Hanscom is owned and operated by Massport, a public authority that also owns Logan International Airport in Boston, the region\u2019s largest commercial airport, and Worcester Airport.<\/p>\n<p>Hanscom Field is located in Bedford, Concord, Lexington, and Lincoln, Massachusetts\u2014communities renowned as the location of the first skirmishes in the American Revolutionary War in 1775. This April, as the Commonwealth celebrates the 250th anniversary of the \u201cshot heard \u2019round the world,\u201d activists across the state will be celebrating a year of organizing since 20 activists were arrested for occupying the tarmac and temporarily closing the airfield in protest of the expansion.<\/p>\n<p>Frequent fliers in and out of Hanscom include billionaire Robert Kraft, owner of the New England Patriots, and John Henry, the billionaire owner of the Boston Red Sox and the <em>Boston Globe<\/em>, the region\u2019s largest newspaper. In October 2023, the <em>Globe<\/em> ran a <a href=\"https:\/\/www.bostonglobe.com\/2023\/10\/03\/science\/billionaires-climate-pollution-hanscom-travel\/\" target=\"_blank\" rel=\"noreferrer noopener\">front-page story<\/a> with the headline, \u201cBillionaires are responsible for large amounts of climate pollution from Hanscom, a new report finds.\u201d<\/p>\n<p>The fate of the airport expansion lies with the Massport board. Massachusetts Governor Maura Healy has not taken a position, waiting for the environmental review process to play out. A statewide <a href=\"https:\/\/www.stopprivatejetexpansion.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">coalition<\/a> of more than 100 organizations opposes the expansion, arguing that the proposed hangars will lead to increased jet operations and dramatic increases in greenhouse gas emissions.<\/p>\n<p>After the <a href=\"https:\/\/www.noaa.gov\/news\/2024-was-worlds-warmest-year-on-record\" target=\"_blank\" rel=\"noreferrer noopener\">hottest two years on record<\/a>, private jets are under renewed scrutiny as one of the most carbon-polluting modes of transportation in the world. A <a href=\"https:\/\/www.nature.com\/articles\/s43247-024-01775-z\" target=\"_blank\" rel=\"noreferrer noopener\">new international<\/a> study from Sweden found that carbon dioxide emissions from private jet travel surged 46 percent between 2019 and 2023, with 68.7 percent of the private jets registered in the United States. In 2023, direct private jet emissions were 15.6 tons, with an average of 3.6 tons per flight.<\/p>\n<div id=\"current-issue-block_86c04b32e14456ab8c58e2c00212ab6a\" class=\"current-issue  float-l-w-2\">\n<h4 class=\"current-issue__title\">\n                    Current Issue<br \/>\n            <\/h4>\n<p>    <a href=\"https:\/\/www.thenation.com\/issue\/april-2025-issue\/\" class=\"current-issue__cover\"><br \/>\n        <img decoding=\"async\" src=\"https:\/\/www.thenation.com\/wp-content\/uploads\/2025\/03\/cover2504.jpg\" alt=\"Cover of April 2025 Issue\"\/><br \/>\n    <\/a><\/p>\n<\/div>\n<p>The Swedish <a href=\"https:\/\/www.nature.com\/articles\/s43247-024-01775-z\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> found that only 0.003 percent of the population use private jets, around 256,000 people worldwide. Each of them produces nearly 500 times more carbon dioxide in a year than the average citizen. The study also found that half the flights (47.4 percent) were shorter than 311 miles, and \u201cflight pattern analysis confirms extensive travel for leisure purposes, and for cultural and political events.\u201d An October 2023 <a href=\"https:\/\/ips-dc.org\/report-hanscom-high-flyers\/\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> that I co-authored found that at least half the private jet flights out of Hanscom go to recreation destinations like Nantucket, Martha\u2019s Vineyard, or the Super Bowl.<\/p>\n<p>Private equity investor Jeffrey Leerink, of Leerink Partners, is one of the two lead private developers of the Hanscom expansion. For years, Leerink has served as a close private-equity adviser to Steward Health Care and its <a href=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2024\/09\/steward-hospitals\/flights\/\" target=\"_blank\" rel=\"noreferrer noopener\">billionaire owner, Ralph de la Torre<\/a>, disgraced for his milking cash from the hospital chain while buying yachts and jets.