This article offers unbiased, readable information to help you understand updated auto insurance minimums.<\/p>\n<p>Keep reading to learn about:<\/p>\n<p>Let\u2019s begin with a look at each state and their updated requirements.<\/p>\n<h2 id=\"state-by-state-car-insurance-updates-in-2025\">State-by-State Car Insurance Updates in 2025<\/h2>\n<p>Here, we explore the four states with new minimum insurance requirements.<\/p>\n<h3>California Car Insurance Law Changes<\/h3>\n<p>In 2025, California <em>doubled and tripled<\/em> the amount of liability coverage needed to drive legally, with <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220SB1107\" target=\"_blank\" rel=\"noopener\">Senate Bill 1107.<\/a> And consumers should be aware that under this bill, auto insurance prices will increase again in the future.<\/p>\n<p><strong>California\u2019s minimum liability coverage went from \u201c15\/30\/5\u201d to \u201c30\/60\/15.\u201d<\/strong> That means a driver must have liability coverage that pays up to:<\/p>\n<ul>\n<li>$30,000 for the injury or death of a person<\/li>\n<li>$60,000 for the injury or death of more than one person<\/li>\n<li>And $15,000 worth of coverage for property damage<\/li>\n<\/ul>\n<p><strong>This state\u2019s minimum car insurance requirements will increase again in 2035.<\/strong> At that time, the minimum amounts of required liability insurance will increase by $20,000 and $40,000 for bodily injury or death of one person and all persons, respectively, and by $10,000 for property damage. New totals will be \u201c50\/100\/25,\u201d a decade from now.<\/p>\n<h3>Utah\u2019s Car Insurance Law Changes<\/h3>\n<p>Utah\u2019s 2025 car insurance law changes are <a href=\"https:\/\/le.utah.gov\/~2023\/bills\/static\/HB0113.html\" target=\"_blank\" rel=\"noopener\">revisions to HB 0113<\/a>. <strong>In short, Utah residents must now buy liability coverage of \u201c30\/65\/25.\u201d <\/strong><\/p>\n<p>That is:<\/p>\n<ul>\n<li>$30,000 of liability coverage for bodily injury or death of a person<\/li>\n<li>Up to $65,000 coverage for injury or death of multiple people (this number has not changed)<\/li>\n<li>And $25,000 of liability coverage for property damage<\/li>\n<\/ul>\n<p>This is a smaller, but still meaningful, update to car insurance laws in UT. Previously, they were, \u201c25\/65\/15.\u201d<\/p>\n<p>And remember, Utah is a <a href=\"https:\/\/www.iii.org\/article\/background-on-no-fault-auto-insurance\" target=\"_blank\" rel=\"noopener\">\u201cno fault\u201d insurance state<\/a>, which also requires drivers to carry Personal Injury Protection (PIP) insurance of at least $3,000. This has not changed in 2025.<\/p>\n<h3>North Carolina\u2019s New Auto Insurance Minimums<\/h3>\n<p>North Carolina\u2019s new liability requirements are significant. <strong>NC residents must now carry <\/strong><a href=\"https:\/\/www.qcnews.com\/news\/u-s\/north-carolina\/north-carolina-auto-insurance-requirements-will-change-in-2025\/\" target=\"_blank\" rel=\"noopener\"><strong>\u201c50\/100\/50.\u201d<\/strong><\/a><\/p>\n<p>We\u2019re talking about:<\/p>\n<ul>\n<li>$50,000 liability coverage for injury or death of one person<\/li>\n<li>Up to $100,000 for injuries \/ deaths of several people in one accident<\/li>\n<li>And $50,000 property damage coverage<\/li>\n<\/ul>\n<p>Drivers must also maintain some coverage for uninsured \/ underinsured motorists.<\/p>\n<h3>Virginia\u2019s New Auto Insurance Requirements in 2025<\/h3>\n<p><strong>Virginia state minimum car insurance requirements are also increasing, to \u201c50\/100\/25.\u201d<\/strong> Virginia lawmakers passed this measure in 2021, with <a href=\"https:\/\/legacylis.virginia.gov\/cgi-bin\/legp604.exe?212+sum+SB1182\" target=\"_blank\" rel=\"noopener\">SB1182<\/a>.<\/p>\n<p>VA drivers will now need:<\/p>\n<ul>\n<li>$50,000 coverage for injury or death of one person<\/li>\n<li>Up to $100,000 for injuries \/ fatalities of more than one person in a single accident<\/li>\n<li>And $25,000 liability coverage for damage done to property<\/li>\n<\/ul>\n<p>This is another meaningful increase in coverage, which was \u201c30\/60\/20\u201d in the past.