#000080\"><em>From &#8220;No more homeless pets&#8221; to &#8220;We can save them all&#8221;:\u00a0 the Best Friends&#8217; Animal Society has led a long march backward<\/em><\/span><\/h2>\n<p>Nearly 20 years ago,\u00a0 on June 27,\u00a0 2005,\u00a0 in a <em>Newsweek<\/em> op-ed column entitled \u201cThe Dirty Little Secret In Your Community,\u00a0 Ed Boks as then-director of Animal Care &amp; Control for New York City concluded,\u00a0 \u201cIt is time we rejected the mindless catch-and-kill methodology of the past. \u00a0We must embrace preventive nonlethal strategies.\u201d<\/p>\n<p>Boks came to this conclusion through his experience of nearly 20 years as an animal control officer,\u00a0 followed by 10 years as animal control director for Maricopa County,\u00a0 Arizona,\u00a0 a jurisdiction of 4.5 million people including the cities of Phoenix,\u00a0 Mesa,\u00a0 Scottsdale,\u00a0 Chandler,\u00a0 and Tempe.<\/p>\n<div id=\"attachment_65841\" style=\"width: 260px\" center\">No-kill animal control advocate splits with Best Friends<\/h2>\n<p>Now producing the daily blog <em>Animal Politics<\/em>,\u00a0 Boks moved on from New York City to head the animal control departments in Los Angeles and Yavapai County,\u00a0 Arizona,\u00a0 and for a year,\u00a0 the Spokane Humane Society.<\/p>\n<p>Boks for much of this time was firmly aligned with the \u201cno kill movement,\u201d\u00a0 including the Best Friends Animal Society,\u00a0 speaking often at Best Friends conferences.<\/p>\n<p>In recent years,\u00a0 however,\u00a0 Boks has become increasingly skeptical that the Best Friends Animal Society is working either in the best interest of homeless animals or contributing usefully toward achieving a \u201cno kill nation,\u201d\u00a0 if by that one means a nation with \u201cno more homeless pets,\u201d\u00a0 the Best Friends mantra until circa 2014,\u00a0 when superseded by the phrase \u201cwe can save them all.\u201d<\/p>\n<div id=\"attachment_71488\" center\">A realistic view<\/h2>\n<p>A realistic view of \u201cno more homeless pets\u201d would mean spaying and neutering out of existence the most problematic segments of the dog and cat population:\u00a0 those most likely to be euthanized\u00a0 in societal self-defense.<\/p>\n<p>This includes dangerous dogs,\u00a0 especially pit bulls,\u00a0 who make up only about 6% of the U.S. but are close to two thirds of U.S. animal shelter dog admissions.<\/p>\n<p>Also included are cast-off unwanted puppies and kittens born to low-income households,\u00a0 who are statistically the most likely dogs and cats to end up roaming at large,\u00a0 engaging in problematic behavior,\u00a0 including uncontrolled breeding of more puppies &amp; kittens.<\/p>\n<div id=\"attachment_69458\" the existence of homeless cats<\/h2>\n<p>Further to be included are both stray and feral cats,\u00a0 two behaviorally very different populations.\u00a0 Strays,\u00a0 mostly born in homes and once kept as pets,\u00a0 are handleable and largely dependent upon human feeding.\u00a0 Feral cats,\u00a0 born at large,\u00a0 are mostly un-handleable and chiefly self-sufficient.<\/p>\n<p>The Best Friends Animal Society denies the very existence of these two different populations with different needs by relabeling both \u201ccommunity cats,\u201d\u00a0 even when they live\u2013\u2013or are dumped\u2013\u2013miles from any actual human community,\u00a0 and\/or are poisoned or shot by whatever \u201ccommunity\u201d exists.<\/p>\n<p style=\"text-align: right\"><em><strong>(See <a center\">Cooking the books<\/h2>\n<p>Observed Boks in the February 15,\u00a0 2025 edition of <em>Animal Politics<\/em>,\u00a0 \u201cAs the clock ticks down to\u00a0Best Friends Animal Society\u2019s self-imposed 2025 deadline to achieve a no-kill nation, \u00a0the organization has released its January\/September 2024\u00a0<em>Shelter Pet Lifesaving Data Report<\/em>.<\/p>\n<p>\u201cThe report highlights a 3.4% decrease in animals killed and a 4% increase in adoptions across a sample of 688 shelters.<\/p>\n<p>\u201cOn the surface,\u201d\u00a0 wrote Boks, \u00a0\u201cthese numbers suggest progress.\u00a0 However,\u00a0 deeper scrutiny reveals troubling inconsistencies, \u00a0omitted context, \u00a0and transparency issues.