<\/p>\n<p>Leerink helped de la Torre <a href=\"https:\/\/leerink.com\/transaction\/steward-health-care-sale-of-utah-health-care-sites-to-centura-health\/\" target=\"_blank\" rel=\"noreferrer noopener\">unload a group of failing<\/a> Utah hospitals in 2023 and is one of the investment bankers embroiled in the Steward bankruptcy that threatens the future of hospital services for thousands of Massachusetts residents. Leerink, and his development partner, Norwood Cadillac dealer Michael Argiros, have no prior experience with aviation.<\/p>\n<p>The private jet lobby and its billionaire clients are used to getting their way, especially with public airport authorities that have been effectively captured by the aviation industry and view their role as promoting a rapidly expanding aviation sector. But a statewide coalition, <a href=\"http:\/\/www.stopprivatejetexpansion.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stop Private Jet Expansion at Hanscom or Anywhere<\/a> (SPJE), has aggressively challenged Massport and Leerink\u2019s Runway Realty Ventures LLC at every step along the way.<\/p>\n<p>As part of their campaign, over a dozen <a href=\"https:\/\/www.stopprivatejetexpansion.org\/municipal-campaign\" target=\"_blank\" rel=\"noreferrer noopener\">cities and towns<\/a> from across the Commonwealth have passed resolutions to reject the proposed expansion, and over 14,000 individuals have signed a petition to the governor urging her to halt the proposal. In April 2024, 20 protesters from Extinction Rebellion <a href=\"https:\/\/www.bjtonline.com\/business-jet-news\/protesters-interrupt-operations-at-hanscom-field\" target=\"_blank\" rel=\"noreferrer noopener\">blocked operations<\/a> at Hanscom, demonstrating that activists are prepared to engage in nonviolent direct action to stop the project if the expansion proceeds.<\/p>\n<p>In the last eight months, the anti-expansion campaigners have turned the tables on the powerful private jet lobby.<\/p>\n<section aria-hidden=\"true\" class=\"ad fullwidth-ad contained row position-relative ad-block alignfull \">\n            <!--Ad policy starts here--><br \/>\n                    <a href=\"http:\/\/www.thenation.com\/advertising-policy\" class=\"mid-ad-policy\">Ad Policy<\/a><br \/>\n                <!--Ad policy ends here--><\/p>\n<\/section>\n<p><strong>Endangering National Treasures.<\/strong> In May 2024, because of the threat of the proposed Hanscom private jet expansion, the National Trust for Historic Preservation designated Minute Man National Historical Park, Walden Pond, and nearby landmarks as one of <a href=\"https:\/\/www.nbcboston.com\/news\/local\/concord-massachusetts-historic-preservation\/3355905\/\" target=\"_blank\" rel=\"noreferrer noopener\">America\u2019s 11 Most Endangered Historic Places<\/a>, thereby bringing national attention to these ill-conceived private jet plans. <\/p>\n<p><strong>Responding to Developers\u2019 Environmental Proposal.<\/strong> Earlier in 2024, Leerink\u2019s team of developers submitted an <a href=\"https:\/\/www.stopprivatejetexpansion.org\/proposed-development#:\" target=\"_blank\" rel=\"noreferrer noopener\">environmental proposal<\/a> for the Hanscom expansion to the Commonwealth that was replete with fantastic and shoddy claims and projections. Leerink\u2019s team declared that their 522,000-square-foot proposed hangar expansion to house 66 to 79 additional private jets would decrease private jet operations at Hanscom and would actually <em>reduce <\/em>emissions. But <a href=\"https:\/\/drive.google.com\/file\/d\/1v4N46NWduZaQ3kzWtGpZTrLebDSO-YBc\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">independent research<\/a> conducted by Industrial Economics Inc. found the opposite: that the Hanscom expansion would add approximately 6,000 private jet flights a year, adding around 150,000 tons of carbon dioxide annually over current levels.