This was precipitated by the attempt of the incumbent president Camille Chamoun to obtain a second term; a move that went against the constitution. In a tactful decision that went down well with the nation\u2019s Muslim community, Chehab (the leader of the Lebanese Army), believed that if he used the military against the rebels it would lead to mutiny amongst Muslim soldiers and declined to do so.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Chehab\u2019s rise to the presidency took place against the backdrop of enormous upheaval in the Middle East. Although during the second half of the Twentieth Century Jordan and most of the Gulf States (Qatar, Oman, Bahrain, Kuwait, Saudi Arabia and the UAE) maintained <a href=\"https:\/\/www.brookings.edu\/articles\/heavy-lies-the-crown-the-survival-of-arab-monarchies-10-years-after-the-arab-spring\/\"><span style=\"text-decoration:underline\">monarchical<\/span><\/a> <a href=\"https:\/\/www.sciencespo.fr\/ceri\/en\/content\/dossiersduceri\/social-citizenship-gulf-monarchies-beyond-rentier-state-paradigm\"><span style=\"text-decoration:underline\">structures<\/span><\/a> of government, a series of coups throughout the Fifties and Sixties brought to power authoritarian socialist leaders in <a href=\"https:\/\/time.com\/archive\/6871462\/egypt-arab-socialism\/\"><span style=\"text-decoration:underline\">Egypt<\/span><\/a>, <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Introduction_to_Iraq\/e9S_EAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Iraq+coup+1958+socialist+government&amp;pg=PT50&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">Iraq<\/span><\/a>, <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Islam_and_Politics\/SlhxoTHLxeMC?hl=en&amp;gbpv=1&amp;dq=Egypt+coup+1958+socialist+government&amp;pg=PA112&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">Syria<\/span><\/a>, and <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Historical_Dictionary_of_Libya\/8cWxEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Libya+1969+socialist&amp;pg=PA15&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">Libya<\/span><\/a>, while a military conflict in Yemen led to the formation of a radical left-wing state in the <a href=\"https:\/\/jacobin.com\/2022\/08\/socialism-arab-world-peoples-democratic-republic-of-yemen-history\"><span style=\"text-decoration:underline\">south<\/span><\/a> of that country. <a href=\"https:\/\/www.brookings.edu\/articles\/beirut-1958-americas-origin-story-in-the-middle-east\/\"><span style=\"text-decoration:underline\">Fearful<\/span><\/a> that Lebanon\u2019s turn would be next, Chamoun asked for help from the United States who subsequently sent thousands of troops to the country, although their presence was a nonactive one. At the end of the war, with the loss of thousands of lives, Chehab was <a href=\"https:\/\/babel.hathitrust.org\/cgi\/pt?id=mdp.39015014570264&amp;seq=54&amp;q1=Shihab\"><span style=\"text-decoration:underline\">elected president<\/span><\/a> by the national legislature. What made Chehab different from many of his regional contemporaries was the fact that, instead of establishing a one-party state and (as dictators have often done throughout history) <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Reconciliation_Heritage_and_Social_Inclu\/LaCYEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehab+IRFED+poverty&amp;pg=PA245&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">alter the constitution<\/span><\/a> to prolong his tenure, Chehab relinquished his office after the end of his full six-year term.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">\u00a0<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\"><strong>Quality of life<\/strong><\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">A striking feature of Chehabism (the name given to his <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Historical_Dictionary_of_Lebanon\/JewsEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehabism+poverty+lebanon&amp;pg=PA72&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">political movement<\/span><\/a>) was the emphasis that its founder placed upon the quality of life of ordinary Lebanese. A major programme of reform and\u00a0stage-supported development\u00a0was rolled out that sought to tackle headlong the underlying causes of the 1958 civil war; namely the <a href=\"https:\/\/babel.hathitrust.org\/cgi\/pt?id=mdp.39015004738707&amp;seq=44&amp;q1=The+causes+of+the+crisis\"><span style=\"text-decoration:underline\">sectarian social divisions<\/span><\/a> that had long been festering sores on the body politic of Lebanese society.