Even as it was happening on Friday, the Oval Office blowup between President\u00a0Donald Trump,<\/strong>\u00a0Vice President\u00a0JD Vance,<\/strong>\u00a0and Ukrainian president\u00a0Volodymyr Zelenskyy<\/strong>\u00a0was being cast as one of America\u2019s darkest moments on the world stage. The televised dress down of an embattled democratic ally sent an undeniable signal that Trump\u2019s long history of flirting with\u00a0Vladimir Putin<\/strong>\u2019s autocratic Russia had gone full tilt\u2014a prelude to\u00a0his announcement Monday evening<\/a>\u00a0that he was pausing all US military aid to Ukraine. On Tuesday afternoon, Zelenskyy\u00a0publicly offered a reset<\/a>\u00a0on the peace process.<\/em><\/p>\n

Perhaps nothing personified the old-guard foreign policy reaction to the Friday meeting more than the image of Secretary of State\u00a0Marco Rubio,<\/strong>\u00a0sitting on the sofa next to a grinning Vance. The tableau instantly became the stuff of memes, body-language expert reactions, and\u00a0<\/em>Saturday Night Live\u00a0cold opens. (Trump, played by\u00a0James Austin Johnson,<\/strong>\u00a0looked at\u00a0Marcello Hern\u00e1ndez<\/strong>\u00a0playing his top diplomat and quipped: \u201cMan, look at Rubio over there, fully dissociating.\u201d)<\/em><\/p>\n

While Rubio was quick to get in line in the days after the Zelenskyy showdown, the historic confrontation did indeed reveal a fault line inside the administration: Rubio is privately frustrated that Trump has effectively sidelined him. According to four prominent Republicans close to the White House, Rubio, who has been a Russia hawk and Ukraine supporter, has told people he is upset by his lack of foreign policy influence despite being, on paper at least, the administration\u2019s top diplomat. One of the sources said they felt as though Rubio is often the last to know when foreign policy decisions are made in the White House.<\/em><\/p>\n

According to Republicans I spoke with, Rubio\u2019s unhappiness with Trump was brewing before Zelenskyy\u2019s visit went sideways. Two of the sources said Rubio was caught off guard when Trump\u00a0appointed<\/a>\u00a0nine foreign policy \u201cenvoys\u201d with high-profile assignments such as ending the wars in Gaza and Ukraine.<\/em><\/p>\n

\u201cThe envoys all have offices in the White House,\u201d one of those sources said, which gives people the impression that the envoys have more access to Trump than Rubio. During his Senate confirmation hearings in January, Rubio said, \u201cThe way this will work, and how I anticipate it will work, is these envoys work for the president in coordination with us.\u201d<\/em><\/p>\n

The source added that Rubio also disapproved of Trump\u2019s decision to revoke former secretary of state\u00a0Mike Pompeo<\/strong>\u2019s government security detail. \u201cMarco and Pompeo are close, so that decision was egg on Marco\u2019s face,\u201d the source said. (When asked about Pompeo\u2019s security on\u00a0<\/em>The Megyn Kelly Show\u00a0in January, Rubio said,<\/a>\u00a0\u201cWe don\u2019t want to see any Americans harmed, but those decisions about who we provide security for have to be based on a risk assessment. And those risk assessments were done, and it led to that outcome and that conclusion.\u201d)<\/em><\/p>\n
