That\u2019s until PETA sued, forcing the agency to turn over records that NIH officials didn\u2019t want you to see.<\/p>\nBrought to You by the Maker of the \u2018Rape Rack\u2019 and the \u2018Pit of Despair\u2019<\/h3>\nAfter learning that former NIH Director Francis Collins and his staff conducted work conversations using their personal e-mail accounts, PETA requested e-mails related to our 2014 investigation into the dark and twisted experiments on monkeys<\/a> conducted by Stephen Suomi, co-creator of animal torture devices, including the \u201crape rack\u2019\u2019 and the \u201cpit of despair<\/a>.\u201d<\/p>\n\n\n\n<\/iframe><\/p>\n<\/div>\n<\/div>\n<\/figure>\n<p data-beyondwords-marker=\"22113570-a80a-41af-a1ed-14c739b23e33\">NIH refused to provide these e-mails\u2014as required by the Freedom of Information Act\u2014so PETA sued. We pried 246 pages of secret e-mail discussions from NIH\u2019s clutches, all conducted\u00a0between April and July of 2014.<\/p>\n<h3 data-beyondwords-marker=\"f022cfa2-90f3-4489-96e9-874793754a86\" class=\"wp-block-heading\">101 Ways to Subvert Public Scrutiny by Francis Collins<\/h3>\n<p data-beyondwords-marker=\"b2c86d97-fc0a-49fa-8ae9-1068991165f2\">In numerous conversations among Collins and top-level staffers, the e-mails show that the primary concerns at NIH were protecting the reputations of its own personnel, avoiding unwanted scrutiny, and securing its own perpetuation. At the nation\u2019s premier medical research agency, sound science was seemingly not a top consideration.<\/p>\n<p data-beyondwords-marker=\"77f4df7a-8280-4d71-a92b-e6f9afd81f12\">Nor was transparency. Collins and his right-hand woman\u2014former Deputy Director for Science, Outreach, and Policy Kathy Hudson\u2014hammered out strategies for the taxpayer-funded government agency in the shadows, expending a great deal of effort to avoid scrutiny from the very public that pays their salaries and funds their gruesome experiments. NIH thought it so important to keep these conversations secret that it forced PETA to go to court in an expensive and lengthy process.<\/p>\n<blockquote data-beyondwords-marker=\"002a254b-7aa4-40c7-8541-7ab0f27a5292\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p data-beyondwords-marker=\"b7b4227a-1708-4b02-aa12-8d15e3addb86\">\u201cI think I described the place as a death camp.\u201d<\/p>\n<p data-beyondwords-marker=\"b333e3cd-e402-4b33-ad1d-4b7ffc74e62e\">\u2014Kathy Hudson<\/p>\n<\/blockquote>\n<p data-beyondwords-marker=\"0aa1a195-f055-48ce-a28d-d2b96eebbed6\">At the heart of the four-month-long e-mail exchange is PETA\u2019s investigation into Suomi\u2019s NIH laboratory in Poolesville, Maryland, which produced hundreds of photographs and more than 500 hours of video taken inside the facility, detailing ongoing psychological abuse of baby monkeys in cruel and archaic experiments.<\/p>\n<p data-beyondwords-marker=\"19dde370-5625-4853-b3c1-8ac4c0be2a4f\">PETA, along with celebrated primatologist Jane Goodall, who also spoke on behalf of PETA and in support of the Suomi investigation, requested a meeting with Collins to discuss the findings of the investigation prior to publication. In an e-mail to Collins, she included disturbing PETA video footage taken inside Suomi\u2019s lab.<\/p>\n<p data-beyondwords-marker=\"609747bf-04b5-4806-aab8-bcc02691ecb3\">NIH went into crisis mode. Hudson, who was the first to circle the wagons around Collins, recognized the threat to the agency\u2019s reputation immediately, because she also had apparently reviewed other disturbing video from another NIH-funded lab.<\/p>\n<p data-beyondwords-marker=\"b816b01d-2ff9-4fd1-a7d4-45d2d60ab6b8\">\u201cThis is complicated,\u201d she replied to Collins. \u201cI have a new set of HSUS videos of really gross conditions at Texas Biomed\u2026 I think I described the place as a death camp.\u201d<\/p>\n<h3 data-beyondwords-marker=\"6776bf56-af24-4201-989b-5aaac303f2b8\" class=\"wp-block-heading\">\u2018Go Dark\u2019 and Keep Collins\u2019 Hands Clean at All Costs<\/h3>\n<p data-beyondwords-marker=\"92ed029c-5a5a-4495-9ebb-8b0fb40f624b\">Because of her \u201cbulldog protective instincts,\u201d Hudson, who left NIH in 2016, took the lead in the coordinated stonewalling that followed.<\/p>\n<p data-beyondwords-marker=\"fcef50f1-c6a3-440d-b09a-c7baa1b0769c\">\u201cYou need to stay at a distance,\u201d she said in an e-mail sent to Collins in May.<\/p>\n<p data-beyondwords-marker=\"3ea2280b-c816-4bac-a55b-3dbb2e0e4fab\">He did, although he also wrote to someone, whose name has been redacted in the e-mails, for advice. \u201cMy new friend Jane Goodall has contacted me to alert me to videos obtained by PETA that show behavioral research on newborn rhesus macaques (see below),\u201d Collins writes. \u201cI was pretty troubled by the video.\u201d<\/p>\n<figure data-beyondwords-marker=\"a1a11cae-817a-418c-aba7-599e2b4fe603\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"600\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg\" alt=\"Screencap showing an email from Kathy Hudson.\" class=\"wp-image-1148419\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-300x300.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-150x150.jpg 150w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-768x765.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-750x747.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg 883w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"e7e649f3-21fb-4feb-bc99-ee1edcd6995c\">Meanwhile, Hudson concocted a new narrative out of whole cloth. \u201cThe story line is that I got this video,\u201d she writes. \u201cYou [Collins] are not connected.\u201d In a July 1 e-mail to Collins, she again advises: \u201cDo not engage in emails on this with Jane [Goodall] or PETA.\u201d Later, she lays out the whole plan to Collins: \u201cYou don\u2019t respond,\u201d she writes to Collins in a July 21 e-mail. \u201cIf you want, I can send a note saying thanks for the meeting and materials. <strong>Then we go dark.<\/strong> There is no benefit to continued discussion unless u want to start ww3. We don\u2019t negotiate. We listened. That is all.\u201d<\/p>\n<p data-beyondwords-marker=\"a18dedd5-9845-4676-a3af-1ed9b88ffd09\">Collins falls in line. \u201cI will remain silent,\u201d he responded.