Following the drastic action, the administration moved to <a href=\"https:\/\/www.science.org\/content\/article\/nih-slashes-overhead-payments-research-sparking-outrage\" target=\"_blank\" aria-label=\"Link opens in new window (slash funding)\">slash funding<\/a> for indirect research costs down to <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-25-068.html\" target=\"_blank\" aria-label=\"Link opens in new window (15 percent)\">15 percent<\/a> across institutions. This sudden brake, which affected several government agencies, including the National Institutes of Health (NIH), which supports biomedical research, and the National Science Foundation (NSF), which supports non-medical science and engineering research, has prompted an outpouring of criticism and outrage but fell short of that observed during Trump\u2019s first presidency.\u00a0<\/p>\n<p>The funding freeze and cuts to indirect research costs also signal a break from an era of U.S. investment in scientific enterprise that <a href=\"https:\/\/pubs.aip.org\/physicstoday\/article\/73\/5\/40\/824153\/NSF-and-postwar-US-scienceIn-the-early-days-of-NSF\" target=\"_blank\" aria-label=\"Link opens in new window (dates back)\">dates back<\/a> to World War II. At the conclusion of the war, which had prompted research and scientific advances that\u00a0 <a href=\"https:\/\/www.nationalww2museum.org\/war\/articles\/innovating-victory\" target=\"_blank\" aria-label=\"Link opens in new window (helped)\">helped<\/a> the United States prove its mettle as a rising global power, Vannevar Bush, the science and technology adviser to Presidents Roosevelt and Truman, advocated for increased federal government funding for basic research conducted at universities and industrial laboratories. This investment, he argued in his groundbreaking 1945 report, \u201c<a href=\"https:\/\/nsf-gov-resources.nsf.gov\/2023-04\/EndlessFrontier75th_w.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (Science: The Endless Frontier)\">Science: The Endless Frontier<\/a>,\u201d would improve national security and economic prosperity, and cement the U.S.\u2019s status as a global hegemon.\u00a0 Under Truman, the United States <a href=\"https:\/\/www.cell.com\/cell\/fulltext\/S0092-8674(25)00212-0#:~:text=Post%2DWorld%20War%20II%2C%20Mary,of%20dollars%20for%20medical%20research.\" target=\"_blank\" aria-label=\"Link opens in new window (expanded funding)\">expanded funding<\/a> for the NIH and established the NSF in 1950.\u00a0<\/p>\n<p>Since Truman\u2019s administration, subsequent Presidents have continued expanding the NIH and NSF budgets, as Trump\u2019s administration <a href=\"https:\/\/www.aaas.org\/news\/update-age-trump-congress-keeps-boosting-science-funding\" target=\"_blank\" aria-label=\"Link opens in new window (did)\">did<\/a> during his first term. But it wasn\u2019t until the 1980s, when former President Ronald Reagan <a href=\"https:\/\/www.csmonitor.com\/1984\/0403\/040323.html\" target=\"_blank\" aria-label=\"Link opens in new window (increased funding)\">increased funding<\/a> for research and development, that scientific research, especially biomedical research, <a href=\"https:\/\/www.reaganlibrary.gov\/archives\/speech\/executive-order-12591-facilitating-access-science-and-technology\" target=\"_blank\" aria-label=\"Link opens in new window (became)\">became<\/a> an engine of private sector growth.\u00a0\u00a0<\/p>\n<p>The confluence of Reagan\u2019s largesse for basic research, the passage of the 1980 <a href=\"https:\/\/research.wisc.edu\/bayhdole\/\" target=\"_blank\" aria-label=\"Link opens in new window (Bayh-Dole Act)\">Bayh-Dole Act<\/a>, and the Supreme Court\u2019s 1980 decision in <a href=\"https:\/\/supreme.justia.com\/cases\/federal\/us\/447\/303\/\" target=\"_blank\" aria-label=\"Link opens in new window (None)\"><em>Diamond v. Chakrabarty<\/em><\/a>\u2014which allowed companies and individuals to patent human-made living things, like bacteria developed in labs\u2014was instrumental in the growth of private biomedical research. Universities, where the majority of basic biomedical research takes place, became a hotbed for both public and private funding: By 1984, 42 percent of all industry-supported university research went into biotechnology. By 2000, universities across the country had been <a href=\"https:\/\/www.researchgate.net\/publication\/271659580_Assessments_of_technology_transfer_activities_of_US_universities_and_associated_impact_of_Bayh-Dole_Act#pf6:~:text=Also%2C%20Fig.