{"id":137117,"date":"2025-03-16T10:08:48","date_gmt":"2025-03-16T10:08:48","guid":{"rendered":"https:\/\/peraltafinancing.com\/advertising\/three-waters-by-another-name-might-be-easier-to-swallow-the-goat-farm\/"},"modified":"2025-03-16T10:08:48","modified_gmt":"2025-03-16T10:08:48","slug":"three-waters-by-another-name-might-be-easier-to-swallow-the-goat-farm","status":"publish","type":"post","link":"https:\/\/fivemor.com\/?p=137117","title":{"rendered":"Three waters by another name might be easier to swallow \u2014 The Goat Farm"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p class=\"sqsrte-large\" style=\"white-space:pre-wrap;\">If there\u2019s a change of government next year,\u00a0<a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/130665420\/ardern-admits-labour-made-a-mistake-with-three-waters-constitutional-clause?rm=a\"><span style=\"text-decoration:underline\">Three Waters is toast<\/span><\/a>.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Which is to say, if the Water Services Entities Bill manages to become the\u00a0<a href=\"https:\/\/www.stuff.co.nz\/national\/politics\/130660392\/a-mistake-controversial-three-waters-entrenchment-clause-to-go?rm=a\"><span style=\"text-decoration:underline\">Water Services Entities Act<\/span><\/a>\u00a0by then, it will be repealed, and if it hasn\u2019t yet been passed, it won\u2019t be.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Which is a bit odd, in a way, since almost every local and central government politician in the country agrees that most of what this package aims to do is badly needed.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">I was down the line the other day, not too far from the\u00a0<a href=\"https:\/\/www.stuff.co.nz\/environment\/99602004\/drinking-water-inquiry-finds-a-culture-of-carelessness-and-complacency\"><span style=\"text-decoration:underline\">poster-town of waterborne disease, Havelock North<\/span><\/a>.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">As I had an early flight the next morning (blame the pilot and author of this column) I stopped into a local supermarket for some breakfast supplies.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Supermarkets are supermarkets, but the thing that struck me about this one was the amount of water on the shelves. Boxes, bottles, and jugs of the stuff. For the locals, drinking water that they\u2019re not scared will kill them has become just another line on the ever-growing weekly supermarket receipt. I suspect that whoever sells home water filters in the area is doing a pretty good trade, too.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Everyone wants clean water. Always has, always will. So why is Three Waters so hard to swallow?<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">For me, it\u2019s not the kaupapa, it\u2019s how it\u2019s been sold. And that starts with the name.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Three Waters is newspeak. People don\u2019t get it. Combined, those two ordinary words sound foreign and odd. To government and public service insiders it might feel like contemporary, clever, slightly academic language. To the rest of us it feels like something designed to keep us out. Three waters? Ok, drinking water, sewage I guess\u2026 irrigation? Or swimming? Wait that\u2019s four. At the weekend, driving through Judith Collins\u2019 electorate, I saw a National Party hoarding promising to repeal five waters.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Names matter when you\u2019re selling things.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">The Americans know this, bless them. Sometimes they go a bit far. I\u2019m not saying we want the next dog licencing law to be called the Cuddly Puppies Roaming Free and Happy Through Flower-filled Meadows Act.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">But we could do better.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">In advertising we know to sell the sizzle, not the sausage.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">So what is the Water Services Entities Bill aka Three Waters really selling?<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Not entities, for a start. Say it out loud right now and the other people in your office or caf\u00e9 will think you\u2019re a weirdo or, worse still, a policy adviser.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Three waters, I think we can agree, is out.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">How about this: The Clean and Affordable Water for All New Zealanders Bill.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Is that what we\u2019re trying to sell? Sounds like it to me.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">It\u2019s hard to argue with a bill like that. Which bit don\u2019t you like? The clean bit? Or the affordable bit?<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">The problems Three Waters is designed to solve won\u2019t go away.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">The bill itself might be toast; maybe the idea just needs to be served up differently.<\/p>\n<\/div>\n\n","protected":false},"excerpt":{"rendered":"<p>If there\u2019s a change of government next year,\u00a0Three Waters is toast.