<\/p>\n<p data-beyondwords-marker=\"5a7a21d3-33fe-42f8-a5b1-4e1480be496c\">Without a shred of irony, in a July 22 e-mail, Hudson admonishes PETA staffers for using Collins\u2019 personal e-mail, ignoring that she has conducted government business over personal e-mail accounts. \u201cI would ask that you stop using his [Collins] personal email address. He has asked me to handle these issues but if you feel compelled to communicate with him, his work address is <a href=\"http:\/\/www.peta.org\/cdn-cgi\/l\/email-protection#6a0c180b0409031944090506060304192a040302440d051c\"><span class=\"__cf_email__\" data-cfemail=\"9dfbeffcf3fef4eeb3fef2f1f1f4f3eeddf3f4f5b3faf2eb\">[email\u00a0protected]<\/span><\/a>.\u201d<\/p>\n<h3 data-beyondwords-marker=\"1a8a4161-ef88-41b5-8b5f-46393d46edb6\" class=\"wp-block-heading\">Let\u2019s Just Keep That Quiet, Shall We?<\/h3>\n<p data-beyondwords-marker=\"6c660845-b753-4ed8-bfa4-f289e849c367\">NIH bigwigs, including Hudson, engaged in a flurry of e-mails to create extensive talking points for Collins\u2019 use at an upcoming meeting with PETA and to find ways to discredit the video from Suomi\u2019s lab. Some even suggested that NIH hire the Foundation for Biomedical Research, a pro\u2013animal experimentation lobbying group, for help creating just the right message. At one point, NIH officials also debated whether to release a sanitized version of monkey experimentation proactively to dampen the blow of the PETA footage.<\/p>\n<figure data-beyondwords-marker=\"3f914dec-eace-4e7a-9984-cd32e3e701df\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"325\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg\" alt=\"An experimenter handling a baby monkey\" class=\"wp-image-1148424\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-300x162.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-768x415.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-750x405.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg 1037w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"b4ea5b03-d013-4164-a73a-e8c8afabbaa8\">That didn\u2019t sit right with Hudson.<\/p>\n<p data-beyondwords-marker=\"307a3a40-c29e-46b0-b9fb-b94722b3846b\">\u201cIn fact, most folks are unaware that NIH has a bunch of primates and we might just be raising awareness that does not need to be raised,\u201d Hudson said in a June 26 e-mail.<\/p>\n<h3 data-beyondwords-marker=\"a31767bd-4a23-48c8-a02e-487299c4c387\" class=\"wp-block-heading\">NIH Officials Discussing Science: \u2018It Is Just Really Hard to Get Exactly the Right Story\u2019<\/h3>\n<p data-beyondwords-marker=\"ff2347f2-a7d2-4836-aa32-717c7086be21\">Hudson provided Collins with numerous talking points for a July conversation with Goodall about the Suomi video, none of which address specifically whether the horror that PETA uncovered produced any human-relevant data. It dismissed our footage as sensational and claimed that the experiments were no longer being conducted anyway. Hudson\u2019s script also said in no uncertain terms that no \u201cpersonnel or other action\u201d would be taken in light of the video and that NIH would continue to conduct experiments on monkeys.<\/p>\n<p data-beyondwords-marker=\"7877ff46-28a7-4db6-9809-f22d78310bc3\">As a last bit of advice to Collins, Hudson wrote in the July 21 e-mail: \u201cI would not get into a big discussion about the science since it is just really hard to get exactly the right story.\u201d<\/p>\n<h3 data-beyondwords-marker=\"c1e109a7-6cc4-4fe2-8796-32451b0e568b\" class=\"wp-block-heading\">Take Action for Monkeys Used in Experiments<\/h3>\n<p data-beyondwords-marker=\"77e7b99a-d72a-4cc7-ae92-a3569e35ed27\">Despite NIH\u2019s secretive tactics and outright deception about its experiments on baby monkeys, PETA and our supporters prevailed, <a href=\"https:\/\/www.peta.org\/blog\/nih-ends-baby-monkey-experiments\/\">shutting down the laboratory<\/a>. Yet, the agency continues to fund similarly cruel and pointless experiments on monkeys\u2014including those at the <a href=\"https:\/\/headlines.peta.org\/national-primate-research-centers\/\">National Primate Research Centers<\/a>\u2014and other animals in laboratories across the country. That\u2019s until PETA sued, forcing the agency to turn over records that NIH officials didn\u2019t want you to see.<\/p>\nBrought to You by the Maker of the \u2018Rape Rack\u2019 and the \u2018Pit of Despair\u2019<\/h3>\nAfter learning that former NIH Director Francis Collins and his staff conducted work conversations using their personal e-mail accounts, PETA requested e-mails related to our 2014 investigation into the dark and twisted experiments on monkeys<\/a> conducted by Stephen Suomi, co-creator of animal torture devices, including the \u201crape rack\u2019\u2019 and the \u201cpit of despair<\/a>.\u201d<\/p>\n\n\n\n<\/iframe><\/p>\n<\/div>\n<\/div>\n<\/figure>\n<p data-beyondwords-marker=\"22113570-a80a-41af-a1ed-14c739b23e33\">NIH refused to provide these e-mails\u2014as required by the Freedom of Information Act\u2014so PETA sued. We pried 246 pages of secret e-mail discussions from NIH\u2019s clutches, all conducted\u00a0between April and July of 2014.<\/p>\n<h3 data-beyondwords-marker=\"f022cfa2-90f3-4489-96e9-874793754a86\" class=\"wp-block-heading\">101 Ways to Subvert Public Scrutiny by Francis Collins<\/h3>\n<p data-beyondwords-marker=\"b2c86d97-fc0a-49fa-8ae9-1068991165f2\">In numerous conversations among Collins and top-level staffers, the e-mails show that the primary concerns at NIH were protecting the reputations of its own personnel, avoiding unwanted scrutiny, and securing its own perpetuation. At the nation\u2019s premier medical research agency, sound science was seemingly not a top consideration.<\/p>\n<p data-beyondwords-marker=\"77f4df7a-8280-4d71-a92b-e6f9afd81f12\">Nor was transparency. Collins and his right-hand woman\u2014former Deputy Director for Science, Outreach, and Policy Kathy Hudson\u2014hammered out strategies for the taxpayer-funded government agency in the shadows, expending a great deal of effort to avoid scrutiny from the very public that pays their salaries and funds their gruesome experiments. NIH thought it so important to keep these conversations secret that it forced PETA to go to court in an expensive and lengthy process.<\/p>\n<blockquote data-beyondwords-marker=\"002a254b-7aa4-40c7-8541-7ab0f27a5292\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p data-beyondwords-marker=\"b7b4227a-1708-4b02-aa12-8d15e3addb86\">\u201cI think I described the place as a death camp.