<\/p>\n<div id=\"attachment_24943\" style=\"width: 360px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/i0.wp.com\/www.animals24-7.org\/wp-content\/uploads\/PicsArt_03-01-11.33.08-e1604216156786.png?ssl=1\"><img loading=\"lazy\" decoding=\"async\" inconvenient<\/h2>\n<p>\u201cThe report analyzes data from 688 shelters, \u00a0a sharp reduction from the 4,119 shelters included in [the Best Friends Animal Society\u2019s] 2023 data set,\u201d\u00a0 Boks detailed.<\/p>\n<p>\u201cThis drop coincides with the Best Friends Animal Society\u2019s shift from [use of]\u00a0<em>Shelter Animals Count<\/em>, \u00a0which aggregated data from 13,527 organizations in its 2024 report, \u00a0to its proprietary\u00a0<em>Shelter Pet Data Alliance<\/em><strong>.\u201d<\/strong><\/p>\n<p>Boks noted that changing data sources potentially allowed the Best Friends Animal Society to \u201ccontrol the narrative by excluding over 3,400 shelters\u2014disproportionately omitting underfunded or struggling shelters, \u00a0particularly in marginalized style=\"text-align: center\">Smoke &amp; mirrors<\/h2>\n<p>\u201cThis narrowed data set,\u201d\u00a0 Boks continued, \u00a0\u201caligns with allegations that the Best Friends Animal Society prioritizes optics over impact, \u00a0focusing on shelters with fewer systemic challenges while avoiding complex shelter issues.<\/p>\n<p>\u201cThe Best Friends Animal Society 2024 report lacks year-over-year comparisons and regional breakdowns,\u201d\u00a0 Boks added, \u00a0leaving \u201cunclear whether reported trends reflect genuine progress or temporary fluctuations.<\/p>\n<p>\u201cWithout intake and failed adoption data,\u201d\u00a0 Boks explained, \u00a0\u201cthe reported 4% increase in adoptions may mask deeper issues such as overcrowding\u201d to avoid euthanizing hard to rehome animals\u2013\u2013such as fractious pit bulls.<\/p>\n<div id=\"attachment_48475\" style=\"width: 362px\" class=\"wp-caption alignleft\"><a spay\/neuter<\/h2>\n<p>\u201cOne glaring omission from the Best Friends Animal Society\u2019s 2024 report,\u201d\u00a0 Boks finished, \u201cis its lack of emphasis on\u00a0spay\/neuter programs\u2014historically the most effective strategy for reducing shelter intake and euthanasia. \u00a0The Best Friends Animal Society has deprioritized spay\/neuter funding over the past decade in favor of adoption marketing and public relations.\u201d<\/p>\n<p>Unfortunately, \u00a0the whole &#8220;no-kill movement,&#8221; chiefly led by The Best Friends Animal Society over the first quarter of the present century,\u00a0 and eventually the whole animal sheltering sector,\u00a0 got hijacked after the April 2007 arrest of former football star Michael Vick on dogfighting-related distortion<\/h2>\n<p>The Best Friends Animal Society and the American SPCA,\u00a0 in particular, \u00a0manipulated public sympathy for Vick&#8217;s pit bulls into a pit bull advocacy movement that has now deformed every aspect of shelter operations, \u00a0animal control, \u00a0and data tracking.<\/p>\n<p><em>Shelter Animals Count<\/em>, \u00a0recognized by Boks as more inclusive and therefore more accurate than the Best Friends\u2019 Animal Society\u2019s own\u00a0<em>Shelter Pet Data Alliance<\/em>,\u00a0 itself exemplifies such distortion.<\/p>\n<p>Indeed,\u00a0 the 2025 edition of <em>Shelter Animals Count<\/em> indirectly admits this, \u00a0albeit without using the words &#8220;pit bull&#8221;:<\/p>\n<p>\u201cNon-live outcomes in shelters have risen by 0.5% for dogs,\u201d\u00a0 acknowledged <em>Shelter Animals Count<\/em>.\u00a0 (\u201cNon-live,\u00a0 please note,\u00a0 means dead.)<\/p>\n<div id=\"attachment_65876\" style=\"width: 335px\" up at pounds.\u00a0 Duh.<\/h2>\n<p>\u201cThe increase for dogs is driven by government organizations,\u201d\u00a0 <em>Shelter Animals Count<\/em> said,\u00a0 meaning open-admission animal control shelters that cannot legally turn away dangerous dogs,\u00a0 &#8220;where non-live outcomes grew by 1.5%,\u00a0 now standing 17.5 higher than in 2019,\u00a0 with a non-live outcome of 15% of total intakes.\u201d<\/p>\n<p>The term \u201cNon-live outcomes\u201d includes euthanasia,\u00a0 disease spread chiefly through overcrowding,\u00a0 and cases of pit bulls killing each other when housed two or more dogs to a run.