<\/p>\n<section id=\"popular-block_1d5e2e44b4810af8d610010c0fdb9363\" class=\"popular-articles\">\n<div class=\"swiper\">\n<p><h2>Popular<\/h2>\n<p>            <span class=\"swipe-msg\"><span class=\"sr-only\">\u201cswipe left below to view more authors\u201d<\/span>Swipe \u2192<\/span>\n        <\/p>\n<ol class=\"popular-articles__list\">\n<li class=\"popular-articles__list-item swiper-slide\">\n<\/li>\n<li class=\"popular-articles__list-item swiper-slide\">\n<\/li>\n<li class=\"popular-articles__list-item swiper-slide\">\n<\/li>\n<li class=\"popular-articles__list-item swiper-slide\">\n<\/li>\n<\/ol><\/div>\n<\/section>\n<p>Over <a href=\"https:\/\/www.stopprivatejetexpansion.org\/deir\" target=\"_blank\" rel=\"noreferrer noopener\">1,500 public comments<\/a> were submitted to Massachusetts environmental regulators, most overwhelmingly opposed to the project. Many commenters pointed out that if expansion proceeds, private jet emissions from Hanscom alone could <a href=\"https:\/\/static1.squarespace.com\/static\/64395fd2d909ac62f0353c46\/t\/667061e68504ef142c31607a\/1718641126685\/SPJE-DEIRComment_6-11-24_EEA-16654+%281%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">cancel nearly 70 percent<\/a> of the environmental benefits of all the solar photovoltaic (PV) ever installed in Massachusetts and undermine the state\u2019s ambitious climate plans.<\/p>\n<div id=\"cta-block_0666aed3bca5c5916412f459eea9bd45\" class=\"cta float-l-w-2\">\n<p>In June 2024, the state\u2019s top environmental official, Rebecca Tepper, sent the developers back to the drawing board, ruling that Leerink and developers \u201c<a href=\"https:\/\/drive.google.com\/file\/d\/1Mu4gq7PdxPuImX7tDP811zKMNbI_DI0A\/view?usp=sharing\" target=\"_blank\" rel=\"noreferrer noopener\">did not adequately or properly comply with regulations<\/a>.\u201d The developers must submit a revised environmental statement to fill in the large information gaps in their proposal, including responding to the Industrial Economics study. That revised report is still pending, but Massport anticipates a resubmission before the summer of 2025.<\/p>\n<p><strong>Changing the Massport Charter to Address Climate Change.<\/strong>  Activists recognized that part of the problem was Massport, an agency founded in 1956 with the mission of promoting civil aviation and economic growth. They pushed for a fundamental shift in the agency\u2019s charter. In November 2024, the <a href=\"https:\/\/malegislature.gov\/PressRoom\/Detail?pressReleaseId=157\" target=\"_blank\" rel=\"noreferrer noopener\">Massachusetts legislature passed<\/a> a comprehensive climate bill that included an update to Massport\u2019s charter to require the agency to address greenhouse gas emissions from aviation.<\/p>\n<p>The <a href=\"https:\/\/thebedfordcitizen.org\/2024\/11\/barrett-hopes-new-legislation-changes-massport-culture-on-climate\/\" target=\"_blank\" rel=\"noreferrer noopener\">revised charter requires<\/a> the agency to promote \u201cenvironmental protection and resilience, reductions in greenhouse gas emissions, and environmental justice principles\u201d in its decision-making. Massport\u2019s initial charter was written in an era of booming aviation growth, prior to any understanding of climate change.<\/p>\n<p>The legislation, signed by Massachusetts Governor Maura Healey, passed by wide margins in the state Senate with a 38 to 2 vote and House vote of 128 to 17. Most Massachusetts lawmakers understand that private jet expansion at Hanscom is a direct and immediate threat to Massachusetts\u2019s efforts to combat climate change.<\/p>\n<p>Opponents of Hanscom\u2019s expansion are urging Massport and state officials to reject a project that benefits only a tiny sliver of billionaires but sets off a carbon bomb of pollution. They argue that expanding private luxury jet services during a climate emergency is indefensible and irresponsible. Oxfam\u2019s new report, \u201c<a href=\"https:\/\/therealnews.com\/billionaires-spew-more-co2-pollution-in-90-minutes-than-average-person-in-a-lifetime\" target=\"_blank\" rel=\"noreferrer noopener\">Carbon Inequality Kills<\/a>,\u201d observes that \u201cprivate jets and yachts\u2014aren\u2019t just symbols of excess; they\u2019re a direct threat to people and the planet.\u201d<\/p>\n<p>Climate activists worldwide have been calling for an end to new oil, gas, and coal infrastructure as a critical stage in reducing emissions and making the transition to a clean energy economy. In the coming months, the eyes of the world are on Hanscom Field and whether this expansion project will be defeated.<\/p>\n<div id=\"article-end-\" class=\"article-end \">\n<div aria-hidden=\"false\" id=\"article-editor-note\" class=\"article-editor-note-1 tn-editor-none-module\" data-nosnippet=\"\">\n<div class=\"article-editor-note-blocks\" id=\"editor_note\">\n<p><span style=\"\\&quot;font-weight:\"><br \/>Donald Trump\u2019s cruel and chaotic second term is just getting started.