\u201d<\/p>\n<p data-beyondwords-marker=\"b333e3cd-e402-4b33-ad1d-4b7ffc74e62e\">\u2014Kathy Hudson<\/p>\n<\/blockquote>\n<p data-beyondwords-marker=\"0aa1a195-f055-48ce-a28d-d2b96eebbed6\">At the heart of the four-month-long e-mail exchange is PETA\u2019s investigation into Suomi\u2019s NIH laboratory in Poolesville, Maryland, which produced hundreds of photographs and more than 500 hours of video taken inside the facility, detailing ongoing psychological abuse of baby monkeys in cruel and archaic experiments.<\/p>\n<p data-beyondwords-marker=\"19dde370-5625-4853-b3c1-8ac4c0be2a4f\">PETA, along with celebrated primatologist Jane Goodall, who also spoke on behalf of PETA and in support of the Suomi investigation, requested a meeting with Collins to discuss the findings of the investigation prior to publication. In an e-mail to Collins, she included disturbing PETA video footage taken inside Suomi\u2019s lab.<\/p>\n<p data-beyondwords-marker=\"609747bf-04b5-4806-aab8-bcc02691ecb3\">NIH went into crisis mode. Hudson, who was the first to circle the wagons around Collins, recognized the threat to the agency\u2019s reputation immediately, because she also had apparently reviewed other disturbing video from another NIH-funded lab.<\/p>\n<p data-beyondwords-marker=\"b816b01d-2ff9-4fd1-a7d4-45d2d60ab6b8\">\u201cThis is complicated,\u201d she replied to Collins. \u201cI have a new set of HSUS videos of really gross conditions at Texas Biomed\u2026 I think I described the place as a death camp.\u201d<\/p>\n<h3 data-beyondwords-marker=\"6776bf56-af24-4201-989b-5aaac303f2b8\" class=\"wp-block-heading\">\u2018Go Dark\u2019 and Keep Collins\u2019 Hands Clean at All Costs<\/h3>\n<p data-beyondwords-marker=\"92ed029c-5a5a-4495-9ebb-8b0fb40f624b\">Because of her \u201cbulldog protective instincts,\u201d Hudson, who left NIH in 2016, took the lead in the coordinated stonewalling that followed.<\/p>\n<p data-beyondwords-marker=\"fcef50f1-c6a3-440d-b09a-c7baa1b0769c\">\u201cYou need to stay at a distance,\u201d she said in an e-mail sent to Collins in May.<\/p>\n<p data-beyondwords-marker=\"3ea2280b-c816-4bac-a55b-3dbb2e0e4fab\">He did, although he also wrote to someone, whose name has been redacted in the e-mails, for advice. \u201cMy new friend Jane Goodall has contacted me to alert me to videos obtained by PETA that show behavioral research on newborn rhesus macaques (see below),\u201d Collins writes. \u201cI was pretty troubled by the video.\u201d<\/p>\n<figure data-beyondwords-marker=\"a1a11cae-817a-418c-aba7-599e2b4fe603\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"600\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg\" alt=\"Screencap showing an email from Kathy Hudson.\" class=\"wp-image-1148419\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-300x300.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-150x150.jpg 150w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-768x765.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-750x747.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg 883w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"e7e649f3-21fb-4feb-bc99-ee1edcd6995c\">Meanwhile, Hudson concocted a new narrative out of whole cloth. \u201cThe story line is that I got this video,\u201d she writes. \u201cYou [Collins] are not connected.\u201d In a July 1 e-mail to Collins, she again advises: \u201cDo not engage in emails on this with Jane [Goodall] or PETA.\u201d Later, she lays out the whole plan to Collins: \u201cYou don\u2019t respond,\u201d she writes to Collins in a July 21 e-mail. \u201cIf you want, I can send a note saying thanks for the meeting and materials. <strong>Then we go dark.<\/strong> There is no benefit to continued discussion unless u want to start ww3. We don\u2019t negotiate. We listened. That is all.\u201d<\/p>\n<p data-beyondwords-marker=\"a18dedd5-9845-4676-a3af-1ed9b88ffd09\">Collins falls in line. \u201cI will remain silent,\u201d he responded.<\/p>\n<p data-beyondwords-marker=\"5a7a21d3-33fe-42f8-a5b1-4e1480be496c\">Without a shred of irony, in a July 22 e-mail, Hudson admonishes PETA staffers for using Collins\u2019 personal e-mail, ignoring that she has conducted government business over personal e-mail accounts. \u201cI would ask that you stop using his [Collins] personal email address. He has asked me to handle these issues but if you feel compelled to communicate with him, his work address is <a href=\"http:\/\/www.peta.org\/cdn-cgi\/l\/email-protection#6a0c180b0409031944090506060304192a040302440d051c\"><span class=\"__cf_email__\" data-cfemail=\"9dfbeffcf3fef4eeb3fef2f1f1f4f3eeddf3f4f5b3faf2eb\">[email\u00a0protected]<\/span><\/a>.\u201d<\/p>\n<h3 data-beyondwords-marker=\"1a8a4161-ef88-41b5-8b5f-46393d46edb6\" class=\"wp-block-heading\">Let\u2019s Just Keep That Quiet, Shall We?<\/h3>\n<p data-beyondwords-marker=\"6c660845-b753-4ed8-bfa4-f289e849c367\">NIH bigwigs, including Hudson, engaged in a flurry of e-mails to create extensive talking points for Collins\u2019 use at an upcoming meeting with PETA and to find ways to discredit the video from Suomi\u2019s lab. Some even suggested that NIH hire the Foundation for Biomedical Research, a pro\u2013animal experimentation lobbying group, for help creating just the right message. At one point, NIH officials also debated whether to release a sanitized version of monkey experimentation proactively to dampen the blow of the PETA footage.<\/p>\n<figure data-beyondwords-marker=\"3f914dec-eace-4e7a-9984-cd32e3e701df\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"325\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg\" alt=\"An experimenter handling a baby monkey\" class=\"wp-image-1148424\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-300x162.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-768x415.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-750x405.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg 1037w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"b4ea5b03-d013-4164-a73a-e8c8afabbaa8\">That didn\u2019t sit right with Hudson.<\/p>\n<p data-beyondwords-marker=\"307a3a40-c29e-46b0-b9fb-b94722b3846b\">\u201cIn fact, most folks are unaware that NIH has a bunch of primates and we might just be raising awareness that does not need to be raised,\u201d Hudson said in a June 26 e-mail.