The Eaton and Palisades fires reveal how vulnerable and interdependent we all are. The people of Los Angeles have <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/los-angeles-wildfires-community-donations-volunteers-step-up-rcna187495\" target=\"_blank\" aria-label=\"Link opens in new window (risen)\">risen<\/a> to support their newly displaced neighbors, while <a href=\"https:\/\/www.gov.ca.gov\/2025\/01\/21\/heres-all-the-actions-governor-newsom-has-taken-in-response-to-the-los-angeles-fires\/\" target=\"_blank\" aria-label=\"Link opens in new window (state)\">state<\/a> and <a href=\"https:\/\/mayor.lacity.gov\/news\/mayor-bass-issues-sweeping-executive-order-clear-way-angelenos-rebuild-their-homes-fast\" target=\"_blank\" aria-label=\"Link opens in new window (local)\">local<\/a> elected officials <a href=\"https:\/\/www.gov.ca.gov\/2025\/01\/13\/governor-newsom-proposes-billions-in-new-funding-for-l-a-firestorm-response-and-recovery\/\" target=\"_blank\" aria-label=\"Link opens in new window (took)\">took<\/a> immediate steps and promised funding and resources to help rebuild devastated communities and attend to immediate needs.\u00a0<\/p>\n<p>This high-speed, dramatic destruction of homes is worsening a <a href=\"https:\/\/www.hrw.org\/report\/2024\/08\/14\/you-have-move\/cruel-and-ineffective-criminalization-unhoused-people-los-angeles#2258\" target=\"_blank\" aria-label=\"Link opens in new window (housing shortage)\">housing shortage<\/a> that has been building in the region for years. Before the fires, Los Angeles already had a documented shortfall of 500,000 affordable housing units. About <a href=\"https:\/\/www.lahsa.org\/news?article=927-lahsa-releases-results-of-2023-greater-los-angeles-homeless-count#:~:text=LOS%20ANGELES%20%E2%80%93%20The%202023%20Greater,to%20an%20estimated%2046%2C260%20people.\" target=\"_blank\" aria-label=\"Link opens in new window (75,000 people)\">75,000 people<\/a> in Los Angeles County officially count as unhoused, while hundreds of thousands more <a href=\"https:\/\/planning.lacity.gov\/odocument\/61ab9df9-21ba-4a18-afe1-5774fe645077\/Chapter_1_-_Needs_Assessment.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (live)\">live<\/a> in overcrowded apartments, <a href=\"https:\/\/planning.lacity.gov\/odocument\/61ab9df9-21ba-4a18-afe1-5774fe645077\/Chapter_1_-_Needs_Assessment.pdf\" target=\"_blank\" aria-label=\"Link opens in new window (pay more)\">pay more<\/a> than they can afford in rent, or bounce between temporary situations in hotels or on friends\u2019 couches. Houselessness and housing insecurity are <a href=\"https:\/\/www.hrw.org\/report\/2024\/08\/14\/you-have-move\/cruel-and-ineffective-criminalization-unhoused-people-los-angeles#2258\" target=\"_blank\" aria-label=\"Link opens in new window (heavily concentrated)\">heavily concentrated<\/a> among Black and brown residents, whose rate of home ownership is <a href=\"https:\/\/www.redfin.com\/news\/homeownership-rate-black-white-gap-2022\/\" target=\"_blank\" aria-label=\"Link opens in new window (substantially less)\">substantially less<\/a> than that of white residents.\u00a0<\/p>\n<p>The fires worsened these existing problems. They <a href=\"https:\/\/www.latimes.com\/california\/story\/2025-02-21\/real-estate-losses-from-palisades-and-eaton-fires-top-30-billion\" target=\"_blank\" aria-label=\"Link opens in new window (destroyed)\">destroyed<\/a> an estimated 12,500 housing units.\u00a0 Many people displaced by the fires will become unhoused. Those with more resources will rebuild or find new homes. Many will relocate to less expensive areas, but by doing so may drive up housing prices and displace others.\u00a0<\/p>\n<p>Many people who <a href=\"https:\/\/calmatters.org\/environment\/wildfires\/2025\/01\/la-fires-workers-lost-jobs\/\" target=\"_blank\" aria-label=\"Link opens in new window (worked)\">worked<\/a> in fire damaged areas have lost income and the ability to pay rent. Yet the Los Angeles city council has\u00a0<a href=\"https:\/\/laist.com\/news\/housing-homelessness\/los-angeles-fire-eviction-protections-proposal-vote\" target=\"_blank\" aria-label=\"Link opens in new window (resisted)\">resisted<\/a> an effort to\u00a0<a href=\"https:\/\/drive.google.com\/file\/d\/1TelgjGUaPf2wYFk6cPnx-V08xr_0imNK\/view\" target=\"_blank\" aria-label=\"Link opens in new window (protect)\">protect<\/a> tenants from evictions due to the extended impacts of the fires. Los Angeles County is <a href=\"https:\/\/laist.com\/news\/housing-homelessness\/los-angeles-county-wildfire-eviction-protection-horvath\" target=\"_blank\" aria-label=\"Link opens in new window (closer)\">closer<\/a> to passing an\u00a0<a href=\"https:\/\/lindseyhorvath.lacounty.gov\/fire-eviction-protections\/#:~:text=The%20motion%20provides%20temporary%20eviction,directed%20toward%20rent%20relief%20countywide.