\u00a0Following the Arab-Muslim conquests of the 7th\u00a0century, Christians found themselves essentially living as second-class citizens, but by the time of the conflict the situation had reversed itself to the point where Muslims found themselves at a disadvantage compared to members of the Christian community in terms of personal wealth, education and career opportunities; such as in the civil service. Adding to this disparity, uneven regional development under Chamoun meant that a rich Muslim minority and Christians were the primary beneficiaries of economic progress. The seeds of the conflict had therefore been planted long before its inevitable outbreak.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">The extent of these inequities were highlighted when a French research institute (<a href=\"https:\/\/www.google.co.uk\/books\/edition\/South_Lebanon\/Au26AAAAIAAJ?hl=en&amp;gbpv=1&amp;bsq=Chehab+IRFED+poverty+study+first+in+Lebanon&amp;dq=Chehab+IRFED+poverty+study+first+in+Lebanon&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">IRFED<\/span><\/a>) was <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Social_Welfare_and_Religion_in_the_Middl\/-NXbIU5KwUgC?hl=en&amp;gbpv=1&amp;dq=Chehab+IRFED+poverty+study+1960&amp;pg=PA79&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">commissioned<\/span><\/a> by Chehab\u2019s government to examine the roots of the war, and estimated that <a href=\"https:\/\/www.lcps-lebanon.org\/en\/articles\/details\/1796\/poverty-targeting-is-not-the-solution-for-much-needed-social-policy\"><span style=\"text-decoration:underline\">half of the<\/span><\/a> nation\u2019s people lived in poverty. This culminated in a series of measures designed to bring about a more just and prosperous Lebanon. Multiple schemes aimed at improving <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Area_Handbook_for_Lebanon\/JvWPPs7dADQC?hl=en&amp;gbpv=1&amp;dq=Area+Handbook+Lebanon+89+villages+1965&amp;pg=PA87&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">the quality of life<\/span><\/a> in rural areas were launched, with <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Reconstructing_our_Understanding_of_Stat\/u0wfEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehab+government-run+pharmacies+and+hospitals&amp;pg=PA129&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">government-operated<\/span><\/a> hospitals and pharmacies set up and several villages provided with <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Lebanon\/-JVOKeNkllgC?hl=en&amp;gbpv=1&amp;dq=Lebanon%27s+infrastructure+,+developing+an+extensive+road+system+,+and+providing+running+water+and+electricity+to+remote+villages&amp;pg=PA51&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">basic services<\/span><\/a> like electricity and drinking water. Agricultural cooperatives were<a href=\"https:\/\/thebadil.com\/wp-content\/uploads\/2023\/04\/Get-In-Gear-Unleashing-the-Potential-of-Lebanese-Cooperatives.pdf\"><span style=\"text-decoration:underline\"> encouraged<\/span><\/a> and a <a href=\"https:\/\/www.google.co.uk\/books\/edition\/ERS_foreign\/A2tQAQAAMAAJ?hl=en&amp;gbpv=1&amp;dq=IRFED+study+Lebanon+5-year+development+plan&amp;pg=PA33&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">Green Plan<\/span><\/a> was promulgated under which many farmers were <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Overseas_Business_Reports\/TbCxS4a5JL8C?hl=en&amp;gbpv=1&amp;dq=A+%22Green+Plan%22+was+initiated+by+the+Government+in+1963+to+reclaim+arable+land&amp;pg=RA27-PA3&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">supported<\/span><\/a> by land reclamation. Efforts were made to enforce health and safety requirements in the workplace while a