%202,to%20approximately%203%2C380\" target=\"_blank\" aria-label=\"Link opens in new window (awarded)\">awarded<\/a> 3,200 patents.\u00a0<\/p>\n<p>But the passage of Bayh-Dole also precipitated a series of policies that <a href=\"https:\/\/www.csis.org\/blogs\/perspectives-innovation\/legacy-bayh-doles-success-us-global-competitiveness-today#:~:text=In%20essence%2C%20it,development%20(R%26D).\" target=\"_blank\" aria-label=\"Link opens in new window (encouraged)\">encouraged<\/a> further privatization of the fruits of publicly funded research, such as the 2004 Critical Path Initiatives at the U.S. Food and Drug Administration, the 21st Century Cures Act in 2016, and then Vice President Joe Biden\u2019s 2016 <a href=\"https:\/\/medium.com\/cancer-moonshot\/report-of-the-cancer-moonshot-task-force-executive-summary-e711f1845ec\" target=\"_blank\" aria-label=\"Link opens in new window (Cancer Moonshot)\">Cancer Moonshot<\/a>. Such policies have pushed scientists towards entrepreneurship and have left those at the bottom of the food chain, including graduate students and postdocs, in a state of increasing precarity.\u00a0<\/p>\n<p>When viewed within this historical context, the current funding freeze and indirect research cost cuts are a logical endpoint to the cascade of neoliberal policies, especially when the oligarchs who championed Trump\u2019s campaign are now vying to win over his favor in attempts to line their own pockets with government funds. For example, while DOGE is cutting NASA\u2019s budget under the so-called \u201canti-woke\u201d crusade, Musk\u2019s Tesla and SpaceX were <a href=\"https:\/\/abcnews.go.com\/US\/musk-works-slash-federal-spending-firms-received-billions\/story?id=118589121\" target=\"_blank\" aria-label=\"Link opens in new window (awarded)\">awarded<\/a> $18 billion in government funding. Despite the crucial role of the NIH to fund biomedical research and development, biotech industry leaders have been <a href=\"https:\/\/www.statnews.com\/2025\/02\/11\/nih-payment-costs-trump-pharma-industry-biotech\/\" target=\"_blank\" aria-label=\"Link opens in new window (quiet)\">quiet<\/a> about the NIH cuts\u2014an unsurprising response given the industry\u2019s ties with Trump. Pfizer CEO Albert Bourla and Eli Lilly CEO David Ricks, for example, <a href=\"https:\/\/doggett.house.gov\/media\/in-the-news\/financial-times-pfizer-executives-descend-donald-trumps-mar-lago-planning-meeting\" target=\"_blank\" aria-label=\"Link opens in new window (visited)\">visited<\/a> Mar-a-Lago in January to meet with Trump before he was even inaugurated.\u00a0<\/p>\n<p>The biotech sector, where <a href=\"https:\/\/www.statnews.com\/2025\/02\/27\/who-to-know-series-highlights-next-generation-biotech-venture-capital-firms\/\" target=\"_blank\" aria-label=\"Link opens in new window (Silicon Valley heavyweights)\">Silicon Valley heavyweights<\/a> and Secretary of Health and Human Services <a href=\"https:\/\/markets.businessinsider.com\/news\/stocks\/rfk-disclosures-show-holdings-in-crispr-dragonfly-therapeutics-stat-reports-1034256950\" target=\"_blank\" aria-label=\"Link opens in new window (Robert F. Kennedy Jr.)\">Robert F. Kennedy Jr.<\/a> have significant investments, has yet to recover from the <a href=\"https:\/\/www.statnews.com\/2023\/11\/27\/biotech-job-market-slump\/\" target=\"_blank\" aria-label=\"Link opens in new window (ongoing slump)\">ongoing slump<\/a> of the past five years. A 2022 analysis by the National Center for Science and Engineering Statistics <a href=\"https:\/\/ncses.nsf.gov\/pubs\/nsf24332\" target=\"_blank\" aria-label=\"Link opens in new window (shows)\">shows<\/a> that overall federal government funding for basic research has declined over the decades, and that the private sector is stepping up to fill the gap. So it makes sense that biotech profiteers like Bourla and Ricks, and their Silicon Valley counterparts are keen on looting federal research funds to keep their own interests afloat.