\" target=\"_blank\" aria-label=\"Link opens in new window (eviction protection)\">eviction protection<\/a> bill.<\/p>\n<p>The trauma of this event will continue to unfold for years, and those experiencing it deserve our full support and compassion. But so do all people living on the streets, as each has their own traumatic story of loss.\u00a0<\/p>\n<p>A recent Human Rights Watch <a href=\"https:\/\/www.hrw.org\/report\/2024\/08\/14\/you-have-move\/cruel-and-ineffective-criminalization-unhoused-people-los-angeles#2258\" target=\"_blank\" aria-label=\"Link opens in new window (report)\">report<\/a> on the criminalization of unhoused people documented many of those stories. One woman lost her home when her husband\u2019s business failed and then he died. Another left her home to <a href=\"https:\/\/www.axios.com\/local\/san-francisco\/2024\/01\/22\/california-homelessness-domestic-violence\" target=\"_blank\" aria-label=\"Link opens in new window (escape)\">escape<\/a> an abusive partner. Another woman, whose physical disabilities prevented her from working, was <a href=\"https:\/\/invisiblepeople.tv\/the-vicious-cycle-of-disability-and-homelessness\/\" target=\"_blank\" aria-label=\"Link opens in new window (evicted)\">evicted<\/a> for allowing her unhoused niece to move in with her.<\/p>\n<p>There have been\u00a0<a href=\"https:\/\/localhousingsolutions.org\/housing-policy-case-studies\/los-angeles-proposition-hhh\/\" target=\"_blank\" aria-label=\"Link opens in new window (efforts to help)\">efforts to help<\/a> unhoused people and to build or preserve more housing, but never meeting the need or the scope of this long-running disaster. Instead of treating unhoused people with grace and dignity, the <a href=\"https:\/\/www.hrw.org\/report\/2024\/08\/14\/you-have-move\/cruel-and-ineffective-criminalization-unhoused-people-los-angeles#2258\" target=\"_blank\" aria-label=\"Link opens in new window (most prominent policy)\">most prominent policy<\/a> in Los Angeles, in California, and across the country has been criminalization. Criminalization of the unhoused means ticketing and arresting people for crimes related to their unhoused status, as well as Sanitation Department sweeps that systematically destroy property belonging to unhoused people.\u00a0<\/p>\n<p>In June, the U.S. Supreme Court <a href=\"https:\/\/afj.org\/article\/the-supreme-court-just-criminalized-homelessness\/\" target=\"_blank\" aria-label=\"Link opens in new window (approved)\">approved<\/a> the unrestrained criminalization of unhoused people. In the case, <em>City of Grants Pass v. Johnson<\/em>, the high court overturned a <a href=\"https:\/\/law.justia.com\/cases\/federal\/appellate-courts\/ca9\/15-35845\/15-35845-2018-09-04.html\" target=\"_blank\" aria-label=\"Link opens in new window (Ninth Circuit ruling)\">Ninth Circuit ruling<\/a> that forbade local governments from enforcing laws against unhoused people existing in public, unless there was sufficient shelter, housing, or some other place for them to go within the jurisdiction. The new rule allows enforcement whether or not the unhoused person has any other option.\u00a0<\/p>\n<p>Since this ruling, California Governor\u00a0Gavin Newsom has vigorously <a href=\"https:\/\/www.gov.ca.gov\/2024\/07\/25\/governor-newsom-orders-state-agencies-to-address-encampments-in-their-communities-with-urgency-and-dignity\/\" target=\"_blank\" aria-label=\"Link opens in new window (encouraged)\">encouraged<\/a> state and local officials to enforce laws to clear encampments and drive unhoused people from sight. Within months of the ruling, dozens of California cities either <a href=\"https:\/\/calmatters.org\/housing\/homelessness\/2024\/09\/camping-ban-ordinances\/\" target=\"_blank\" aria-label=\"Link opens in new window (passed)\">passed<\/a> new laws criminalizing unhoused people or renewed enforcement of existing laws. States including Georgia, Texas, and Florida are enacting far-reaching bans on sleeping or staying in public. Despite Los Angeles Mayor Karen Bass saying she opposes criminalization, city officials continue to <a href=\"https:\/\/www.pressdemocrat.com\/article\/news\/this-big-city-mayor-swore-not-to-criminalize-homelessness-a-new-report-say\/\" target=\"_blank\" aria-label=\"Link opens in new window (ticket)\">ticket<\/a> unhoused people and <a href=\"https:\/\/www.hrw.org\/news\/2024\/09\/13\/destroying-encampments-isnt-solution-houselessness\" target=\"_blank\" aria-label=\"Link opens in new window (destroy)\">destroy<\/a> encampments.<\/p>\n<p>Victims of the recent fires, both those unhoused as an immediate result and those who become unhoused as the impacts unfold, will be subject to these cruel policies that do nothing to solve the crisis of homelessness.\u00a0<\/p>\n<p>We should redouble our efforts to help those impacted by the fires, including assistance in rehousing, eviction controls, and protections against predatory behavior.
