This move follows <a href=\"https:\/\/thecollegeinvestor.com\/55172\/lawsuit-filed-over-blocked-student-loan-repayment-plans\/\" target=\"_blank\" class=\"\">legal pressure from the American Federation of Teachers<\/a> and the Student Borrower Protection Center, who filed a lawsuit and emergency motion seeking to restore access to federally mandated repayment and forgiveness programs.<\/p>\n<p>While borrowers will now be able to submit new applications, the department has confirmed that <strong>it will not begin processing them<\/strong>. That means millions of borrowers hoping to reduce their monthly payments or make progress toward <a href=\"https:\/\/thecollegeinvestor.com\/22857\/public-service-loan-forgiveness\/\" target=\"_blank\" class=\"\">Public Service Loan Forgiveness (PSLF)<\/a> will remain stuck in place for now, unable to move forward or get credit for time served.<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-195d0280ab7\">\n<h2 class=\"\">Legal Pressure Forces Partial Reversal<\/h2>\n<p>The Department&rsquo;s decision to reinstate the application process is a direct response to mounting legal challenges. <\/p>\n<p>In a hearing this week, Department of Justice lawyers representing the Education Department told a federal court that IDR application forms would be restored. This came after AFT filed for a temporary restraining order, arguing that the government had unlawfully shut down access to <a href=\"https:\/\/thecollegeinvestor.com\/32756\/best-student-loan-repayment-plan\/\" target=\"_blank\" class=\"\">repayment plans<\/a> that Congress requires to be available.<\/p>\n<p>While the move is seen as progress, advocates were quick to point out that applications still won&rsquo;t be reviewed or processed anytime soon.<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-195d0280ab8\">\n<h2 class=\"\">What&#8217;s Stopping Application Processing?<\/h2>\n<p>The <a class=\"\" href=\"https:\/\/thecollegeinvestor.com\/54223\/department-of-education-removes-idr-repayment-form\/\" target=\"_blank\">Department of Education removed the IDR Application<\/a> due to an injunction from the 8th Circuit Court related to the ongoing SAVE Lawsuit. The concern specifically relates to Question 2 on the IDR Application:&nbsp;<em>Choose a plan and then continue to Item 3: (Recommended) I want the income-driven repayment plan with the lowest monthly payment, SAVE (formerly known as REPAYE), IBR, PAYE, and ICR.<\/em><\/p>\n<\/div>\n<div class=\"thrv_wrapper tve_image_caption\" data-css=\"tve-u-195d02d6915\"><span class=\"tve_image_frame\"><img decoding=\"async\" class=\"tve_image wp-image-55546\" alt=\"IDR Application Question 2 | Source: Department of Education\" data-id=\"55546\" width=\"348\" data-init-width=\"348\" height=\"140\" data-init-height=\"140\" title=\"IDR Application Question 2\" loading=\"lazy\" src=\"https:\/\/thecollegeinvestor.com\/wp-content\/uploads\/2025\/03\/IDR-Application-Question-2.png\" data-width=\"348\" data-height=\"140\" style=\"aspect-ratio: auto 348 \/ 140\"><\/span><\/div>\n<div class=\"thrv_wrapper thrv_text_element\">\n<p>At issue is borrowers who fill out the application can select a repayment plan that&#8217;s barred by the injunction: either choosing &#8220;Recommended&#8221; or &#8220;SAVE&#8221;. These options cannot be processed, and given the workload of loan servicers, it&#8217;s rumored that the Department of Education simply blocked the plan application in order to split the application apart &#8211; eventually creating an individual form for each repayment plan.<\/p>\n<p>That would allow the valid plans to be processed without causing undue workload.<\/p>\n<p>Now that applications will be restarted, it&#8217;s likely to create a large processing queue since <a href=\"https:\/\/thecollegeinvestor.com\/9892\/the-complete-list-of-federal-student-loan-servicers\/\" target=\"_blank\">loan servicers<\/a> will be required to look at each application and reject ineligible ones, while processing ones that are eligible (once processing even resumes). &nbsp;<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-195d0280ab8\">\n<h2 class=\"\">Borrowers Trapped In Limbo<\/h2>\n<p>For borrowers already enrolled in IDR plans or trying to switch into them, the delay has real consequences. <\/p>\n<p>Some are <a href=\"https:\/\/thecollegeinvestor.com\/54983\/student-loan-bills-rise-due-to-idr-processing-freeze\/\" target=\"_blank\" class=\"\">reporting massive increases in monthly bills<\/a>, jumping from a few hundred dollars to nearly $1,000, because they cannot recertify their income. Others are frozen in <a href=\"https:\/\/thecollegeinvestor.com\/47424\/administrative-forbearance\/\" target=\"_blank\" class=\"\">administrative forbearance<\/a> under the SAVE plan, unable to switch into an alternative IDR plan or continue earning progress toward PSLF.<\/p>\n<\/div>\n<div class=\"thrv_wrapper thrv_text_element\" data-type=\"\" data-css=\"tve-u-195d0280aba\">\n<h2 class=\"\">What To Expect<\/h2>\n<p>While the reappearance of IDR application forms is a first step, the broader problems remain unresolved. More than one million borrowers are currently in limbo, either waiting for applications to be processed or unable to access <a href=\"https:\/\/thecollegeinvestor.com\/578\/ways-to-get-student-loan-forgiveness\/\" target=\"_blank\" class=\"\">student loan forgiveness programs<\/a> at all.<\/p>\n<p>The next court hearing is scheduled for April 17, and the Department has not committed to a timeline for restarting application reviews or correcting borrower accounts. MOHELA posted a message that <a href=\"https:\/\/thecollegeinvestor.com\/55261\/fsa-extends-idr-recertification-until-2026\/\" target=\"_blank\" class=\"\">FSA has directed those currently enrolled in IDR plans to have their recertification dates postponed<\/a>, but other servicers have been lacking in that communication.<\/p>\n<p>For now, the message to borrowers is clear: You can apply but