<\/p>\n<p>DOGE\u2019s gutting of federal research funds has met a surprisingly timid resistance from scientists. In 2017, when Trump <a href=\"https:\/\/www.washingtonpost.com\/news\/to-your-health\/wp\/2017\/05\/22\/trump-budget-seeks-huge-cuts-to-disease-prevention-and-medical-research-departments\/\" target=\"_blank\" aria-label=\"Link opens in new window (first announced)\">first announced<\/a> cuts to scientific research, millions <a href=\"https:\/\/www.nytimes.com\/2017\/04\/22\/science\/march-for-science.html\" target=\"_blank\" aria-label=\"Link opens in new window (took to the streets)\">took to the streets<\/a> under the March for Science. Congress went on to pass a 2017 appropriations bill that <a href=\"https:\/\/www.statnews.com\/2017\/05\/01\/nih-funding-congress-trump\/\" target=\"_blank\" aria-label=\"Link opens in new window (increased)\">increased<\/a> the budgets of the NIH and the National Cancer Institute. The 2018 March for Science, <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2018\/04\/14\/march-science-2018\/517294002\/\" target=\"_blank\" aria-label=\"Link opens in new window (focused)\">focused<\/a> on the climate crisis and environmental issues, saw a <a href=\"https:\/\/www.washingtonpost.com\/local\/march-for-science-returns-to-dc-this-weekend-with-satellite-events-across-the-country\/2018\/04\/12\/f8f29008-3e5d-11e8-974f-aacd97698cef_story.html\" target=\"_blank\" aria-label=\"Link opens in new window (dramatically lower turnout)\">dramatically lower turnout<\/a>; biomedical scientists were conspicuously absent. The pro-science movement also suffered from <a href=\"https:\/\/www.statnews.com\/2017\/04\/20\/march-for-science-not-attending\/\" target=\"_blank\" aria-label=\"Link opens in new window (allegations)\">allegations<\/a> of politicizing science, which led to its fracturing within a year. The March for Science <a href=\"https:\/\/www.cbsnews.com\/news\/after-science-march-advocates-prepare-for-a-marathon\/\" target=\"_blank\" aria-label=\"Link opens in new window (devolved)\">devolved<\/a> into <a href=\"https:\/\/314action.org\/\" target=\"_blank\" aria-label=\"Link opens in new window (314 Action)\">314 Action<\/a>, a super PAC that endorsed and ran scientist candidates for political office, with minor victories. One such <a href=\"https:\/\/314action.org\/candidates\/mark-kelly\/\" target=\"_blank\" aria-label=\"Link opens in new window (victory)\">victory<\/a> was the election of U.S. Senator Mark Kelly, Democrat of Arizona, who currently holds one of the most Trump-aligned <a href=\"https:\/\/www.newsweek.com\/senate-democrats-voting-trump-most-often-2023675\" target=\"_blank\" aria-label=\"Link opens in new window (voting records)\">voting records<\/a> in his party.\u00a0<\/p>\n<p>This time around, the senior scientist stratum is <a href=\"https:\/\/www.statnews.com\/2025\/02\/13\/resistance-organizing-to-trump-executive-orders-on-science\/\" target=\"_blank\" aria-label=\"Link opens in new window (absent)\">absent<\/a> <a href=\"https:\/\/standupforscience2025.org\/faqs\/\" target=\"_blank\" aria-label=\"Link opens in new window (in the fight)\">in the fight<\/a> against DOGE\u2019s funding freeze and research cuts. In February, at the annual American Association for the Advancement of Science (AAAS) conference\u2014the largest congregation of scientists in the United States\u2014senior leaders <a href=\"https:\/\/www.statnews.com\/2025\/02\/17\/aaas-meeting-science-research-trump\/\" target=\"_blank\" aria-label=\"Link opens in new window (provided)\">provided<\/a> diplomatic answers (and without mentioning Trump), while early career researchers tried to agitate around the issue. Such agitation culminated in the Stand Up for Science <a href=\"https:\/\/www.democracynow.org\/2025\/3\/10\/stand_up_for_science_doge_protests\" target=\"_blank\" aria-label=\"Link opens in new window (rallies)\">rallies<\/a> on March 7 across two dozen U.S. cities, with thousands in attendance. But the rallies still did not rise to the 2017 furor against Trump\u2019s attacks on science, and, crucially, <a href=\"https:\/\/standupforscience2025.org\/our-policy-goals\/\" target=\"_blank\" aria-label=\"Link opens in new window (maintained)\">maintained<\/a> that science is apolitical. How can we make sense of this current relatively lackluster response as compared to 2017?