His mom didn\u2019t have a driver\u2019s license or access to a car, and public transportation was nonexistent. Their lives changed suddenly when Modaffari\u2019s mother broke her back. Her injury and inability to walk to work forced her to leave her job.<\/p>\n<p>Rural Americans live an average of <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2018\/12\/12\/how-far-americans-live-from-the-closest-hospital-differs-by-community-type\/#:~:text=Rural%20Americans%20live%20an%20average,to%20a%20new%20Center%20analysis.\">over 10 miles from the nearest hospital<\/a>, according to Pew Research Center, and Modaffari\u2019s mother had to travel an hour away to receive medical treatments. But this was only if she could get a ride. Consistent transportation options for Modaffari\u2019s mother would have meant more accessibility to healthcare, resulting in better health outcomes. \u201cIf my mother would have had access to transportation that would have got her the healthcare she needed,\u201d said Modaffari, \u201cthen maybe she would still be alive.\u201d<\/p>\n<p>Without a mode of transportation\u2014excluding his bike for short distances\u2014Modaffari was also restricted in his community. He was dependent on other people to take him places when and if they could.<\/p>\n<p>\u201cI missed out on so many activities and events, even high school parties because I didn\u2019t have a ride,\u201d Modaffari said. \u201cI know it\u2019s small and it doesn\u2019t mean anything, but those are opportunities to live life growing up. Having to miss sporting events and not being able to go to a camp because you don\u2019t have a way there sucks.\u201d<\/p>\n<p>Modaffari, who now lives in Bella Vista, Arkansas, and works as a policy specialist at the League of American Bicyclists, believes that basic survival heavily depends on access to reliable transportation. \u201cPeople have to work,\u201d Modaffari said. \u201cPeople have to make money. Kids have to go to school.\u2026 To have a roof over their head, food on their plate, all of these things you need to survive. You have to have some income source and you have to find a way to get to wherever that is.\u201d\u00a0<\/p>\n<p>The safety, accessibility, and equity of active transit users has, so far, merely been a footnote in the 2024 election. As November approaches, many voters and transportation experts say that these transportation needs and issues should be prioritized.<\/p>\n<div id=\"current-issue-block_449dc5d2ac766953169e126b1a32527f\" class=\"current-issue  float-l-w-2\">\n<h4 class=\"current-issue__title\">\n                    Current Issue<br \/>\n            <\/h4>\n<p>    <a href=\"https:\/\/www.thenation.com\/issue\/march-2025-issue\/\" class=\"current-issue__cover\"><br \/>\n        <img decoding=\"async\" src=\"https:\/\/www.thenation.com\/wp-content\/uploads\/2025\/02\/cover0325.jpg\" alt=\"Cover of March 2025 Issue\"\/><br \/>\n    <\/a><\/p>\n<\/div>\n<p class=\"is-style-dropcap\">Design choices make transportation in certain parts of a city inaccessible, unsafe, and unequal, and much of our current transportation infrastructure has racist roots. In 1956, the National Interstate Defense Highways Act <a href=\"https:\/\/www.archives.gov\/milestone-documents\/national-interstate-and-defense-highways-act#:~:text=This%20act%20authorized%20the%20building,project%20in%20the%20nation%27s%20history.\">established an interstate highway system<\/a> in the United States, a key campaign promise of President Dwight D. Eisenhower, who valued the need for \u201ca safe and adequate highway system.\u201d But by building through poorer communities, cutting off residents from their homes, this ultimately enhanced <a href=\"https:\/\/brownpoliticalreview.org\/2023\/05\/parasitic-suburbia\/\">suburban living and car dependency<\/a> in the postwar United States. It also ripped apart vibrant Black communities, causing white flight and the displacement of families and businesses, resulting in socioeconomic desolation and <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0094119023000438?via%3Dihub\">further segregation<\/a> in these neighborhoods.\u00a0<\/p>\n<p>These communities still experience the consequences of those policy decisions today, and many young voters believe that transportation should be reframed as a racial equality issue that deserves national attention in the upcoming election.<\/p>\n<p>\u201cYou go to community meetings and people are worried for their children about the cars who speed through their neighborhood. They\u2019re worried about getting to the grocery store safely,\u201d said Kai Hall, a coordinating manager for the DC Transportation Equity Network. The voices of those historically left behind in policymaking decisions are silenced, even during national elections. \u201cPart of it is politics, but there are the people who are impacted by the lack of attention paid to transit, predominantly lower-income folks, predominantly Black and brown communities.\u201d<\/p>\n<div id=\"cta-block_804594381899bb573ff1c34584134a4d\" class=\"cta float-l-w-3\">\n<p>While more voters have cited transportation and infrastructure as critical issues in recent years, it isn\u2019t often thought of as a political issue because people don\u2019t think it can change, said Adah Crandall, an organizer with the Sunrise Movement. \u201cWe\u2019ve kind of just accepted that the way things are, is the way that things are always going to be\u2014which in the US means building highways and continuing to expand them in hopes that will somehow solve the problem of traffic, even though it\u2019s proven that\u2019s not how it works.