law aimed at stimulating the supply of affordable homes <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Labor_Developments_Abroad\/Kw0joXm7NsIC?hl=en&amp;gbpv=1&amp;dq=labor+developments+abroad+Lebanon+housing&amp;pg=RA5-PA9&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">was enacted<\/span><\/a>. During Chehab\u2019s second year as president, an <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Republic_of_Lebanon\/0anOCwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Lebanon+Office+Social+Development+1959+aged+handicapped&amp;pg=PA68&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">Office of Social Development<\/span><\/a> was founded that improved the provision of social aid for vulnerable and elderly citizens. This was followed in 1963 by a landmark <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Asfuriyyeh\/CU8EEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehabism+national+social+security+fund+1963&amp;pg=PA168&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">National Social Security Fund<\/span><\/a> designed to provide workers and their families with a <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Middle_East_Perspectives\/GNQEZSJSaOMC?hl=en&amp;gbpv=1&amp;dq=Chehabism+national+social+security+fund+1963&amp;pg=PA279&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">range of benefits<\/span><\/a> such as <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Labour_Markets_Performance_and_Migration\/q-LTSP17Xl4C?hl=en&amp;gbpv=1&amp;bsq=Lebanon+national+social+security+fund+1963+health+insurance&amp;dq=Lebanon+national+social+security+fund+1963+health+insurance&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">health and workplace accident insurance<\/span><\/a> and <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Gender_and_Development_in_the_Arab_World\/EBsOEEcC8rsC?hl=en&amp;gbpv=1&amp;dq=Lebanon+1963+social+security+law+maternity&amp;pg=PA101&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">maternity support<\/span><\/a>. The economy <a href=\"https:\/\/www.google.co.uk\/books\/edition\/US_Foreign_Policy_and_the_Multinational\/liopDwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Lebanon+Chehab+economic+growth&amp;pg=PA30&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">flourished<\/span><\/a>, while workers received a larger slice of the economic pie, with the buying power of average earnings going up and the percentage of the nation\u2019s gross national product accruing to labour <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Lebanon_Dynamics_of_Conflict\/bmJtAAAAMAAJ?hl=en&amp;gbpv=1&amp;bsq=Lebanon+dynamics+of+conflict+GNP+wages&amp;dq=Lebanon+dynamics+of+conflict+GNP+wages&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">outstripping<\/span><\/a> that held by capital by 1964.\u00a0<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">\u00a0<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\"><strong>Education<\/strong><\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Apart from poverty alleviation, the hand of reform would reach out to other aspects of Lebanese life. Many educational initiatives were carried out during the Chehab Era, including the establishment of <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Middle_East_and_North_Africa_2003\/4CfBKvsiWeQC?hl=en&amp;gbpv=1&amp;dq=primary+education+free+Lebanon+1961&amp;pg=PA745&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">free primary schooling<\/span><\/a> and <a href=\"https:\/\/unesdoc.unesco.org\/in\/documentViewer.xhtml?v=2.1.196&amp;id=p::usmarcdef_0000132937&amp;file=\/in\/rest\/annotationSVC\/DownloadWatermarkedAttachment\/attach_import_e5b668a1-053d-4345-bca6-d64d1d574c09%3F_%3D132937engo.pdf&amp;locale=en&amp;multi=true&amp;ark=\/ark:\/48223\/pf0000132937\/PDF\/132937engo.pdf#%5B%7B%22num%22%3A1212%2C%22gen%22%3A0%7D%2C%7B%22name%22%3A%22XYZ%22%7D%2Cnull%2Cnull%2C0%5D\"><span style=\"text-decoration:underline\">new facilities<\/span><\/a>, the encouragement of <a