<\/p>\n<h3 data-beyondwords-marker=\"a31767bd-4a23-48c8-a02e-487299c4c387\" class=\"wp-block-heading\">NIH Officials Discussing Science: \u2018It Is Just Really Hard to Get Exactly the Right Story\u2019<\/h3>\n<p data-beyondwords-marker=\"ff2347f2-a7d2-4836-aa32-717c7086be21\">Hudson provided Collins with numerous talking points for a July conversation with Goodall about the Suomi video, none of which address specifically whether the horror that PETA uncovered produced any human-relevant data. It dismissed our footage as sensational and claimed that the experiments were no longer being conducted anyway. Hudson\u2019s script also said in no uncertain terms that no \u201cpersonnel or other action\u201d would be taken in light of the video and that NIH would continue to conduct experiments on monkeys.<\/p>\n<p data-beyondwords-marker=\"7877ff46-28a7-4db6-9809-f22d78310bc3\">As a last bit of advice to Collins, Hudson wrote in the July 21 e-mail: \u201cI would not get into a big discussion about the science since it is just really hard to get exactly the right story.\u201d<\/p>\n<h3 data-beyondwords-marker=\"c1e109a7-6cc4-4fe2-8796-32451b0e568b\" class=\"wp-block-heading\">Take Action for Monkeys Used in Experiments<\/h3>\n<p data-beyondwords-marker=\"77e7b99a-d72a-4cc7-ae92-a3569e35ed27\">Despite NIH\u2019s secretive tactics and outright deception about its experiments on baby monkeys, PETA and our supporters prevailed, <a href=\"https:\/\/www.peta.org\/blog\/nih-ends-baby-monkey-experiments\/\">shutting down the laboratory<\/a>. Yet, the agency continues to fund similarly cruel and pointless experiments on monkeys\u2014including those at the <a href=\"https:\/\/headlines.peta.org\/national-primate-research-centers\/\">National Primate Research Centers<\/a>\u2014and other animals in laboratories across the country. That\u2019s until PETA sued, forcing the agency to turn over records that NIH officials didn\u2019t want you to see.<\/p>\nBrought to You by the Maker of the \u2018Rape Rack\u2019 and the \u2018Pit of Despair\u2019<\/h3>\nAfter learning that former NIH Director Francis Collins and his staff conducted work conversations using their personal e-mail accounts, PETA requested e-mails related to our 2014 investigation into the dark and twisted experiments on monkeys<\/a> conducted by Stephen Suomi, co-creator of animal torture devices, including the \u201crape rack\u2019\u2019 and the \u201cpit of despair<\/a>.\u201d<\/p>\n\n\n\n<\/iframe><\/p>\n<\/div>\n<\/div>\n<\/figure>\n<p data-beyondwords-marker=\"22113570-a80a-41af-a1ed-14c739b23e33\">NIH refused to provide these e-mails\u2014as required by the Freedom of Information Act\u2014so PETA sued. We pried 246 pages of secret e-mail discussions from NIH\u2019s clutches, all conducted\u00a0between April and July of 2014.<\/p>\n<h3 data-beyondwords-marker=\"f022cfa2-90f3-4489-96e9-874793754a86\" class=\"wp-block-heading\">101 Ways to Subvert Public Scrutiny by Francis Collins<\/h3>\n<p data-beyondwords-marker=\"b2c86d97-fc0a-49fa-8ae9-1068991165f2\">In numerous conversations among Collins and top-level staffers, the e-mails show that the primary concerns at NIH were protecting the reputations of its own personnel, avoiding unwanted scrutiny, and securing its own perpetuation. At the nation\u2019s premier medical research agency, sound science was seemingly not a top consideration.<\/p>\n<p data-beyondwords-marker=\"77f4df7a-8280-4d71-a92b-e6f9afd81f12\">Nor was transparency. Collins and his right-hand woman\u2014former Deputy Director for Science, Outreach, and Policy Kathy Hudson\u2014hammered out strategies for the taxpayer-funded government agency in the shadows, expending a great deal of effort to avoid scrutiny from the very public that pays their salaries and funds their gruesome experiments. NIH thought it so important to keep these conversations secret that it forced PETA to go to court in an expensive and lengthy process.<\/p>\n<blockquote data-beyondwords-marker=\"002a254b-7aa4-40c7-8541-7ab0f27a5292\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p data-beyondwords-marker=\"b7b4227a-1708-4b02-aa12-8d15e3addb86\">\u201cI think I described the place as a death camp.\u201d<\/p>\n<p data-beyondwords-marker=\"b333e3cd-e402-4b33-ad1d-4b7ffc74e62e\">\u2014Kathy Hudson<\/p>\n<\/blockquote>\n<p data-beyondwords-marker=\"0aa1a195-f055-48ce-a28d-d2b96eebbed6\">At the heart of the four-month-long e-mail exchange is PETA\u2019s investigation into Suomi\u2019s NIH laboratory in Poolesville, Maryland, which produced hundreds of photographs and more than 500 hours of video taken inside the facility, detailing ongoing psychological abuse of baby monkeys in cruel and archaic experiments.<\/p>\n<p data-beyondwords-marker=\"19dde370-5625-4853-b3c1-8ac4c0be2a4f\">PETA, along with celebrated primatologist Jane Goodall, who also spoke on behalf of PETA and in support of the Suomi investigation, requested a meeting with Collins to discuss the findings of the investigation prior to publication. In an e-mail to Collins, she included disturbing PETA video footage taken inside Suomi\u2019s lab.<\/p>\n<p data-beyondwords-marker=\"609747bf-04b5-4806-aab8-bcc02691ecb3\">NIH went into crisis mode. Hudson, who was the first to circle the wagons around Collins, recognized the threat to the agency\u2019s reputation immediately, because she also had apparently reviewed other disturbing video from another NIH-funded lab.<\/p>\n<p data-beyondwords-marker=\"b816b01d-2ff9-4fd1-a7d4-45d2d60ab6b8\">\u201cThis is complicated,\u201d she replied to Collins. \u201cI have a new set of HSUS videos of really gross conditions at Texas Biomed\u2026 I think I described the place as a death camp.\u201d<\/p>\n<h3 data-beyondwords-marker=\"6776bf56-af24-4201-989b-5aaac303f2b8\" class=\"wp-block-heading\">\u2018Go Dark\u2019 and Keep Collins\u2019 Hands Clean at All Costs<\/h3>\n<p data-beyondwords-marker=\"92ed029c-5a5a-4495-9ebb-8b0fb40f624b\">Because of her \u201cbulldog protective instincts,\u201d Hudson, who left NIH in 2016, took the lead in the coordinated stonewalling that followed.<\/p>\n<p data-beyondwords-marker=\"fcef50f1-c6a3-440d-b09a-c7baa1b0769c\">\u201cYou need to stay at a distance,\u201d she said in an e-mail sent to Collins in May.<\/p>\n<p data-beyondwords-marker=\"3ea2280b-c816-4bac-a55b-3dbb2e0e4fab\">He did, although he also wrote to someone, whose name has been redacted in the e-mails, for advice. \u201cMy new friend Jane Goodall has contacted me to alert me to videos obtained by PETA that show behavioral research on newborn rhesus macaques (see below),\u201d Collins writes. \u201cI was pretty troubled by the video.