase in support available under the current excise remissions scheme for alcoholic beverage manufacturers<\/li>\n<li>A Wine Equalisation Tax Producer rebate, that\u2019s estimated to lower receipts by $165 million over five years<\/li>\n<li>The provision of $18 million for creditor assistance payments to support eligible businesses affected by the Whyalla Steelworks administration<\/li>\n<li>Energy bill relief, as listed below<\/li>\n<\/ul>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_Cost-of-living_1400x500.png 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"\/><\/figure>\n<h2>Energy bill relief<\/h2>\n<p>According to the MYOB Bi-Annual Business Monitor survey of more than 1,000 Australian SMEs, one of the top 3 pressures for business owners this year is their cost of utilities, with 35% of respondents identifying this as a stressor.<\/p>\n<p>This means SMEs are likely to welcome the government\u2019s extension of the Energy Bill Relief initiative.<\/p>\n<p>The $150 in energy rebates that applied to electricity bills per quarter were part of last year\u2019s budget, and are now being extended for individuals and small businesses until the end of 2025.<\/p>\n<p>That means around one million eligible small businesses will receive up to $150 in rebates directly off their bills ($75 per quarter).<\/p>\n<p>This investment will cost the government $1.8 billion according to its forward estimates.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_tradeConstruction_1400x500-1024x366.png\" alt=\"Federal Budget 2025\" class=\"wp-image-49460\" srcset=\"https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_tradeConstruction_1400x500-1024x366.png 1024w, https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_tradeConstruction_1400x500-300x107.png 300w, https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_tradeConstruction_1400x500-768x274.png 768w, https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_tradeConstruction_1400x500.png 1400w\" sizes=\"(max-width: 1024px) 100vw, 1024px\"\/><\/figure>\n<h2>Investment in skills and education<\/h2>\n<p>There wasn\u2019t a whole lot announced in this area, but the new budget does include a doubling of the current maximum incentive payments for eligible housing construction apprentices from $5,000 to $10,000, which should assist builders and other construction industry firms.<\/p>\n<p>Plus, the federal government is investing $3.4 million to establish a business mentoring and coaching program for First Nations businesswomen and entrepreneurs.<\/p>\n<p>They\u2019re also putting $23.9 million into strengthening the Indigenous Procurement Policy to boost opportunities for First Nations businesses to grow and create jobs.<\/p>\n<h2>Regulatory relief and some loan support<\/h2>\n<p>While it was already partially funded, the Treasurer noted that his budget includes $12 million over four years to \u201csupport and protect small business\u201d with the money allocated to:<\/p>\n<ul>\n<li>$7.1 million over two years for the ACCC to strengthen regulatory oversight of the Franchising Code of Conduct, including extending protections from Unfair Contract Terms and Unfair Trading Practices<\/li>\n<li>$3 million for ASIC to target the enforcement of illegal phoenixing, especially in the construction sector (phoenixing is illegally closing a business to avoid debts and then restarting another business under a new name in order to continue trading)<\/li>\n<li>$1.2 million partnership with White Box Enterprises to create a Social Enterprise Loan Fund that can offer small loans to social enterprises<\/li>\n<li>$0.8 million funding for Treasury to develop and consult on options to extend unfair trading practice protections for SMEs to help address the power imbalances that can arise when they deal with big businesses<\/li>\n<\/ul>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/pulse-uploads.myob.com\/uploads\/2025\/03\/FB25_accountants_1400x500-1024x366.png\" fair<\/h2>\n<p>The federal government has committed to spending $20 million on a \u201cBuy Australian\u201d campaign in 2025\/26 to encourage Australians to buy locally-produced goods and services. An MYOB consumer survey from late last year found 61% will pay more for an Australian product or service \u2013 a promising sign for Australian SMEs.<\/p>\n<p>The government is also going to help Australians have more scope to become entrepreneurs and earn more each year by banning the use of non-compete clauses for low- and middle-income workers who earn less than the high-income threshold ($175,000 currently).<\/p>\n<p>This year\u2019s federal budget brings a range of changes aimed at shaping a more affordable Australia.<\/p>\n<p>Yet, the measures to support Australian businesses may not be as forthcoming as SMEs would have hoped.