href=\"https:\/\/unesdoc.unesco.org\/in\/documentViewer.xhtml?v=2.1.196&amp;id=p::usmarcdef_0000132940&amp;highlight=International%20yearbook%20of%20education%201961&amp;file=\/in\/rest\/annotationSVC\/DownloadWatermarkedAttachment\/attach_import_07995d11-61e3-4534-9bc5-fc198fa3af9c%3F_%3D132940engo.pdf&amp;locale=en&amp;multi=true&amp;ark=\/ark:\/48223\/pf0000132940\/PDF\/132940engo.pdf#%5B%7B%22num%22%3A1288%2C%22gen%22%3A0%7D%2C%7B%22name%22%3A%22XYZ%22%7D%2Cnull%2Cnull%2C0%5D\"><span style=\"text-decoration:underline\">teacher training<\/span><\/a> and <a href=\"https:\/\/unesdoc.unesco.org\/in\/documentViewer.xhtml?v=2.1.196&amp;id=p::usmarcdef_0000132943&amp;highlight=International%20yearbook%20of%20education%201962&amp;file=\/in\/rest\/annotationSVC\/DownloadWatermarkedAttachment\/attach_import_1820f146-2e07-41d8-a022-0e7a7ea7399c%3F_%3D132943engo.pdf&amp;locale=en&amp;multi=true&amp;ark=\/ark:\/48223\/pf0000132943\/PDF\/132943engo.pdf#%5B%7B%22num%22%3A1361%2C%22gen%22%3A0%7D%2C%7B%22name%22%3A%22XYZ%22%7D%2Cnull%2Cnull%2C0%5D\"><span style=\"text-decoration:underline\">vocational education<\/span><\/a>, a new law school, and <a href=\"https:\/\/archive.org\/details\/oapen-20.500.12657-30809\/page\/141\/mode\/2up?q=obtained+grants+study\"><span style=\"text-decoration:underline\">grants for overseas study<\/span><\/a>. <a href=\"https:\/\/www.abl.org.lb\/english\/lebanese-banking-sector\/main-banking-amp-financial-regulations#:~:text=Law%20authorising%20the%20opening%20of,holders%20of%20the%20said%20account.\"><span style=\"text-decoration:underline\">Joint bank accounts<\/span><\/a> were enabled by law, May Day became a <a href=\"https:\/\/natlex.ilo.org\/dyn\/natlex2\/r\/natlex\/fe\/details?p3_isn=41401\"><span style=\"text-decoration:underline\">public holiday<\/span><\/a>, and an array of <a href=\"https:\/\/www.un.org\/womenwatch\/daw\/cedaw\/cedaw33\/conclude\/lebanon\/0545048E.pdf\"><span style=\"text-decoration:underline\">new rights<\/span><\/a> for women came into being, amongst which included local political representation, choice of citizenship, and <a href=\"https:\/\/www.refworld.org\/reference\/countryrep\/freehou\/2005\/en\/49783\"><span style=\"text-decoration:underline\">equal inheritance for non-Muslims<\/span><\/a>. A package of measures was introduced that sought to provide a <a href=\"https:\/\/www.google.co.uk\/books\/edition\/US_Foreign_Policy_and_the_Multinational\/liopDwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehab+civil+service+Muslims+Christians+equal&amp;pg=PA29&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">50-50 share<\/span><\/a> for Muslims and Christians in the civil service, along with new universities and opportunities for state employment that <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Too_Many_Enemies\/3dXJCQAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehab+civil+service+muslims&amp;pg=PA204&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">benefited<\/span><\/a>Shia Muslims. Chehab\u2019s pragmatism towards religious community relations was additionally demonstrated <a href=\"https:\/\/archive.org\/details\/lebanoncountryst00coll\/page\/24\/mode\/2up?view=theater&amp;q=Shihabism\"><span style=\"text-decoration:underline\">in the international sphere<\/span><\/a>, where he endeavoured to build bridges with both Arab and Western nations\u00a0rather\u00a0than favour one side over the other.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">However, the tangible progress attained under Chehab, which continued <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Labor_Law_and_Practice_in_Lebanon\/6jzLuisIHFUC?hl=en&amp;gbpv=1&amp;dq=Lebanon+labor+law+and+practice+1965&amp;pg=PA42&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">to some extent<\/span><\/a> under his successor Charles Helou, was not sustained, while the strong economic growth Lebanon experienced during their presidencies proved to be a two-edged sword. While <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Druze_Community_and_the_Lebanese_Sta\/KvkABAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=This+modus+operandi+was+emploed+particularly+in+the+1960s,+during+the+Chehab+and+Hilu%27s+presidencies&amp;pg=PA174&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">developmental initiatives<\/span><\/a> undoubtedly helped many