The mayors\u2019 explanations were interrupted by questions rooted in inaccurate, racist stereotypes about undocumented immigrants, but they stood their ground.\u00a0<\/p>\n<p>\u201cI am here to make sure that the city of Boston is safe,\u201d <a href=\"https:\/\/oversight.house.gov\/hearing\/a-hearing-with-sanctuary-city-mayors\/\" target=\"_blank\" aria-label=\"Link opens in new window (said)\">said<\/a> Mayor Michelle Wu. \u201cOthers may want to bring hell. We are here to bring peace to cities everywhere.\u201d<\/p>\n<p>As the Trump Administration <a href=\"https:\/\/www.washingtonpost.com\/immigration\/2025\/02\/28\/ice-expedited-removal-mass-deportation\/\" target=\"_blank\" aria-label=\"Link opens in new window (prioritizes)\">prioritizes<\/a> mass deportation, it is more important than ever for our local leaders not to yield to <a href=\"https:\/\/www.nytimes.com\/2025\/01\/31\/upshot\/sanctuary-cities-trump-transportation-funds.html?searchResultPosition=1\" target=\"_blank\" aria-label=\"Link opens in new window (intimidation)\">intimidation<\/a>. As part of their efforts to create thriving communities, states, cities, and towns should pass explicit sanctuary policies.\u00a0<\/p>\n<p>Sanctuary refers to a range of local laws and practices, but often includes limits on police cooperation with Immigration and Customs Enforcement (ICE), and access to city services regardless of immigration status.\u00a0<\/p>\n<p>If my seven years of research with women who migrated to the United States for my forthcoming book on immigrant motherhood has taught me anything, it is this: Sanctuary matters. Sanctuary is not perfect. It does not completely shield immigrants from deportation. It draws political backlash. It does not offer a pathway to citizenship. It matters anyway.<\/p>\n<p>First, sanctuary policies make our communities safer. Immigrants, including undocumented people, commit crimes at <a href=\"https:\/\/www.migrationpolicy.org\/content\/immigrants-and-crime\" target=\"_blank\" aria-label=\"Link opens in new window (lower rates)\">lower rates<\/a> than their native-born counterparts. When sanctuary policies are in place, immigrants are <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/0003122420978406\" target=\"_blank\" aria-label=\"Link opens in new window (more likely)\">more likely<\/a> to report violent crimes, rather than avoid the police. Immigrants need to know that encounters with police won\u2019t wrench them from their families and communities.\u00a0\u00a0<\/p>\n<p>Second, sanctuary policies allow undocumented people to work without immediate fear of deportation. There are an estimated <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/10\/21\/most-us-voters-say-immigrants-no-matter-their-legal-status-mostly-take-jobs-citizens-dont-want\/#:~:text=Over%2030%20million%20immigrants%20were,5%25%20of%20all%20workers).\" target=\"_blank\" aria-label=\"Link opens in new window (8.3 million)\">8.3 million<\/a> undocumented workers in the United States who collectively contribute nearly <a href=\"https:\/\/www.americanimmigrationcouncil.org\/research\/mass-deportation\" target=\"_blank\" aria-label=\"Link opens in new window ($23 billion)\">$23 billion<\/a> in Social Security taxes each year. Sanctuary policies allow these undocumented workers to play their vital roles in every corner of our economy with less fear.<\/p>\n<p>One woman I met, Marisol, told me about the fear she lived with after she arrived from El Salvador, fleeing political violence. She imagined being deported back into harm\u2019s way, separated from her children. As she came to understand the protections of the city where she now lived, she sought work at a grocery store. She explained that the city\u2019s sanctuary policies brought \u201ca lot of peace to know that you aren\u2019t protected 100 percent, but there are people who, if something happens to you, they can do something for you.\u201d\u00a0<\/p>\n<p>Marisol and her family could have tried to survive on her husband\u2019s income rather than risk family separation, leaving her job unfilled. But the city\u2019s sanctuary policies left her feeling confident she could get to work safely, allowing her to contribute to her family\u2019s financial stability and the local economy.\u00a0<\/p>\n<p>But this is not just about public safety or economics. Sanctuary policies are about justice and human rights as much as they are about practical benefits.\u00a0<\/p>\n<p>The terms of the immigration debate have changed, shifting further right and drawing on militant, misleading language of an \u201c<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-american-people-against-invasion\/\" target=\"_blank\" aria-label=\"Link opens in new window (invasion)\">invasion<\/a>.\u201d Yet, democracies cannot function without attending to fundamental rights to family, opportunity, and safety. In offering some protection from the deportation regime, sanctuary cities give immigrants a better chance at caring for their families and contributing to healthy, connected communities.<\/p>\n<p>Some argue that this will only place a target on places that declare sanctuary. But staying quiet won\u2019t deter the juggernaut of anti-immigrant federal action coming our way. As historian Timothy Snyder <a href=\"https:\/\/timothysnyder.org\/on-tyranny\" target=\"_blank\" aria-label=\"Link opens in new window (puts it)\">puts it<\/a>, \u201cDo not obey in advance.\u201d<\/p>\n<p>The day after the 2024 election, I spoke to my ninety-nine-year-old grandmother, who fled the Nazis in 1939. This time, she told me, the government wasn\u2019t coming for the Jews. They were coming for the immigrants. This doesn\u2019t have to be a prophecy. We can refuse to repeat history.