\u201d<\/p>\n<figure data-beyondwords-marker=\"a1a11cae-817a-418c-aba7-599e2b4fe603\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"600\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg\" alt=\"Screencap showing an email from Kathy Hudson.\" class=\"wp-image-1148419\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-300x300.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-150x150.jpg 150w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-768x765.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-750x747.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg 883w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"e7e649f3-21fb-4feb-bc99-ee1edcd6995c\">Meanwhile, Hudson concocted a new narrative out of whole cloth. \u201cThe story line is that I got this video,\u201d she writes. \u201cYou [Collins] are not connected.\u201d In a July 1 e-mail to Collins, she again advises: \u201cDo not engage in emails on this with Jane [Goodall] or PETA.\u201d Later, she lays out the whole plan to Collins: \u201cYou don\u2019t respond,\u201d she writes to Collins in a July 21 e-mail. \u201cIf you want, I can send a note saying thanks for the meeting and materials. <strong>Then we go dark.<\/strong> There is no benefit to continued discussion unless u want to start ww3. We don\u2019t negotiate. We listened. That is all.\u201d<\/p>\n<p data-beyondwords-marker=\"a18dedd5-9845-4676-a3af-1ed9b88ffd09\">Collins falls in line. \u201cI will remain silent,\u201d he responded.<\/p>\n<p data-beyondwords-marker=\"5a7a21d3-33fe-42f8-a5b1-4e1480be496c\">Without a shred of irony, in a July 22 e-mail, Hudson admonishes PETA staffers for using Collins\u2019 personal e-mail, ignoring that she has conducted government business over personal e-mail accounts. \u201cI would ask that you stop using his [Collins] personal email address. He has asked me to handle these issues but if you feel compelled to communicate with him, his work address is <a href=\"http:\/\/www.peta.org\/cdn-cgi\/l\/email-protection#6a0c180b0409031944090506060304192a040302440d051c\"><span class=\"__cf_email__\" data-cfemail=\"9dfbeffcf3fef4eeb3fef2f1f1f4f3eeddf3f4f5b3faf2eb\">[email\u00a0protected]<\/span><\/a>.\u201d<\/p>\n<h3 data-beyondwords-marker=\"1a8a4161-ef88-41b5-8b5f-46393d46edb6\" class=\"wp-block-heading\">Let\u2019s Just Keep That Quiet, Shall We?<\/h3>\n<p data-beyondwords-marker=\"6c660845-b753-4ed8-bfa4-f289e849c367\">NIH bigwigs, including Hudson, engaged in a flurry of e-mails to create extensive talking points for Collins\u2019 use at an upcoming meeting with PETA and to find ways to discredit the video from Suomi\u2019s lab. Some even suggested that NIH hire the Foundation for Biomedical Research, a pro\u2013animal experimentation lobbying group, for help creating just the right message. At one point, NIH officials also debated whether to release a sanitized version of monkey experimentation proactively to dampen the blow of the PETA footage.<\/p>\n<figure data-beyondwords-marker=\"3f914dec-eace-4e7a-9984-cd32e3e701df\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"325\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg\" alt=\"An experimenter handling a baby monkey\" class=\"wp-image-1148424\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-300x162.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-768x415.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-750x405.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg 1037w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"b4ea5b03-d013-4164-a73a-e8c8afabbaa8\">That didn\u2019t sit right with Hudson.<\/p>\n<p data-beyondwords-marker=\"307a3a40-c29e-46b0-b9fb-b94722b3846b\">\u201cIn fact, most folks are unaware that NIH has a bunch of primates and we might just be raising awareness that does not need to be raised,\u201d Hudson said in a June 26 e-mail.<\/p>\n<h3 data-beyondwords-marker=\"a31767bd-4a23-48c8-a02e-487299c4c387\" class=\"wp-block-heading\">NIH Officials Discussing Science: \u2018It Is Just Really Hard to Get Exactly the Right Story\u2019<\/h3>\n<p data-beyondwords-marker=\"ff2347f2-a7d2-4836-aa32-717c7086be21\">Hudson provided Collins with numerous talking points for a July conversation with Goodall about the Suomi video, none of which address specifically whether the horror that PETA uncovered produced any human-relevant data. It dismissed our footage as sensational and claimed that the experiments were no longer being conducted anyway. Hudson\u2019s script also said in no uncertain terms that no \u201cpersonnel or other action\u201d would be taken in light of the video and that NIH would continue to conduct experiments on monkeys.<\/p>\n<p data-beyondwords-marker=\"7877ff46-28a7-4db6-9809-f22d78310bc3\">As a last bit of advice to Collins, Hudson wrote in the July 21 e-mail: \u201cI would not get into a big discussion about the science since it is just really hard to get exactly the right story.\u201d<\/p>\n<h3 data-beyondwords-marker=\"c1e109a7-6cc4-4fe2-8796-32451b0e568b\" class=\"wp-block-heading\">Take Action for Monkeys Used in Experiments<\/h3>\n<p data-beyondwords-marker=\"77e7b99a-d72a-4cc7-ae92-a3569e35ed27\">Despite NIH\u2019s secretive tactics and outright deception about its experiments on baby monkeys, PETA and our supporters prevailed, <a href=\"https:\/\/www.peta.org\/blog\/nih-ends-baby-monkey-experiments\/\">shutting down the laboratory<\/a>. After learning that former NIH Director Francis Collins and his staff conducted work conversations using their personal e-mail accounts, PETA requested e-mails related to our 2014 investigation into the dark and twisted experiments on monkeys<\/a> conducted by Stephen Suomi, co-creator of animal torture devices, including the \u201crape rack\u2019\u2019 and the \u201cpit of despair<\/a>.\u201d<\/p>\n\n\n\n<\/iframe><\/p>\n<\/div>\n<\/div>\n<\/figure>\n<p data-beyondwords-marker=\"22113570-a80a-41af-a1ed-14c739b23e33\">NIH refused to provide these e-mails\u2014as required by the Freedom of Information Act\u2014so PETA sued. We pried 246 pages of secret e-mail discussions from NIH\u2019s clutches, all conducted\u00a0between April and July of 2014.<\/p>\n<h3 data-beyondwords-marker=\"f022cfa2-90f3-4489-96e9-874793754a86\" class=\"wp-block-heading\">101 Ways to Subvert Public Scrutiny by Francis Collins<\/h3>\n<p data-beyondwords-marker=\"b2c86d97-fc0a-49fa-8ae9-1068991165f2\">In numerous conversations among Collins and top-level staffers, the e-mails show that the primary concerns at NIH were protecting the reputations of its own personnel, avoiding unwanted scrutiny, and securing its own perpetuation. At the nation\u2019s premier medical research agency, sound science was seemingly not a top consideration.