<\/p>\n<p>Now that we\u2019ve covered state-by-state car insurance updates, we can move on to a better understanding of liability coverage on your auto policy.<\/p>\n<h2 id=\"what-is-liability-coverage\">What is Liability Coverage? How Does it Work?<\/h2>\n<p>Liability coverage may be the most expensive part of your auto policy. Its purpose is to cover you, the owner or driver of a vehicle, from paying for harm you might cause to other people or your property.<\/p>\n<h3>What is Covered by the Liability Portion of my Auto Insurance Policy?<\/h3>\n<p>Every state has slightly different laws, with a few nuances. But in general, the liability portion of your auto insurance would help pay for:<\/p>\n<ul>\n<li>Damage to other vehicles, from little fender benders to major accidents<\/li>\n<li>Injuries, doctor bills and medical care for someone injured in an accident you cause<\/li>\n<li>Funeral bills for someone who passes away in an accident you cause<\/li>\n<li>Damage to property outside your vehicle, like fences, landscaping, bicycles and so on<\/li>\n<\/ul>\n<h3>Issues Not Covered by Liability on an Auto Policy<\/h3>\n<p>\u201cLiability only\u201d policies cover only the state minimum requirements to drive legally in your state. They do not pay for:<\/p>\n<ul>\n<li>Damage you cause to your own vehicle in an accident<\/li>\n<li>Theft of your vehicle<\/li>\n<li>A total loss of your vehicle in a fire or flood<\/li>\n<li>Theft of expensive items in your vehicle, like a laptop, purse or guitar<\/li>\n<li>Any damage caused by outside factors, like a tree branch falling on your car<\/li>\n<\/ul>\n<p><strong>Many Lienholders Require More than a Liability-Only Policy<\/strong><\/p>\n<p>If you make a payment on your vehicle, you will need more than a liability-only policy. That\u2019s because the bank or credit union needs to know they\u2019ll be repaid if your vehicle is stolen or totaled. Many insurers offer <a href=\"https:\/\/www.einsurance.com\/car-insurance\/new-car-insurance\/\">new car policies<\/a> or similar packages that will include coverage for collision, theft and so on.<\/p>\n<h3>How Liability Coverage Works<\/h3>\n<p>Liability coverage will only pay up to the coverage limits. That\u2019s why we\u2019re seeing car insurance law changes in 2025.<\/p>\n<p>Thanks to <a href=\"https:\/\/www.imf.org\/en\/Publications\/fandd\/issues\/Series\/Back-to-Basics\/Inflation\" target=\"_blank\" rel=\"noopener\">inflation and rising prices<\/a>, improving technology, increasing medical costs and a generally <a href=\"https:\/\/statmodeling.stat.columbia.edu\/2015\/12\/03\/why-us-litigious\/\" target=\"_blank\" rel=\"noopener\">litigious society<\/a> \u2014 that is, Americans are quick to sue for a fast payout \u2014 car accidents cost more than ever.<\/p>\n<p>And while modern autos are often built with new safety features, they\u2019re also faster, and in some cases heavier, than vehicles in our past. Ultimately, they can cause more damage, which costs even more to repair.<\/p>\n<p>Remember, the liability part of your insurance will only ever pay up to the policy limits. Sometimes these insurance concepts are best illustrated with a story, so let\u2019s imagine a scenario now.<\/p>\n<h3>Liability Claims &amp; Limits: Traci\u2019s Story<\/h3>\n<p>Traci is a middle-aged mom on her way home from work in Virginia. She\u2019s driving her older commuter vehicle, a 2005 Nissan Altima, valued at $3,000. This car has been paid off a long time, and she only maintains the state minimum car insurance requirements, of \u201c50\/100\/25.\u201d<\/p>\n<p>Somewhere ahead, a deer dashes on to the road. Just in front of Traci, a brand-new Toyota Camry, valued at $40,000, slams on their brakes. Traci rear-ends the vehicle quite hard, jostling the family inside and causing considerable damage to both cars, and injuring Traci\u2019s neck.