<\/p>\n<p>The simple answer is that not all scientists are at risk of losing their livelihoods. The <a href=\"https:\/\/www.science.org\/content\/article\/third-way-becoming-academic-entrepreneur#:~:text=According%20to%20a%20study%20published,captchas%22%20to%20help%20digitize%20books.\" target=\"_blank\" aria-label=\"Link opens in new window (rise)\">rise<\/a> of the \u201cscientist-entrepreneur\u201d has meant that tenured faculty, principal investigators, and scientific leaders increasingly hold <a href=\"https:\/\/www.propublica.org\/article\/federally-funded-health-researchers-disclose-at-least-188-million-in-conflicts-of-interest-can-you-trust-their-findings\" target=\"_blank\" aria-label=\"Link opens in new window (significant investments)\">significant investments<\/a> in the biotech and pharmaceutical industries\u2014and if the government funds being cut for NIH will instead be spent towards helping their own private interests, why would they intervene? Universities, which have a <a href=\"https:\/\/www.chemistryworld.com\/opinion\/scientific-institutions-have-a-long-history-of-anticipatory-obedience\/4020931.article\" target=\"_blank\" aria-label=\"Link opens in new window (track record)\">track record<\/a> of \u201c<a href=\"https:\/\/www.aaup.org\/report\/against-anticipatory-obedience\" target=\"_blank\" aria-label=\"Link opens in new window (anticipatory obedience)\">anticipatory obedience<\/a>,\u201d are <a href=\"https:\/\/www.highereddive.com\/news\/surge-dei-cuts-wave-colleges-ohio-state-upenn-iowa\/741191\/\" target=\"_blank\" aria-label=\"Link opens in new window (acquiescing)\">acquiescing<\/a> to Trump\u2019s anti-woke crusade by disposing of their diversity, equity, and inclusion (DEI) initiatives. Instead of confronting the Trump Administration as they <a href=\"https:\/\/www.motherjones.com\/politics\/2017\/01\/sanctuary-campus-college-dreamers-deportation\/\" target=\"_blank\" aria-label=\"Link opens in new window (did back)\">did back<\/a> in 2017, universities seem more keen on squeezing their workforce by slashing graduate admissions and reducing faculty hiring in response to the indirect research cost cuts. Unsurprisingly then, the frontlines against Trump\u2019s attacks on science are manned by unions who represent workers bearing the brunt of such cuts: graduate students, postdoctoral researchers, and now, federal government employees.\u00a0<\/p>\n<p>The rift within the scientific community is growing, as the material interests of junior scientists and senior scientific leaders diverge amid growing precarity. What\u2019s more, while U.S. government funding for basic research has fallen, China has ramped up its own government investments in the biomedical sector. Between 2004 and 2012, China\u2019s investments<a href=\"https:\/\/www.aaas.org\/taxonomy\/term\/7\/what-if-we-funded-biomedical-research-we-fund-stadiums\" target=\"_blank\" aria-label=\"Link opens in new window ( tripled)\"> tripled<\/a>, while the U.S.\u2019s share of global research funding fell by 13 percent. As the U.S. hegemony that scientific research and its resulting innovation helped shepherd dissolves amid the rise of a multipolar world, the Trump Administration\u2019s crusade against research funding spells the end of Vannevar Bush\u2019s \u201cendless frontier,\u201d if left uncontested. To effectively counter Trump\u2019s attacks on scientific research, we need to abandon the notion that science is apolitical, an idea <a href=\"https:\/\/www.bostonreview.net\/articles\/michael-d-gordin-science-political\/\" target=\"_blank\" aria-label=\"Link opens in new window (rooted)\">rooted<\/a> in the history of anticommunism.