<\/p>\n<p data-beyondwords-marker=\"77f4df7a-8280-4d71-a92b-e6f9afd81f12\">Nor was transparency. Collins and his right-hand woman\u2014former Deputy Director for Science, Outreach, and Policy Kathy Hudson\u2014hammered out strategies for the taxpayer-funded government agency in the shadows, expending a great deal of effort to avoid scrutiny from the very public that pays their salaries and funds their gruesome experiments. NIH thought it so important to keep these conversations secret that it forced PETA to go to court in an expensive and lengthy process.<\/p>\n<blockquote data-beyondwords-marker=\"002a254b-7aa4-40c7-8541-7ab0f27a5292\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p data-beyondwords-marker=\"b7b4227a-1708-4b02-aa12-8d15e3addb86\">\u201cI think I described the place as a death camp.\u201d<\/p>\n<p data-beyondwords-marker=\"b333e3cd-e402-4b33-ad1d-4b7ffc74e62e\">\u2014Kathy Hudson<\/p>\n<\/blockquote>\n<p data-beyondwords-marker=\"0aa1a195-f055-48ce-a28d-d2b96eebbed6\">At the heart of the four-month-long e-mail exchange is PETA\u2019s investigation into Suomi\u2019s NIH laboratory in Poolesville, Maryland, which produced hundreds of photographs and more than 500 hours of video taken inside the facility, detailing ongoing psychological abuse of baby monkeys in cruel and archaic experiments.<\/p>\n<p data-beyondwords-marker=\"19dde370-5625-4853-b3c1-8ac4c0be2a4f\">PETA, along with celebrated primatologist Jane Goodall, who also spoke on behalf of PETA and in support of the Suomi investigation, requested a meeting with Collins to discuss the findings of the investigation prior to publication. In an e-mail to Collins, she included disturbing PETA video footage taken inside Suomi\u2019s lab.<\/p>\n<p data-beyondwords-marker=\"609747bf-04b5-4806-aab8-bcc02691ecb3\">NIH went into crisis mode. Hudson, who was the first to circle the wagons around Collins, recognized the threat to the agency\u2019s reputation immediately, because she also had apparently reviewed other disturbing video from another NIH-funded lab.<\/p>\n<p data-beyondwords-marker=\"b816b01d-2ff9-4fd1-a7d4-45d2d60ab6b8\">\u201cThis is complicated,\u201d she replied to Collins. \u201cI have a new set of HSUS videos of really gross conditions at Texas Biomed\u2026 I think I described the place as a death camp.\u201d<\/p>\n<h3 data-beyondwords-marker=\"6776bf56-af24-4201-989b-5aaac303f2b8\" class=\"wp-block-heading\">\u2018Go Dark\u2019 and Keep Collins\u2019 Hands Clean at All Costs<\/h3>\n<p data-beyondwords-marker=\"92ed029c-5a5a-4495-9ebb-8b0fb40f624b\">Because of her \u201cbulldog protective instincts,\u201d Hudson, who left NIH in 2016, took the lead in the coordinated stonewalling that followed.<\/p>\n<p data-beyondwords-marker=\"fcef50f1-c6a3-440d-b09a-c7baa1b0769c\">\u201cYou need to stay at a distance,\u201d she said in an e-mail sent to Collins in May.<\/p>\n<p data-beyondwords-marker=\"3ea2280b-c816-4bac-a55b-3dbb2e0e4fab\">He did, although he also wrote to someone, whose name has been redacted in the e-mails, for advice. \u201cMy new friend Jane Goodall has contacted me to alert me to videos obtained by PETA that show behavioral research on newborn rhesus macaques (see below),\u201d Collins writes. \u201cI was pretty troubled by the video.\u201d<\/p>\n<figure data-beyondwords-marker=\"a1a11cae-817a-418c-aba7-599e2b4fe603\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"600\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg\" alt=\"Screencap showing an email from Kathy Hudson.\" class=\"wp-image-1148419\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-300x300.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-150x150.jpg 150w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-768x765.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-750x747.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg 883w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"e7e649f3-21fb-4feb-bc99-ee1edcd6995c\">Meanwhile, Hudson concocted a new narrative out of whole cloth. \u201cThe story line is that I got this video,\u201d she writes. \u201cYou [Collins] are not connected.\u201d In a July 1 e-mail to Collins, she again advises: \u201cDo not engage in emails on this with Jane [Goodall] or PETA.\u201d Later, she lays out the whole plan to Collins: \u201cYou don\u2019t respond,\u201d she writes to Collins in a July 21 e-mail. \u201cIf you want, I can send a note saying thanks for the meeting and materials. <strong>Then we go dark.<\/strong> There is no benefit to continued discussion unless u want to start ww3. We don\u2019t negotiate. We listened. That is all.\u201d<\/p>\n<p data-beyondwords-marker=\"a18dedd5-9845-4676-a3af-1ed9b88ffd09\">Collins falls in line. \u201cI will remain silent,\u201d he responded.<\/p>\n<p data-beyondwords-marker=\"5a7a21d3-33fe-42f8-a5b1-4e1480be496c\">Without a shred of irony, in a July 22 e-mail, Hudson admonishes PETA staffers for using Collins\u2019 personal e-mail, ignoring that she has conducted government business over personal e-mail accounts. \u201cI would ask that you stop using his [Collins] personal email address. He has asked me to handle these issues but if you feel compelled to communicate with him, his work address is <a href=\"http:\/\/www.peta.org\/cdn-cgi\/l\/email-protection#6a0c180b0409031944090506060304192a040302440d051c\"><span class=\"__cf_email__\" data-cfemail=\"9dfbeffcf3fef4eeb3fef2f1f1f4f3eeddf3f4f5b3faf2eb\">[email\u00a0protected]<\/span><\/a>.\u201d<\/p>\n<h3 data-beyondwords-marker=\"1a8a4161-ef88-41b5-8b5f-46393d46edb6\" class=\"wp-block-heading\">Let\u2019s Just Keep That Quiet, Shall We?<\/h3>\n<p data-beyondwords-marker=\"6c660845-b753-4ed8-bfa4-f289e849c367\">NIH bigwigs, including Hudson, engaged in a flurry of e-mails to create extensive talking points for Collins\u2019 use at an upcoming meeting with PETA and to find ways to discredit the video from Suomi\u2019s lab. Some even suggested that NIH hire the Foundation for Biomedical Research, a pro\u2013animal experimentation lobbying group, for help creating just the right message. At one point, NIH officials also debated whether to release a sanitized version of monkey experimentation proactively to dampen the blow of the PETA footage.