<\/p>\n<p>The drivers pull off to the side of the road and exchange insurance information. While no one in the Camry seems badly hurt, they head off to the emergency room, just in case.<\/p>\n<p>Traci\u2019s liability insurance will cover:<\/p>\n<ul>\n<li>The medical costs of the family in the Camry, up to $100,000<\/li>\n<li>The damage caused to the Camry, up to $25,000<\/li>\n<\/ul>\n<p>It will not cover:<\/p>\n<ul>\n<li>Damage to Traci\u2019s Nissan<\/li>\n<li>Traci\u2019s neck injuries<\/li>\n<\/ul>\n<p>Ultimately, Traci\u2019s Nissan is totaled, because repair costs are more than the value of the car. The Camry is repaired and the family\u2019s ER visit is covered. They don\u2019t get to sue Traci in court, because they didn\u2019t suffer any monetary losses.<\/p>\n<p><strong>When Liability Coverage Falls Short<\/strong><\/p>\n<p>Now, imagine that story differently.<\/p>\n<p>Imagine all four people in the Escalade are badly hurt. They all need ambulance rides, immediate surgeries, ongoing medical care and physical therapy.<\/p>\n<p>In that case, Traci\u2019s $100,000 liability may or may not be enough coverage. The Camry family will be able to sue Traci for their losses. And ultimately, that\u2019s why state minimum auto insurance laws are changing now.<\/p>\n<h2 id=\"why-state-minimum-auto-insurance-requirements-are-changing\">Why State Minimum Auto Insurance Requirements are Changing<\/h2>\n<p>As we mentioned above, issues like inflation and rising repair costs, more advanced vehicles, heavier and faster vehicles, and a \u201csue happy\u201d society, all lead to financial ruin when drivers don\u2019t have enough liability insurance.<\/p>\n<p><strong>Even with the minimum requirements covered, the losses of others can still lead to a lawsuit for at-fault drivers.<\/strong><\/p>\n<h2 id=\"the-impact-of-new-insurance-laws-on-premiums\">The Impact of New Insurance Laws on Premiums<\/h2>\n<p><strong>If you live in CA, VA, UT or NC, your auto insurance premiums will almost certainly increase.<\/strong> The only exceptions may be if you already purchase more than the state minimum of insurance or have many policies with one insurer.<\/p>\n<p>However, you can think of it this way: you\u2019re paying a bit more for insurance, but you have more coverage in case of an accident. The chance that you\u2019ll get sued and lose everything is smaller.<\/p>\n<p>That\u2019s the \u201cupside.\u201d On the downside, the increasing costs of insurance may bring some financial hardship to consumers, especially in the challenging economy we\u2019re enduring in January 2025. However, if you have several vehicles and some full coverage policies, you can save some money by increasing your deductibles.<\/p>\n<p>Of course, higher deductibles mean increased out-of-pocket costs after an accident.<\/p>\n<p>That means you should be comfortable paying any new deductible.<strong> So, if you don\u2019t keep $5,000 in the bank, don\u2019t select a $5,000 deductible!<\/strong> Also, remember that lienholders \u2014 banks, credit unions, etc. \u2014 usually stipulate drivers must buy a policy with a certain deductible. It may be $500, $1,000, and so on. <strong>You must keep whatever insurance your lienholder describes in your auto loan contract.<\/strong><\/p>\n<h3>Update your Policy with New Discounts<\/h3>\n<p>Some insurers offer various discounts for teachers, nurses, insurance agents, good students, and so on. Contact your insurance agent to ask about any possible discounts you might be missing, especially if you made career changes recently and didn\u2019t think to inform your insurer.<\/p>\n<h3>Whittle Down the Bells and Whistles<\/h3>\n<p>Read your auto insurance policy closely. Ask yourself, \u201cDo I need each of these coverages?\u201d<\/p>\n<p>For instance, if you own three vehicles, maybe you don\u2019t need rental car coverage on all of them.