people, big commercial farms <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Oxford_Companion_to_Politics_of_the\/0ftQEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Lebanon+commercial+farms+smallholdings+Chehab&amp;pg=PA492&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">replaced<\/span><\/a> smaller ones and precipitated the exodus of peasants into squalid urban areas, while income distribution remained deeply unequal. Despite real wage gains, <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Republic_of_Lebanon\/0anOCwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Lebanon+nation+jeopardy+cost+of+living+1964&amp;pg=PA66&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">low pay and inflationary pressures<\/span><\/a> fuelled multiple strikes. Although leading government figures <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Middle_East_Record_Volume_1_1960\/0LooyExir7EC?hl=en&amp;gbpv=1&amp;dq=Slam+He+said+that+he+had+always+felt+sympathy+for+the+workers&amp;pg=PA363&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">expressed sympathy<\/span><\/a> for their grievances and presided over an improved minimum wage, Chehabist administrations at the same time made use of legislative powers to <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Middle_East_Record_Volume_2_1961\/vzZ71Eh5QvMC?hl=en&amp;gbpv=1&amp;dq=Sulayman+Faranjiyah,+the+Minister+of+ports,+said+that+all+the+strikers+would+be+dismissed&amp;pg=PA405&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">dismiss<\/span><\/a> striking workers and passed legislation <a href=\"https:\/\/archive.org\/details\/oapen-20.500.12657-30809\/page\/147\/mode\/2up?q=Collective+Labour+Agreements&amp;view=theater\"><span style=\"text-decoration:underline\">curbing<\/span><\/a> the ability of workers to do so. Additionally, the treatment of Palestinian refugees during the Chehab Era proved to be a black spot on that period. <\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">\u00a0<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\"><strong>Security<\/strong><\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">Seen as a threat to national <a href=\"https:\/\/www.google.co.uk\/books\/edition\/War_and_the_City\/cbQyEAAAQBAJ?hl=en&amp;gbpv=1&amp;dq=lebanon+chehab+Palestinian+refugees+camps&amp;pg=PA72&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">stability<\/span><\/a> owing to growing levels of armed and political activity amongst Palestinians, their lives were effectively controlled and monitored by the security services, with imprisonment, <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Palestinian_Refugees_in_International_La\/F-zeDwAAQBAJ?hl=en&amp;gbpv=1&amp;dq=Chehab+They+became+the+poorest+sector+in+Lebanese+society,+and+the+poorest+group+of+Palestinian+refugees+in+Arab+countries&amp;pg=PA209&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">deprivation<\/span><\/a>, restrictions on movement and even <a href=\"https:\/\/www.google.co.uk\/books\/edition\/Beware_of_Small_States\/KPSGa3BaJq0C?hl=en&amp;gbpv=1&amp;dq=military+intelligence,+dominated+and+blighted+Deuxieme+bureau&amp;pg=PA78&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">murder<\/span><\/a> amongst the horrors experienced by refugees. Despite Chehab\u2019s <a href=\"https:\/\/www.google.co.uk\/books\/edition\/The_Lebanese_Connection\/WJvh8E8in2IC?hl=en&amp;gbpv=1&amp;dq=Chehab+rich+and+poor+revolution+Lebanon&amp;pg=PA10&amp;printsec=frontcover\"><span style=\"text-decoration:underline\">concern for the poor and commitment to social justice<\/span><\/a>, the approach taken towards Palestinian refugees during his tenure was one of moral bankruptcy.<\/p>\n<p class=\"\" style=\"white-space:pre-wrap;\">In spite of these moral and economic failings, the Chehab Era had many good points and important lessons that Lebanon\u2019s political leaders would be wise to learn from. In his utilisation of the state as an instigator of social betterment, religious equality and economic expansion, Chehab left Lebanon a better country than how he found it, while showing what expanded government can do when used for public beneficence and not self-enrichment.