<\/p>\n<figure data-beyondwords-marker=\"3f914dec-eace-4e7a-9984-cd32e3e701df\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"325\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg\" alt=\"An experimenter handling a baby monkey\" class=\"wp-image-1148424\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-300x162.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-768x415.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-750x405.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg 1037w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"b4ea5b03-d013-4164-a73a-e8c8afabbaa8\">That didn\u2019t sit right with Hudson.<\/p>\n<p data-beyondwords-marker=\"307a3a40-c29e-46b0-b9fb-b94722b3846b\">\u201cIn fact, most folks are unaware that NIH has a bunch of primates and we might just be raising awareness that does not need to be raised,\u201d Hudson said in a June 26 e-mail.<\/p>\n<h3 data-beyondwords-marker=\"a31767bd-4a23-48c8-a02e-487299c4c387\" class=\"wp-block-heading\">NIH Officials Discussing Science: \u2018It Is Just Really Hard to Get Exactly the Right Story\u2019<\/h3>\n<p data-beyondwords-marker=\"ff2347f2-a7d2-4836-aa32-717c7086be21\">Hudson provided Collins with numerous talking points for a July conversation with Goodall about the Suomi video, none of which address specifically whether the horror that PETA uncovered produced any human-relevant data. It dismissed our footage as sensational and claimed that the experiments were no longer being conducted anyway. Hudson\u2019s script also said in no uncertain terms that no \u201cpersonnel or other action\u201d would be taken in light of the video and that NIH would continue to conduct experiments on monkeys.<\/p>\n<p data-beyondwords-marker=\"7877ff46-28a7-4db6-9809-f22d78310bc3\">As a last bit of advice to Collins, Hudson wrote in the July 21 e-mail: \u201cI would not get into a big discussion about the science since it is just really hard to get exactly the right story.\u201d<\/p>\n<h3 data-beyondwords-marker=\"c1e109a7-6cc4-4fe2-8796-32451b0e568b\" class=\"wp-block-heading\">Take Action for Monkeys Used in Experiments<\/h3>\n<p data-beyondwords-marker=\"77e7b99a-d72a-4cc7-ae92-a3569e35ed27\">Despite NIH\u2019s secretive tactics and outright deception about its experiments on baby monkeys, PETA and our supporters prevailed, <a href=\"https:\/\/www.peta.org\/blog\/nih-ends-baby-monkey-experiments\/\">shutting down the laboratory<\/a>. Yet, the agency continues to fund similarly cruel and pointless experiments on monkeys\u2014including those at the <a href=\"https:\/\/headlines.peta.org\/national-primate-research-centers\/\">National Primate Research Centers<\/a>\u2014and other animals in laboratories across the country. <\/iframe><\/p>\n<\/div>\n<\/div>\n<\/figure>\n<p data-beyondwords-marker=\"22113570-a80a-41af-a1ed-14c739b23e33\">NIH refused to provide these e-mails\u2014as required by the Freedom of Information Act\u2014so PETA sued. We pried 246 pages of secret e-mail discussions from NIH\u2019s clutches, all conducted\u00a0between April and July of 2014.<\/p>\n<h3 data-beyondwords-marker=\"f022cfa2-90f3-4489-96e9-874793754a86\" class=\"wp-block-heading\">101 Ways to Subvert Public Scrutiny by Francis Collins<\/h3>\n<p data-beyondwords-marker=\"b2c86d97-fc0a-49fa-8ae9-1068991165f2\">In numerous conversations among Collins and top-level staffers, the e-mails show that the primary concerns at NIH were protecting the reputations of its own personnel, avoiding unwanted scrutiny, and securing its own perpetuation. At the nation\u2019s premier medical research agency, sound science was seemingly not a top consideration.<\/p>\n<p data-beyondwords-marker=\"77f4df7a-8280-4d71-a92b-e6f9afd81f12\">Nor was transparency. Collins and his right-hand woman\u2014former Deputy Director for Science, Outreach, and Policy Kathy Hudson\u2014hammered out strategies for the taxpayer-funded government agency in the shadows, expending a great deal of effort to avoid scrutiny from the very public that pays their salaries and funds their gruesome experiments. NIH thought it so important to keep these conversations secret that it forced PETA to go to court in an expensive and lengthy process.<\/p>\n<blockquote data-beyondwords-marker=\"002a254b-7aa4-40c7-8541-7ab0f27a5292\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p data-beyondwords-marker=\"b7b4227a-1708-4b02-aa12-8d15e3addb86\">\u201cI think I described the place as a death camp.\u201d<\/p>\n<p data-beyondwords-marker=\"b333e3cd-e402-4b33-ad1d-4b7ffc74e62e\">\u2014Kathy Hudson<\/p>\n<\/blockquote>\n<p data-beyondwords-marker=\"0aa1a195-f055-48ce-a28d-d2b96eebbed6\">At the heart of the four-month-long e-mail exchange is PETA\u2019s investigation into Suomi\u2019s NIH laboratory in Poolesville, Maryland, which produced hundreds of photographs and more than 500 hours of video taken inside the facility, detailing ongoing psychological abuse of baby monkeys in cruel and archaic experiments.<\/p>\n<p data-beyondwords-marker=\"19dde370-5625-4853-b3c1-8ac4c0be2a4f\">PETA, along with celebrated primatologist Jane Goodall, who also spoke on behalf of PETA and in support of the Suomi investigation, requested a meeting with Collins to discuss the findings of the investigation prior to publication. In an e-mail to Collins, she included disturbing PETA video footage taken inside Suomi\u2019s lab.<\/p>\n<p data-beyondwords-marker=\"609747bf-04b5-4806-aab8-bcc02691ecb3\">NIH went into crisis mode. Hudson, who was the first to circle the wagons around Collins, recognized the threat to the agency\u2019s reputation immediately, because she also had apparently reviewed other disturbing video from another NIH-funded lab.<\/p>\n<p data-beyondwords-marker=\"b816b01d-2ff9-4fd1-a7d4-45d2d60ab6b8\">\u201cThis is complicated,\u201d she replied to Collins. \u201cI have a new set of HSUS videos of really gross conditions at Texas Biomed\u2026 I think I described the place as a death camp.\u201d<\/p>\n<h3 data-beyondwords-marker=\"6776bf56-af24-4201-989b-5aaac303f2b8\" class=\"wp-block-heading\">\u2018Go Dark\u2019 and Keep Collins\u2019 Hands Clean at All Costs<\/h3>\n<p data-beyondwords-marker=\"92ed029c-5a5a-4495-9ebb-8b0fb40f624b\">Because of her \u201cbulldog protective instincts,\u201d Hudson, who left NIH in 2016, took the lead in the coordinated stonewalling that followed.<\/p>\n<p data-beyondwords-marker=\"fcef50f1-c6a3-440d-b09a-c7baa1b0769c\">\u201cYou need to stay at a distance,\u201d she said in an e-mail sent to Collins in May.