\u201d<\/p>\n<p>To Crandall, this lack of reliable transportation nationwide is an intentional political choice. \u201cIf the bus doesn\u2019t come consistently, or if the bus is late and you miss a job interview, and you miss that opportunity because of that, that\u2019s a policy failure. If a kid is getting hit by a car walking or biking to school, that\u2019s a policy failure,\u201d said Crandall. \u201cIt doesn\u2019t have to be that way.\u201d<\/p>\n<p>In 2021, the <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/11\/06\/fact-sheet-the-bipartisan-infrastructure-deal\/#:~:text=This%20Bipartisan%20Infrastructure%20Deal%20will,too%20often%20been%20left%20behind.\">Bipartisan Infrastructure Deal<\/a> recognized that \u201cAmerica\u2019s public transit infrastructure is inadequate\u201d and that its failures predominantly impact communities of color, who are twice as likely to take public transportation. In 2022, the federal government spent <a href=\"https:\/\/www.cbo.gov\/system\/files\/2023-10\/59634.pdf\">$52 billion<\/a> on highways and roads, according to the Congressional Budget Office. <a href=\"https:\/\/allaboardnw.org\/blog\/how-many-people-do-not-drive\/#:~:text=Hedges%20estimates%20that%20the%20number,not%20drive%20is%20approximately%2030%25.\">But about 30 percent of the US population does not drive<\/a>, according to All Aboard Northwest.\u00a0<\/p>\n<p>The lack of prioritization of public transit users is \u201cmind-boggling,\u201d especially in New York City where the subway is iconic, said Caroline Pollak, a recent graduate of the City College of New York. She hopes that more funding will be allotted to rail systems after the upcoming election.<\/p>\n<p>In June, Governor Kathy Hochul paused the <a href=\"https:\/\/new.mta.info\/tolls\/congestion-relief-zone\/better-transit\">congestion relief zone program<\/a>\u2014\u201cpending necessary approvals\u201d\u2014which would charge drivers a toll for coming in and out of much of Manhattan. Not only would this limit car dependency, lessen pollution, and result in safer, people-centric streets; 8 percent of the revenue would have been spent on improvements to public transportation systems\u2014including the subway.<\/p>\n<p>\u201cWhat\u2019s important to me is putting money into the train system,\u201d Pollak said. \u201cIt\u2019s completely the beating heart of the city. The majority of the people that live here, could not live here if it didn\u2019t exist. I think money needs to be put into fixing whatever makes the train run smoother.\u201d<\/p>\n<p>Young voters also want to live in <a href=\"https:\/\/www.strongtowns.org\/journal\/2023\/7\/25\/realtors-buyers-will-pay-extra-for-walkable-neighborhoods#:~:text=But%20the%20generational%20split%20reveals,for%20a%20whopping%2092%25%20combined.\">walkable<\/a> cities, Hall said. With Generation Z facing higher housing costs, student loans, and increasing wealth inequality, providing affordable transportation to access their community and resources is crucial. \u201cYoung people are threading the needle between how auto-centricity, promoted by policies and actions of previous generations, exacerbates climate change, the housing crisis, racial and economic disparities, and a feeling that cities center cars over people,\u201d he said. \u201cYoung people recognize that auto-centricity doesn\u2019t benefit them.\u201d<\/p>\n<p>\u201cPart of tackling the climate crisis means building high-speed rail all across the country, stopping the funds for highway expansions, and instead making our communities walkable and bikeable,\u201d said Crandall, \u201cwhich is something young people are largely enthusiastic about.\u201d<\/p>\n<p class=\"is-style-dropcap\">Alyssa Proudfoot Siegel, an organizer for the Washington Area Bicyclist Association, understands that a lot of transportation decisions are hyperlocal, but \u201chaving a government that can open the way to that is the biggest step forward,\u201d she said. Voting for presidential candidates with robust public and active transportation policies is essential to leading the country to a better and necessary future, she said. \u201cI am looking forward to seeing what Kamala Harris will do, but also Tim Walz, who has been an amazing advocate for alternative transit.\u201d\u00a0<\/p>\n<p>Crandall hopes that the next president provides transportation alternatives that \u201cwon\u2019t contribute to lighting our planet on fire,\u201d she said. \u201cThere are real consequences of a transportation system that doesn\u2019t work for us, both for the climate and also just the impacts in people\u2019s daily lives.\u201d<\/p>\n<p>While Crandall is optimistic about \u201cthe engagement and enthusiasm that has skyrocketed\u201d since Kamala Harris became the presidential nominee for the Democratic Party, she also notes that \u201cmemes aren\u2019t going to win the election, policy is,\u201d especially to garner the support of young voters.<\/p>\n<p>For Crandall, it\u2019s important to have someone in office who recognizes the impact that transportation systems have on people\u2019s lives and who wants to make changes to decarbonize. But there may be other issues at the forefront of the minds of voters, she said. \u201cIt is hard and somewhat unreasonable to expect voters to be thinking that much about their roads and their intersections when hundreds of people have died in climate disasters this year and thousands of people are dying in Gaza because of our elected officials\u2019 actions,\u201d Crandall said. \u201cIt is not the most polarizing and pressing thing in the news.\u201d<\/p>\n<p>\u201cThe right has put out Project 2025 as a very bold vision of what the future could be,\u201d said Crandall. \u201cIt paints a tangible picture of a world that their base can get behind and fight for.\u201d To get voters excited about transportation, Democrats have to put out a bold alternative. \u201cI think it is really important that Harris is putting forward something equally tangible and more compelling that will win young people over.