<\/p>\n<p>This occurs often when unadoptable pit bulls are warehoused to avoid euthanasia.<\/p>\n<div id=\"attachment_70346\" style=\"width: 284px\" class=\"wp-caption under pressure from the Best Friends Animal Society to achieve a 90% \u201clive release\u201d rate.<\/p>\n<p>(See<strong><em>\u00a0<a understand<\/a>.)<\/em><\/strong><\/p>\n<p>\u201cThe issues in Douglas mirror a broader national crisis,\u201d\u00a0 Boks wrote.\u00a0 \u201cShelters across the country are facing similar challenges as they scramble to meet arbitrary no-kill benchmarks set by the Best Friends Animal Society, \u00a0an organization with limited sheltering experience,\u201d\u00a0 and none,\u00a0 he might have added,\u00a0 with animal control managed to promote public health and safety.<\/p>\n<p>\u201cThe results are often tragic.\u201d<\/p>\n<div id=\"attachment_60746\" style=\"width: 318px\" Los Angeles<\/h2>\n<p>Best Friends Animal Society president Julie Castle exulted on March 10, \u00a02021 that,\u00a0 \u201cLos Angeles has entered the ranks of our nation\u2019s\u00a0no-kill communities as the largest such city in the country!\u201d<\/p>\n<p>But as Boks recited,\u00a0 \u201cIn the first nine months of 2024, \u00a0Los Angeles Animal Services euthanized 1,224 dogs\u2014a staggering 72% increase from the same period a year prior. \u00a0Over 1,500 cats were also put down, \u00a0marking a 17% rise.<\/p>\n<p>\u201cThe\u00a0<em>Los Angeles Times<\/em> recently reported that dogs are now being killed simply for lack of space,\u00a0 not for medical or behavioral reasons. \u00a0This marks a devastating reversal of the city\u2019s long-standing commitment to no-kill policies.\u201d<\/p>\n<p>Why?\u00a0 Because those policies were never sustainable in the first place.<\/p>\n<div id=\"attachment_27349\" style=\"width: 326px\" class=\"wp-caption alignright\"><a href=\"https:\/\/i0.wp.com\/www.animals24-7.org\/wp-content\/uploads\/PicsArt_08-31-06.36.16-e1604215982786.jpg?ssl=1\"><img loading=\"lazy\" decoding=\"async\" data-recalc-dims=\"1\" aria-describedby=\"caption-attachment-27349\" class=\" wp-image-27349\" src=\"https:\/\/i0.wp.com\/www.animals24-7.org\/wp-content\/uploads\/PicsArt_08-31-06.36.16-e1604215982786.jpg?resize=316%2C316&#038;ssl=1\" alt=\"Los Angeles cats in car\" width=\"316\" height=\"316\" \/><\/a><\/p>\n<p id=\"caption-attachment-27349\" class=\"wp-caption-text\"><em><strong>(Beth Clifton collage)<\/strong><\/em><\/p>\n<\/div>\n<h2 style=\"text-align: center\">First things first<\/h2>\n<p>Getting to \u201cNo more homeless pets\u201d has to come before \u201cWe can save them all!\u201d and getting to \u201cNo more homeless pets\u201d requires getting to no more pit bulls,\u00a0 no more stray cats annoying citizens,\u00a0 and no more feral cats breeding up to problematic visibility,\u00a0 visibility being the last thing any wild nocturnal rodent-hunting cat actually wants.<\/p>\n<p>Boks put the spotlight on a recent 3.3% reduction of the Los Angeles Animal Services budget \u201cfrom $31.7 million in 2023-24 to just $30.3 million for 2024-25, \u00a0a third of what the department requested.\u201d<\/p>\n<p>Yet, \u00a0had Los Angeles ever really been within daydreaming distance of authentic no-kill animal control,\u00a0 such a budget cut would scarcely have been noticed:\u00a0 there would have been at least a 3.3% reduction in the numbers of dog attacks,\u00a0 stray dogs and cats at large,\u00a0 and citizen complaints about same.<\/p>\n<div id=\"attachment_45677\" style=\"width: 360px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/i0.wp.com\/www.animals24-7.org\/wp-content\/uploads\/PicsArt_10-30-06.54.32-e1635645307186.jpg?ssl=1\"><img loading=\"lazy\" decoding=\"async\" data-recalc-dims=\"1\" aria-describedby=\"caption-attachment-45677\" class=\"size-full wp-image-45677\" src=\"https:\/\/i0.wp.com\/www.animals24-7.org\/wp-content\/uploads\/PicsArt_10-30-06.54.32-e1635645307186.jpg?resize=350%2C360&#038;ssl=1\" alt=\"Used dog sales lot with Kristin Auerbach Hassen\" width=\"350\" height=\"360\" \/><\/a><\/p>\n<p id=\"caption-attachment-45677\" class=\"wp-caption-text\"><em><strong>Would you adopt a &#8220;used dog&#8221;