<\/p>\n<p data-beyondwords-marker=\"3ea2280b-c816-4bac-a55b-3dbb2e0e4fab\">He did, although he also wrote to someone, whose name has been redacted in the e-mails, for advice. \u201cMy new friend Jane Goodall has contacted me to alert me to videos obtained by PETA that show behavioral research on newborn rhesus macaques (see below),\u201d Collins writes. \u201cI was pretty troubled by the video.\u201d<\/p>\n<figure data-beyondwords-marker=\"a1a11cae-817a-418c-aba7-599e2b4fe603\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"600\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg\" alt=\"Screencap showing an email from Kathy Hudson.\" class=\"wp-image-1148419\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-602x600.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-300x300.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-150x150.jpg 150w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-768x765.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email-750x747.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/go-dark-nih-email.jpg 883w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"e7e649f3-21fb-4feb-bc99-ee1edcd6995c\">Meanwhile, Hudson concocted a new narrative out of whole cloth. \u201cThe story line is that I got this video,\u201d she writes. \u201cYou [Collins] are not connected.\u201d In a July 1 e-mail to Collins, she again advises: \u201cDo not engage in emails on this with Jane [Goodall] or PETA.\u201d Later, she lays out the whole plan to Collins: \u201cYou don\u2019t respond,\u201d she writes to Collins in a July 21 e-mail. \u201cIf you want, I can send a note saying thanks for the meeting and materials. <strong>Then we go dark.<\/strong> There is no benefit to continued discussion unless u want to start ww3. We don\u2019t negotiate. We listened. That is all.\u201d<\/p>\n<p data-beyondwords-marker=\"a18dedd5-9845-4676-a3af-1ed9b88ffd09\">Collins falls in line. \u201cI will remain silent,\u201d he responded.<\/p>\n<p data-beyondwords-marker=\"5a7a21d3-33fe-42f8-a5b1-4e1480be496c\">Without a shred of irony, in a July 22 e-mail, Hudson admonishes PETA staffers for using Collins\u2019 personal e-mail, ignoring that she has conducted government business over personal e-mail accounts. \u201cI would ask that you stop using his [Collins] personal email address. He has asked me to handle these issues but if you feel compelled to communicate with him, his work address is <a href=\"http:\/\/www.peta.org\/cdn-cgi\/l\/email-protection#6a0c180b0409031944090506060304192a040302440d051c\"><span class=\"__cf_email__\" data-cfemail=\"9dfbeffcf3fef4eeb3fef2f1f1f4f3eeddf3f4f5b3faf2eb\">[email\u00a0protected]<\/span><\/a>.\u201d<\/p>\n<h3 data-beyondwords-marker=\"1a8a4161-ef88-41b5-8b5f-46393d46edb6\" class=\"wp-block-heading\">Let\u2019s Just Keep That Quiet, Shall We?<\/h3>\n<p data-beyondwords-marker=\"6c660845-b753-4ed8-bfa4-f289e849c367\">NIH bigwigs, including Hudson, engaged in a flurry of e-mails to create extensive talking points for Collins\u2019 use at an upcoming meeting with PETA and to find ways to discredit the video from Suomi\u2019s lab. Some even suggested that NIH hire the Foundation for Biomedical Research, a pro\u2013animal experimentation lobbying group, for help creating just the right message. At one point, NIH officials also debated whether to release a sanitized version of monkey experimentation proactively to dampen the blow of the PETA footage.<\/p>\n<figure data-beyondwords-marker=\"3f914dec-eace-4e7a-9984-cd32e3e701df\" class=\"wp-block-image aligncenter size-large\"><a href=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"325\" src=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg\" alt=\"An experimenter handling a baby monkey\" class=\"wp-image-1148424\" srcset=\"https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-602x325.jpg 602w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-300x162.jpg 300w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-768x415.jpg 768w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held-750x405.jpg 750w, https:\/\/www.peta.org\/wp-content\/uploads\/2025\/02\/monkey-held.jpg 1037w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\"\/><\/a><\/figure>\n<p data-beyondwords-marker=\"b4ea5b03-d013-4164-a73a-e8c8afabbaa8\">That didn\u2019t sit right with Hudson.<\/p>\n<p data-beyondwords-marker=\"307a3a40-c29e-46b0-b9fb-b94722b3846b\">\u201cIn fact, most folks are unaware that NIH has a bunch of primates and we might just be raising awareness that does not need to be raised,\u201d Hudson said in a June 26 e-mail.<\/p>\n<h3 data-beyondwords-marker=\"a31767bd-4a23-48c8-a02e-487299c4c387\" class=\"wp-block-heading\">NIH Officials Discussing Science: \u2018It Is Just Really Hard to Get Exactly the Right Story\u2019<\/h3>\n<p data-beyondwords-marker=\"ff2347f2-a7d2-4836-aa32-717c7086be21\">Hudson provided Collins with numerous talking points for a July conversation with Goodall about the Suomi video, none of which address specifically whether the horror that PETA uncovered produced any human-relevant data. It dismissed our footage as sensational and claimed that the experiments were no longer being conducted anyway. Hudson\u2019s script also said in no uncertain terms that no \u201cpersonnel or other action\u201d would be taken in light of the video and that NIH would continue to conduct experiments on monkeys.<\/p>\n<p data-beyondwords-marker=\"7877ff46-28a7-4db6-9809-f22d78310bc3\">As a last bit of advice to Collins, Hudson wrote in the July 21 e-mail: \u201cI would not get into a big discussion about the science since it is just really hard to get exactly the right story.\u201d<\/p>\n<h3 data-beyondwords-marker=\"c1e109a7-6cc4-4fe2-8796-32451b0e568b\" class=\"wp-block-heading\">Take Action for Monkeys Used in Experiments<\/h3>\n<p data-beyondwords-marker=\"77e7b99a-d72a-4cc7-ae92-a3569e35ed27\">Despite NIH\u2019s secretive tactics and outright deception about its experiments on baby monkeys, PETA and our supporters prevailed, <a href=\"https:\/\/www.peta.org\/blog\/nih-ends-baby-monkey-experiments\/\">shutting down the laboratory<\/a>. Yet, the agency continues to fund similarly cruel and pointless experiments on monkeys\u2014including those at the <a href=\"https:\/\/headlines.peta.org\/national-primate-research-centers\/\">National Primate Research Centers<\/a>\u2014and other animals in laboratories across the country.
